RECOMMENDATION:
That the Planning Commission receive and file this item.
DISCUSSION:
The following is a summary of projects and activities since the summary of projects
report which was presented at the May 14, 2013, Planning Commission meeting. The
report focuses on the status of projects that the Planning Commission, Zoning
Administrator, or staff approved; major improvement projects; Certificates of
Appropriateness; Code Enforcement activities; and, other items of interest.
• Subdivision of Office Complex (15621, 15641, 15661 Red Hill Avenue): On
June 25, 2013, the Planning Commission approved a request to subdivide
Centurion Plaza into three individual parcels and establish joint parking at the site.
The documents required for the Tentative Parcel Map have been submitted. Staff is
awaiting the submittal of the documents required for the Final Map.
Mixed-use Hotel Project (15181 and 15011 Newport Avenue): The Marriott and
Fairfield hotels have been completed and there was a ribbon cutting event for the
grand opening on August 1St. Construction continues to progress for the retail
buildings on the site, and is nearing completion. The tenants who will be occupying
the retail space include

• Kaiser Permanente (2521 Michelle Drive): Kaiser Permanente acquired property in
the Irvine Industrial complex. Permits for the conversion of the existing industrial
building into medical offices have been issued. Construction is moving into its final
stages of completion. A grand opening event is projected to be held later this year.
• Kiddie Academy Daycare (14501 Newport Avenue): In December of 2012, the
Planning Commission approved a request to demolish an existing building and
tennis courts, and construct a new child-care facility. This project is nearing
completion.

• Rycka CrossFit (14332 Chambers): On April 9th, 2013 the Planning Commission
approved a request to open a new gym at an existing tenant space. Tenant
improvements are complete and the gym is in operation.
• CrossFit Tustin (2682 Walnut Avenue): On April 23rd, 2013 the Planning
Commission approved a request by the owners of CrossFit Tustin to move from
Jamboree Plaza to a larger location to accommodate their growing business. The
business is now open and operating at their new location.
• Kaku Casual Bistro (1150 Irvine Blvd.): On August 28, 2012, the Planning
Commission approved a request to establish a new restaurant with alcoholic
beverage sales. Kaku Casual Bistro will be located adjacent to Cafe Rio in the Tustin
Heights Center. The project has changed ownership causing some delay; however,
permits have been issued and the site is under construction.

• St. Paul Coptic Church (3002 Dow Avenue # 140): In February of 2013 the
Planning Commission approved the establishment of a church use within an existing
tenant space. The use has been established and the church is operating.
Old Town Updates
• Vintage Lady (434 EI Camino Real): Permits have been issued to rebuild the
burned retail building. The project will restore the building and will utilize the existing
historic facade. The building is under construction and is currently in the framing
stage.

• Mixed-use Development (125 W. Main): Plans for construction of a new mixed-
use development have been submitted for plan check. A permit for demolition of the
existing building was issued, and an extension was granted to begin construction by
January 2014.

• Mixed-use Development (195 EI Camino Real): A new mixed-use proposal
consisting of offices, a jewelry shop, and a coffee shop, was approved by the
Planning Commission. Building permits have been issued and construction is in
progress.

Tustin Legacy Updates
• The Irvine Company Apartment Development (Legacy Disposition Package
2A): In October of 2012, the City Council approved the development of 533
residential apartment units. The Irvine Company has executed the required
Disposition and Development Agreement (DDA), Development Agreement (DA),
and Agreement to Conditions. This project is currently in the grading phase of
construction.

• St. Anton Partners Apartment Development (Legacy Disposition Package
1A -North): In October of 2012, the City Council approved the development of
225 affordable multi -family residential apartment units. St. Anton Partners has
executed the required Disposition and Development Agreement (DDA),
Development Agreement (DA), and Agreement to Conditions. This project is
currently in the grading phase of construction.

St. Anton Partners Apartment Elevation
• The City Council approved an Exclusive Agreement to Negotiate with Standard
Pacific as the developer for the for -sale residential site within Disposition Parcels
1 B and 6. Approximately 375 homes will be built at Disposition Parcels 1 B and
6. The project is currently under review by staff.
• The City Council approved an Exclusive Agreement to Negotiate with the
Regency for a commercial development at site 1 C located at the southeast
corner of Kensington and Edinger Avenue.
• The South Orange County Community College District (SOCCCD) proposed an
amendment to the MCAS Tustin Specific Plan to add private uses to the
Educational Village in Neighborhood A, and land exchanges with the City to allow
for a contiguous campus site. This item was approved by the City Council on
May 13, 2013. The land exchanges were recently completed and the SOCCCD is
currently demolition at the project site, and rough grading plans are in plan
check.

