Hutter, Senior Planner Ryan Swiontek, Senior Planner Jerry Craig, Economic Development & Housing Manager Adrianne DiLeva- Johnson, Senior Management Assistant PUBLIC CONCERNS: Tina Blenz stepped forward to address the Commission. Ms. Blenz asked questions of the Commission generally regarding HUD, CDBG, liquefaction zones, and nitrates. Approved CONSENT CALENDAR: 1. APPROVAL OF MINUTES — JULY 09, 2013, PLANNING COMMISSION MEETING. RECOMMENDATION: That the Planning Commission approve the minutes of the July 09, 2013, meeting as provided. Motion: It was moved by Thompson, seconded by Lumbard to move the Consent Calendar. Motion carried 5 -0. Minutes — Planning Commission August 13, 2013 — Page 1 of 5 PUBLIC HEARINGS: Adopted Resolution 2. GENERAL PLAN AMENDMENT 2013 -002 — HOUSING No. 4227 and No. 4228 ELEMENT UPDATE as amended Reekstin General Plan Amendment (GPA) 2013 -002 consists of an update to the City of Tustin General Plan Housing Element. The Housing Element was most recently adopted by the Tustin City Council on June 16, 2009. The City of Tustin is required by State law (Government Code Section 65588) to periodically review and update its Housing Element. The Housing Element sets forth the City's strategy to preserve and enhance the community's character, expand housing opportunities for the City's various economic segments, and provide the policy guidance for local decision making related to housing. APPLICANT: City of Tustin LOCATION: Citywide ENVIRONMENTAL: The proposed GPA 2013 -002 is considered a "project" subject to the terms of the California Environmental Quality Act ( "CEQA "). An Initial Study and findings for a proposed Negative Declaration have been prepared regarding this project for consideration and recommendation by the Planning Commission. IVX6101 LTiIJAI0,I7eIIdre0l 1. That the Planning Commission adopt Resolution No. 4227, recommending that the City Council adopt a Negative Declaration for General Plan Amendment 2013 -002. 2. That the Planning Commission adopt Resolution No. 4228, recommending that the City Council approve General Plan Amendment 2013 -002, updating the Housing Element. Gave a presentation of the Housing Element Update. Planning Commission questions generally included: the traffic study which was completed during the update process; how public comments were addressed within the update; how the special housing needs for persons with disabilities is addressed; Minutes — Planning Commission August 13, 2013 — Page 2 of 5 clarity on the tables; how the goal is set for housing build -out; amendments being brought back to the Planning Commission or being forwarded to City Council; what the current status is on our Housing Authority and Former Redevelopment Agency; and clarification on the environmental document's intent. Jerry Craig stepped forward to respond to the Commission's inquiry on the Housing Authority and Former Redevelopment Agency. The public hearing opened at 7:53 p.m. Jacqui Kerze stepped forward to speak representing Regional Center of Orange County. Thanked the City for including a program within the Housing Element to communicate with the Regional Center regarding housing opportunities for those with developmental disabilities. Requested that the word "affordable" be inserted before "housing" within the specified program. Hopes that the City continues to consider those with developmental disabilities. The public hearing closed at 7:56 p.m. Altowaiji Inquired on the difference between very low and extremely low income; and, compensation for the changes in the availability of affordable homes. Lumbard Commended staff on their work. Is confident that the objectives of the Housing Element were met, and community input has been addressed. He is satisfied with the end result. Smith Agreed with Commissioner Lumbard and applauded staff's efforts. Thompson Noted amendments requested to the tables. Acknowledged for the record that comments from HCD and the Airport Land Use Commission are yet to be added to the report. Kozak Agreed with the comments of his colleagues. Stated the outreach to the community speaks highly of the work done by staff on the Housing Element. Is in support of moving forward with recommendation of the Housing Element to City Council. Motion: It was moved by Thompson, seconded by Altowaiji to adopt Resolution No. 4227 and Resolution No. 4228 as amended. ►.�- Minutes — Planning Commission August 13, 2013 — Page 3 of 5 None STAFF CONCERNS COMMISSION CONCERNS: Lumbard Had no concerns to report; however, wanted to announce that his wife gave birth to their second child, Jack Anthony Lumbard. Altowaiji 0 Thanked staff for this evening's comprehensive report; • Attended the ribbon cutting event for the Marriott hotels. Stated the hotels are a large accomplishment. Smith 0 Thanked staff for the invite to the hotel ribbon cutting, stated the project was great work. • Mentioned that the elimination of Redevelopment has had a negative effect on the housing plans for the coming years, and stated its dissolution by the State is unfortunate; • Was happy to join Mayor Murray at a community outreach event where dental and eye -care clinic services were provided, stated it was a great event and thanked Mayor Murray for putting it together. Thompson . Announced there was an OCTA public hearing held for the 1405 widening project; • Attended the grand opening for the Marriott hotels, and stated the Marriott website ranks 10th worldwide as a revenue generating website; • Completed the three historic preservation modules offered by the Secretary of the Interior. Encouraged his fellow Commissioners to complete the modules; • Attended the OCBC Infrastructure Committee Meeting where OCTA and AAA gave presentations; • Stated that October 19th is the Old Town Art Walk, encouraged everyone to attend; • Reminded the audience that school will be starting soon for students in the community. Kozak 0 Thanked staff for their outstanding work on the Housing Element; • Continues to enjoy the Concerts in the Park. Stated the Parks and Recreation Department always does an excellent job at putting on the concerts; • Attended the Marriott ribbon cutting, stated this was an excellent project; • Stated the school -year begins on Wednesday and encourages everyone to be cautious of students traveling to school.
