HUSTON, CITY MANAGER FROM' PUBLIC WORKS DEPARTMENT/ENGINEERING DMSION SUBJECT: PROFESSIONAL SERVICES AGREEMENT- TUSTIN COMMU~R RAIL STA~HON DESIGN SERVICES (PROJECT NO. 700138) RECOMMENDATION It is recommended that the City Council approve selection ofg, firalles Associates to provide design services for the Tustin Commuter Rail Station, and authorize execution of a Professional Services Agreement by the City Engineer. FISCAL IMPACT The contract amount of $357,660.00 is approximatdy 13% lower than the City's estimate of $413,168.00 to perform this work. Funding for these services is provided in the City's allocation of FY 1997-98 State of California Transit Capital Improvement Program funds and the City's South Coast Air Quality Management District AB2766 fund. Total cost of the rail station is estimated to be $6,370,000.00. BACKGROUND The Tustin Commuter Rail Station is one of five commuter rail stations identified in the Orange County Transportation Authority's (OCTA) "Longrange Transit Systems Plan and Development Strategy" adopted by OCTA on October 28, 1991. This project will continue implementation of the-Los Angeles-San Diego (LOSSAN) and San Bemardino/Riverside-Irvine commuter rail services. The Tustin Commuter Rail Station project will be constructed at the northwest comer of Jamboree Road/Edinger Avenue on a 3.7-acre site that was acquked by the City in September 1997. The project will include rail station platforms, canopies, accessory structures, related improvements, and an adjacent parking facility. The project will also accommodate bicycle parking and provide drop-off areas for vans and buses. Construction costs are estimated to be $4,094,000.00. The total cost of the rail station is estimated to be $6,370,000.00, which includes acquisition of fight-of-way, preliminary and final engineering and design, environmental clearance, and construction. The following is the Tentative Project Schedule: Start Completion Mo/Yr Mo/Yr Preliminary Engineering/ Environmental Documentation 4/98 8/98 Final Design 8/98 11/98 ' Construction 12/98 11/99 DISCUSSION In July and August 1997, the City conducted interviews of consultants for design and engineering services for the Tustin Commuter Rail Station. The City offered interviews to all five (5) of the Consultants currently under contract to the Southern California Regional Rail Authority (SCRRA) for Commuter Rail Design services including: Boyle Engineering Corporation, Huitt-Zollars Corporation, Miralles Associates, STV Corporation, and Transmetrics Corporation. All of the above participated in the interviews with the exception of Transmetrics Corporation, which declined the interview. The Consultant's presentations were reviewed and evaluated based upon demonstrated competence, professional qualifications necessary to provide for the satisfactory performance of the required service, familiarity and prior experience with providing this type of service. Based upon the noted criteria, interviews conducted, and favorable references, it is recommended that Miralles Associates of Alta Dena, CA be selected to provide professional architectural and engineering services for design of the Tustin Commuter Rail Station.