• Fire Station 37 (Relocation): The Tustin Legacy Fire Station construction contract
has been awarded to Erickson -Hall Construction Company. Construction continues
to progress and the building has been framed and is beginning to be drywalled.
Construction is proceeding on schedule, and should be completed in February 2014.

• Schools First Credit Union (1200 Edinger Avenue): In January of 2013 a Minor
Adjustment was approved to increase the maximum height of a block wall on the
south east side of the property by 20 percent and to reduce the front/street side
setback by 10 percent. Construction for this project is complete.
• Young's Market Office Parking (14402 Franklin Avenue): On May 29, 2013, the
Zoning Administrator approved a request by Young's Market to reduce the number
of required off-street parking spaces by 10 percent to accommodate additional
offices within the existing building. Tenant improvements at the site are complete.
• Treehaven Plaza Parking (17601 17th Street): On August 14, 2013, the Zoning
Administrator approved a request for reduction of required off-street parking through
joint use parking to accommodate additional medical uses within the existing
building. Permits for tenant improvements have been issued.

• Residential Reconstruction (230 S. Prospect): On August 14, 2013, the Zoning
Administrator approved a request to partially demolish the fire -damaged areas of the
subject residence, and reconstruct the existing structure along with the demolition
and reconstruction of a detached single -car garage.
• Orangetheory Fitness (2865 EI Camino Real): On August 27, 3013, the Zoning
Administrator approved a request to establish and operate a fitness center within an
existing tenant space in the Market Place.
Other Items of Interest
• Monster Sushi (13832 Red Hill Avenue): A new sushi restaurant is now open in
Red Hill Plaza.
• Charming Charlie (2891 EI Camino Real): Charming Charlie is a new fashion
accessory store which is completing tenant improvements, and is in the process of
locating at the Market Place. This store is anticipated to open in October.

• Koki's Teppanyaki Grille (1061 E. Main Street): Koki's Teppanyaki Grille will be
expanding into an adjacent suite. Plans for the expansion are currently in plan
check.
• Which Wich Superior Sandwiches (2941 EI Camino Real): A new sandwich shop
is now open in the Tustin Market Place. Which Wich Sandwiches is known for their
unique menu style and wide variety of customization options to make the perfect
sandwich just the way you like it.

• Bonefish Grill (3040 EI Camino Real): A new restaurant which specializes in fresh
and unique fish from all over the globe is opening at the Tustin Market Place. The
restaurant will be constructed at the former Black Angus restaurant site.
Construction is currently in progress.

• Patriot Credit Union (17541 17th Street): A new Patriot Credit Union is undergoing
tenant improvements and will be opening in the near future.
• Jaztime Time Pieces (2875 EI Camino Real): This watch store specializes in
buying, selling, trading, and repairing watches. They have relocated to a new space
in the Market Place and are now open for business.

• See's Candies (2865 EI Camino Real): A new See's Candies will be opening in the
Market Place and is currently in plan check for their tenant improvements. The store
is projected to open in November.
• Party City (2826 EI Camino Real): Party City relocated from the Irvine Market
Place to the Tustin Market Place, underwent tenant improvements which included a
facade remodel, and it is now open for business.
• Mizu Sushi Bar and Grill (2881 EI Camino Real): A new sushi and Korean BBQ
restaurant offering Asian fusion food will be opening in the Market Place in early
2014.
• LabCorp Offices (17772 17th Street): LabCorp has been issued permits to begin
tenant improvements to the exterior and interior of their office building.
• Aki Home (2857 Park Avenue): A new Japanese home -goods store, called Aki
Home, will be opening in the former Best Buy at the District. The store is anticipated
to be open for business at the end of October.

