CITY COUNCIL REGULAR MEETING
CITY OF TUSTIN
MARCH 16, 1998 - 7:00 P.M.
JOINT MEETING - At 5:30 p.m. in the Community Center, the City Council will hOld a
joint meeting with the Audit Committee. This meeting is open to the public.

City Council (NO'ACTION can be taken on off:agenda items unless authorized by law). If
you wish to address the City Council on any matter, please fill out one of the blue forms
located on the speaker's podium and submit to the City Clerk so that your remarks on the
tape recording of the meeting can be attributed to you. When you start to address the

Recommendation· Approve the City Council Minutes of March 2, 1998.

APPROVAL OF DEMANDS AND RATIFICATION OF PAYROLL
Recommendation: Approve Demands in the amount of $840,364.56 and ratify

RESOLUTION NO. 98-23 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF TUSTIN, CALIFORNIA, APPROVING FINAL TRACT MAP 15474
Recommendation: - Adopt Resolution No. 98-23 approving Final Tract Map No.
1 5474 as recommended by the Community Development Department.
RESOLUTION NO. 98-22- A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF TUSTIN, CALIFORNIA, APPROVING FINAL TRACT MAP 15420 LOCATED ON
LOT, 4 OF TRACT 12870, NORTH OF TOWNSHIP DRIVE OPPOSITE OF CLEARY
COURT
Recommendation: Adopt Resolution No. 98-22 approving Final Tract Map 1 5420 as
recommended by the Community Development Department.
TUSTIN COMMUNITY FOUNDATION UPDATE
Recommendation: Receive and file subject report as recommended by Parks and
Recreation Services.
CONTRACT RENEWAL FOR LANDSCAPE MAINTENANCE SERVICES
Recommendation: Approve an amendment to the agreement between Accurate
Landscape & Maintenance and the City of Tustin for landscape maintenance
services; contract 'amendment would extend the agreement from July 1, 1997 to
July 30, 1998; add the landscape maintenance of additional public right-of-ways;
and grant the contractor an 8% increase in the monthly base price of the contract
effective February 1, 1998 as recommended by the Public Works Department/Field
Services Division.
TUSTIN COMMUNITY GARDEN PROPOSAL -CINDY MCNATT
Recommendation: Receive and file; direct Agency staff to continue to meet with
Ms. McNatt, the Tustin Old Town Association and other interested citizen groups, to
provide assistance in determining the level of cOmmunity support and participation
for a community garden in Old Town Tustin; and staff will provide updates of
progress to the Agency as recommended by the Redevelopment staff.
PLANNING COMMISSION ACTION AGENDA- MARCH 9, 1998
All actions of the Planning. Commission become final unless appealed by .the City
Council or member of the public.
Recommendation: Ratify the Planning Commission Action Agenda of March 9,
1998.
RESOLUTION NO. 98-20- A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF TUSTIN, CALIFORNIA, APPROVING PLANS AND SPECIFICATIONS FOR WATER
MAIN REPLACEMENT ON LEMONA LANE, SOUTHERLY OF LA COLINA DRIVE;

RESOLUTION NO. 98-21 - A RESOLUTION OF THE .CITY COUNCIL OF THE CITY
OF TUSTIN, CALIFORNIA,. ORDERING THE PREPARATION OF AN ENGINEER'S
REPORT FOR THE LEVY OF ANNUAL ASSESSMENTS FOR THE 1998-99 FISCAL
YEAR FOR THE TUSTIN LANDSCAPE AND LIGHTING DISTRICT
Recommendation: Adopt Resolution No. 98-21 ordering the preparatibn of an
Engineer's Report for the levy of annual assessments for the 1998-99 fiscal, year for
the Tustin Landscape and Lighting District as recommended by the Public Works
Department/Engineering Division.

RESOLUTION NO. 98-19: A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF TUSTIN, CALIFORNIA, OPPOSING THE "GOVERNMENT COST SAVINGS AND
TAXPAYER PROTECTION AMENDMENT" INITIATIVE
Recommendation: Adopt Resolution No. 98-19 opposing the "Government Cost
Savings and Taxpayer Protection Amendment" initiative and direct the City Manager
to convey the citY's position to. the League of California Cities as recommended by
the Public Works Department/Engineering Division.

DENIAL OF CLAIM NO. 97-47, CLAIMANT: BORIS SALAZAR
Recommendation: Deny 'subject claim and direct the City Clerk to send notice to the
claimant and. the claimant's attorney as recommended by the City Attorney.

Recommendation: Deny subject claim and direct the City clerk to send notice to the

17. ORDINANCE NO. 1197, SIGN CODE AND NOISE ORDINANCE AMENDMENTS
Ordinance No. 1197 had first reading by title only and introduction at the March 2,
1998 City Council meeting.

18. GRAD NIGHT FUNDING REQUEST - FOOTHILL AND TUSTIN HIGH SCHOOLS
The Grad Night Committees from Foothill High School and Tustin High School are
requesting a donation from the City to fund their Grad Night '98 events.
Recommendation: Pleasure of the City Council.
19. REQUEST FOR AN OFFICIAL CITY BIRD
The Tustin Pride Committee is recommending that the City Council designate'the
Hooded Oriole as the official City bird.
Recommendation: Pleasure of the City Council.
20. CHANGING DATE OF CITY COUNCIL MEETINGS FROM MONDAYS TO TUESDAYS
Mayor Thomas had requested the subject of changing City .Council meeting dates
from Mondays to Tuesdays be agendized for City Council discussion.
Recommendation: Pleasure of the City Council.
21. RECONSIDERATION 'TO AUTHORIZE THE TEMPORARY INSTALLATION OF
DIAGONAL PARKING IN A SECTION OF EL CAMINO REAL IN OLD TOWN
At the October 20, 1997 City Council meeting, staff was directed to obtain
additional data on the desire of the Old Town business community on having
diagonal parking installed on a temporary test basis. This matter was to return to
the City Council for consideration once this information had been obtained.
Recommendation: Pleasure of the City Council.

CLOSED SESSION - The City Council shall convene in closed session to confer with
the City Attorney regarding pending litigation to which the City is a party: Gloria
McMackin vs. City of Tustin, OCSC No. 780003; and James Peery vs. City of Tustin,
WCAB Case No. AHM 005081
ADJOURNMENT - The City Council has scheduled a Capital Improvement Project
Planning Workshop on April 6, 1998, 5:30 p.m., in the Community Center, and the next
regular meeting of the City Council is scheduled fOr April 6, 1998, at 7:00 p.m. in the
Council Chambers at 300 Centennial Way.
