PARKER, CITY MANAGER City Manager Finance Director FROM: DOUGLAS S. STACK, DIRECTOR OF PUBLIC WORKS /CITY ENGINEER SUBJECT: APPROVE PLANS AND SPECIFICATIONS AND AUTHORIZE ADVERTISEMENT FOR BIDS FOR THE TRAFFIC SIGNAL BATTERY BACKUP SYSTEM INSTALLATIONS CIP 40079 (PHASE 3) SUMMARY The plans and specifications for the Traffic Signal Battery Backup System (BBS) Installations CIP 40079 (Phase 3) have been prepared and the project is ready to be bid. RECOMMENDATION It is recommended that the City Council adopt Resolution No. 13 -72 approving the plans and specifications for the Battery Backup System Installations CIP 40079 (Phase 3), and authorize the City Clerk to advertise to receive bids. FISCAL IMPACT Utilizing Measure M2 — Fair Share (Fund 139), funding in the amount of $235,000 has been budgeted and appropriated in the fiscal year 2013/14 Capital Improvement Program for the BBS installations. The engineer's estimate is $205,000. CORRELATION TO THE STRATEGIC PLAN The installation of Battery Backup Systems at traffic signals contributes to the fulfillment of the City's Strategic Plan Goal B: Public Safety and Protection of Assets. Specifically, the project implements or fosters the implementation of strategy #3, which among other items, is to ensure continuous maintenance and improvement of traffic control and transportation facilities. DISCUSSION AND BACKGROUND The installation of Battery Backup Systems (BBS's) at traffic signals is desired in order to maintain safe, normal vehicular operations when planned or unplanned electrical interruptions occur. Although BBS's are currently being installed at all new traffic signals, there is a need to install them at older traffic signals through a retrofit process. The BBS installations currently shown in the Capital Improvement Program as CIP 40079 are being implemented in four phases spread over four (4) successive fiscal years, thereby ensuring that all City- maintained traffic signals have protection against electrical interruptions. With completion of Phase 1 in FY 11/12 and recent completion of Phase 2, all existing traffic signals on Irvine Boulevard, Tustin Ranch Road, Newport Avenue, Edinger Avenue and Seventeenth Street now have BBS protection. Phase 3 of CIP 40079 consists of BBS installations at eighteen (18) intersections, including the intersection of Walnut Avenue /Browning Avenue, five (5) intersections on First Street, five (5) intersections on McFadden Avenue, and seven (7) intersections on Red Hill Avenue, as shown on acP Battery Backup Installations CIP 40079 (Phase 3) October 1, 2013 Page 2 the attached location map. Upon completion of Phase 3, all existing traffic signals on First Street, McFadden Avenue and Red Hill Avenue will have BBS protection. The tentative schedule for construction of the project is as follows: • Authorization to Advertise for Bids ............................. ..........................10 /01 /2013 • First Legal Advertisement ........................................ .............................10 /10/2013 • Second Legal Advertisement .................................. .............................10 /17/2013 • Bid Opening ..................................... ............................... .....................11 /12/2013 • Award of Contract ................................................... .............................12 /03/2013 • Start Construction" .......................... ............................... .....................03 /03/2014 • Complete Construction ..................... ............................... .....................05 /23/2014 "Construction cannot begin until contract is executed and materials are delivered. Therefore, starting time is estimated at three months following award of contract. Since this project involves the replacement and repair of existing facilities with minor modifications, it is Categorically Exempt under California Environmental Quality Act (CEQA) requirements. A Notice of Exemption for all phases of this project was recorded with the County of Orange on October 18, 2012. Stack, P.E.