• Water Quality:
National Pollutant Discharge Elimination System (NPDES) inspections are
separated into categories based on a business' use, and the intensity each use has
on water quality. The two categories are industrial and commercial and are
separated into high, medium, and low priority. Each year, Code Enforcement
Officers conduct inspections based on the priority of a project.
o Industrial National Pollutant Discharge Elimination System (NPDES)
Inspections: This fiscal year (2013-2014) Code Enforcement Officers are
focusing on only high priority inspections. There are a total of 11 inspections
to complete this fiscal year.
o Commercial NPDES Inspections: This fiscal year (2013-2014) Code
Enforcement Officers are focusing on only high priority inspections. There are
a total of 14 inspections to complete this fiscal year.
The goal of the Water Quality Management Plan (WQMP) is to develop and
implement practical programs and policies to minimize the effects of urbanization on
site hydrology, urban runoff flow rates or velocities, and pollutant loads. Developers
are required to submit a WQMP for any new development or significant
redevelopment which increases the impervious surface of a developed site. The
WQMP is required to include Best Management Practices (BMPs) for source control,
pollution prevention, and/or structural treatment BMPs.
o WQMP's: There are a total of 105 properties (5 of which are under
construction) that have a WQMP in place.
Public Works Department Updates (Public Improvements)
• Warner Avenue (CIP No. 70202): The Irvine Company is completing grading and
underground utility work in Warner Avenue adjacent to their apartment site. They are
also completing all of Legacy Road adjacent to their site.

• Rawlings Reservoir Replacement Project (CIP No. 60136): Phase II of
construction is substantially complete and is scheduled for acceptance by the City
Council on October 15, 2013. A Grand Rededication Ceremony was held on
September 19, 2013.
• Roadway Rehabilitation & Sidewalk Repair (CIP No. 70001 FY 2012-13): The
project includes repaving and slurry sealing streets within the northwest region of the
City bounded by the north city boundary, the SR -55 Freeway to the west, Irvine
Boulevard to the south, and Newport Avenue to the east. Additionally, the project
includes removal and replacement of damaged sidewalks at numerous locations
throughout the City. Repaving work and slurry sealing of the streets has been
completed. The removal and replacement of damaged sidewalks is anticipated to be
complete by the end of October 2013.
• Tustin Ranch Road Extension from Walnut Avenue to Warner Avenue
Construction Project (CIP Nos. 70100, 70206, 70214, & 70215): Tustin Ranch
Road Phase 1 consisting of grading, storm drain, and retaining wall work, is
complete. The Phase 2 construction contract covering the remaining roadway
improvements on Tustin Ranch Road, Valencia Avenue, Park Avenue, and Legacy
Road including the Edinger Avenue/SCRRA/ Santa Ana -Santa Fe Flood control
Channel Overpass, utilities installation, sound wall construction, and median
landscaping on Tustin Ranch Road is under construction. Completion is scheduled
for Winter 2013.

• Edinger Avenue Well (CIP No. 60165): The construction of the Edinger Avenue
Well CIP 60165 was advanced to coordinate with the construction of the Residence
Inn and the Fairfield Inn by RD Olson Company and to complete the drilling phase
(Phase 1) of the project before the grand opening and occupancy of the hotels. The
Phase I drilling was successfully completed in August, prior to the opening of the
hotels. Phase 11 construction, which includes construction of the wellhead, building,
associated facilities/equipment, and standby power generator, is currently under
design.
• Tustin Avenue Well (CIP No. 60150): Project design is nearly complete for the
drilling of the Tustin Avenue Well at 1822 N. Tustin Avenue. This project has
temporarily been put on hold due to the need to complete the Edinger Avenue Well
prior to occupancy of the hotels.
• Sewer Work in Tustin Ranch Road and Barranca Parkway and Barranca
Channel and Barranca Parkway Street Improvements Work (CIP No. 70205):
Sewer work in Tustin Ranch Road and Barranca Parkway including Barranca
Channel and Barranca Parkway Street improvements is currently under way.
Completion is scheduled for March 2014.

