Amending the Subdivision Code
Subdivision Map Act
A subdivision is defined as "the division
of any improved or unimproved landfor
the purpose of sale, lease, or financing."
The State established standardized procedures
local governments rr►ust u5e when considering the
subdivision of land that are intended to ensure
that adequate public services will be provided to
new subdivisions.
Defers regulation and control of the design and
improvement of subdivisions to the local agency.

Adopted in 1952. Last comprehensive update —
1g81.
Ordinance of regulations consistent with Sub.
Map Act concerning the design and improvement
of subdivisions including size of lots, street
design, provision of parks, etc.

Resolution with procedures consistent with
Sub. Map Act for processing of subdivision
applications.
■ Administration
■ All subdivision applications to go through one
department (CDD) eliminating confusion/increasing
coordination.
Lot Line Adjustments/Tentative and Final Maps
Lot line adjustments, parcel and tract maps to be processed
like every other discretionary application (Design Review,
Concept Review, Conditional Use Permit).
Lot Line Adjustments/Final Maps are not discretionary
"ministerial." Director to approve Lot Line Adj./Final Maps
Significantly reduce the time and cost necessary to process
parcel and tract maps.

■ Correction and Amendment of Maps
■ Prior to final map approval, the City or subdivider
may request amendments to the approved
tentative map.
Substantial changes go back to decision maker.
Minor changes may be approved by the Director.
No lots, units, or building sites/structures added.
The changes are consistent with intent and spirit of the approved
tentative map.
No resulting violations of code.
■ Subdivision Manual
Provides code support for the Subdivision Manual
Moves application requirements from Ordinance
to Subdivision Manual
Allows periodic revision by the Director consistent
with the Subdivision Map Act.
■ Standardized Appeal Process
Brings Subdivision Code appeal process into
consistency with the Tustin City Code — which was
very recently updated and standardized.

Proposed Amendment of the Tustin
Subdivision Code is intended to streamline
the current process:
Implements City Council policy direction by
making government processes and procedures
more streamlined.
Supports intent of the Permit Streamlining Act.
Consistent with the Subdivision Map Act.
Encourages and attracts new development and
new businesses to the City
That the City Council Introduce and have first
reading of Ordinance No. 1430 (Code
Amendment 2013-002) amending the Tustin
Subdivision Code (Article 9, Chapter 3 of the
Tustin City Code)
