RECOMMENDATION
That the City Council adopt Resolution No. 98-33 approving Final Tract Map 15427.
FISCAL IMPACT
The Final Map is an applicant initiated project The applicant has paid application fees to recover
the cost of processing this application.
DISCUSSION'
On April 28, 1997, the Planning Commission adopted Resolution No. 3522 recommending that
the City Council approve Tentative Tract Map 15427. The City Council approved Tentative
Tract Map 15427 on May 5, 1997, by adopting Resolution No. 97-35. These approvals included
numerous conditions to be met prior to approval of the Final Maps.
Tentative Tract 15427 includes 53 numbered lots and 23 lettered lots to accommodate the
development of 53 single family detached dwelling units on a 5.9 gross acre site. The subject site
is located in Sector 11 of the ETSP on the southeast comer of Irvine Boulevard and Tustin Ranch
Road. The site is bordered by future apartments (Tract 13530) on the east, a future park on the

south across Kinsman Circle, existing single-family detached dwellings to the west across Tustin
Ranch Road and the Tustin Ranch Golf Course to the north across Irvine Boulevard.
As permitted by the Subdivision Map Act, the developer intends to record the subdivision'in three
(3) phases for financing purposes. Each phase will be recorded as a separate Final Tract map in
the following sequences:
Phase 1 - Tract 15475 - Previously Recorded
Phase 2- Tract' 15474- Previously Recorded
Phase 3 - Tract 15427
Final Map 15427 consists of 1.673 acres and includes 16 numbered lots and 7 lettered lots. Final
Map 15427 is shown in context with the overall project on the attached Phasing Plan.
Staff has determined that the Final Map is in substantial conformance with the Tentative Tract'
Map approvals, the City's Zoning Code and Subdivision Code, and the State Subdivision Map
Act. Based upon this conformance, staff recommends that the City Council approve Final Tract
Map 15427.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
TUSTIN, CALIFORNIA, APPROVING FINAL TRACT MAP 15427
The City Council of the City of Tustin does hereby resolve as
follows:
The City Council finds and determines as follows:
A. That Final Tract Map 15427 has been submitted by
Bayw0od Development Group ("the Subdivider");
B ,
That a public hearing was held by the Planning
Commission on April 28~ 1997. At this hearing, the
Planning Commission recommended that the City
Council approve Tentative Tract Map 15427.
Subsequently, the City Council approved Tentative
Tract Map 15427 on May 5, 1997;
C.
That, pursuant to Section 66456.1 of the
Subdivision Map Act, the Subdivider intends to file
multiple final maps in relation to approved
Tentative Tract Map 15427. Final Tract Map 15427
is the.third such final map~

Pursuant to Section 15268(b) (Ministerial Projects)
of the California Environmental Quality Act (CEQA),
the Final Map is considered stat~torily exempt from
the requirements of CEQA.
That the proposed subdivision is in substantial
iconformance with the Tustin General Plan, the
Tustin Zoning Code and Subdivision Map Act;

The 0.4452 acres of parkland required for this
development were previously dedicated with
recordation of Tract 15055;
That the City has reviewed the status of the SchOol
Facilities Agreements between the Irvine Company
and the Tustin Unified School District for the
impact of Tentative Tract 15427 on School District
facilities, and changes in state law. Impacts
associated with this approval on School 'District
facilities are adequately addressed;
That the site'is physically suitable for the type
of development proposed;

That the site is physically suitable for the.
proposed density of development;

That the design of the subdivision or the proposed
improvements are not likely to cause substantial
environmental damage or substantially and avoidably
injure fish or wildlife in their habitat;
K.
That the design of the subdivision or the type of
imprOvements proposed will not conflict with
easements acquired by the public-at-large, for
access through or use of the property within the
proposed subdivision;
n.
That the design of the subdivision or the types of
improvements proposed are not likely to cause
serious public health problems; and,
M.
That the Final Map is in substantial conformance
with the Vesting Tentative Tract Map.
II. The City.Council hereby approves Final Tract Map 15427,
subject to the final approval by the City Engineer.
PASSED AND ADOPTED at a regular meeting of the Tustin City
Council, held on the 20th day of April, 1998.