• Traffic Signal Battery Backup Systems (BBS's), Phase I (CIP No. 40079) and
Traffic Signal Controller Upgrades/ Replacements, Phase I (CIP No. 40080): CIP
No. 40079 is being constructed in four phases and CIP No. 40080 in three phases.
Phase I of each project was completed in FY 2011/12 and Phase II of each project was
completed in September 2013. With the completion of CIP No. 40079 Phases I and 11,
traffic signals on Irvine Blvd, Tustin Ranch Road, Newport Avenue, Edinger Avenue,
and Seventeenth Street will have BBS protection. Phase III of CIP No. 40079 (BBS's)

have been designed and will be bidding soon for the construction in FY 2013-14. This
will add BBS protection on Red Hill Avenue, First Street, and McFadden Avenue.
Phase IV of CIP No. 40079 and Phase III of CUP No. 40080 are scheduled for
construction in FY 2014-15.
• Enderle Center Drive/Vandenberg Lane Intersection Enhancements (CIP No.
40078): The contract for this project was awarded to Sequel Contractors, Inc. on
August 20, 2013. Construction is scheduled to begin in October 2013 with an
estimated completion in December 2013. The project is partially funded with State -
Local Partnership Program (SLPP) Formula Grant funds through the Orange County
Transportation Authority (OCTA).
• Armstrong Avenue, Warner Avenue and Disposition Area 2B, 2C & 8 Grading
and Storm Drain Construction Project (CIP Nos. 70201, 70202 & 70222): The
construction of the storm drain installation in Armstrong Avenue and Warner Avenue
and grading work on Armstrong Avenue, Warner Avenue and Disposition Area 213,
2C & 8 are currently under way. Completion is scheduled for January 2014.

• Robinson Drive/Keller Drive (CIP No. 40083) and Browning Avenue/Parkview
Way (CIP No. 40084) Pedestrian Enhancements: Lighted crosswalks, signage,
and sidewalk improvements were operational at the start of the new school year in
September 2013. The projects were constructed under a single contract which was
primarily funded with State legislated Safe Routes to School (SR2S) Grant Funds.
• Newport Avenue Bicycle Trail Reconstruction Project (CIP No. 70219): The
contract was awarded to Golden State Constructors, Inc on August 20, 2013.
Construction is scheduled to begin in October 2013 with completion in December
2013. The project is partially funded with State -Local Partnership Program (SLPP)
Formula Grant funds through the Orange County Transportation Authority (OCTA).

• McFadden Avenue Rehabilitation (CIP No. 70213) and Irvine Blvd.
Rehabilitation (CIP No. 70218): The project involves localized removal and
replacement of severely distressed asphalt paving, grinding of existing asphalt along
roadway edges, construction of a new asphalt rubber hot mix overlay, removal and
replacement of damaged curb/gutter and sidewalks, and replacement of existing
curb ramps to be made ADA compliant. The contract was awarded to Sequel
Contractors, Inc. on August 20, 2013. Construction is scheduled to begin in October
2013 with completion in December 2013. The projects are partially funded with
State -Local Partnership Program (SLPP) Formula Grant funds through the Orange
County Transportation Authority (OCTA).

Occupancy have been issued.
Tustin Family Campus for Abused and Neglected Children — The project involves a
multi -treatment campus which includes four (4) stand-alone residential Mores at
4,733 square Feet each; three (3) two-story residential buildings, each 8,430 square
8 Orange County Social feet; a 12,224 square foot, two-story campus service center; and a 1,000 square foot
Services maintenance buiiding for a total of 57,446 square feet of building area with a serving
capacity/ of 90 beds for abused and neglected children and their parents and
emancipated youth to be operated by the Orange County Social Services Agency.
The project is complete.
9 Neighborhood D A total of 262.3 acres of mixed use district (71 acres of open space/recreation, 40

The City selected the Irvine Company as the developer for 533 apartments at

Grading has begun at the site.
A total of 102.3 acres consisting of 37.8 acres for open space/recreation ana a total of

approved by the Zoning Administrator on November 5, 2007. Design Review for

Technology Park - Phase 1 of the Neighborhood E includes nine (9) general office,
research; and development, flex, and light industrial buildings totaling 604,400

square feet within Neighborhood E of the 'u'riICAS Tustin Specific 'Plan. Design
Review 07-011 for this project site was approved on January 18, 2008.
A residential core with a total of 251.8 acres consisting of 58.1 acres of open space,

15 acres of public/institutional, and a total of 1,214 residential units consisting of low
density residential, medium density residential, high density residential, and
neighborhood commercial.

St. Anton Partners, a partner to the lrvine Company, ]s the developer for 225
apartments at Disposition 1A North. The project was approved by the City Council on
NovernJer 6, 2012. Grading ;has begun at the site.
