FINAL TRACT MAP 15420 (LAING HOMES)
RECOMMENDATION
That the City Council adopt Resolution No. 98-22 approving Final Tract Map 15420.
FISCAL IMPACT
The Final Map is an applicant initiated project. The applicam has paid application fees to recover
the cost of processing this application.
DISCUSSION
On October 27, 1997, the Planning Commission adopted Resolution No. 3552 recommending
that the City Council approve Tentative Tract Map 15420. The City Council approved Vesting
Tentative Tract Map 15420 on November 3, 1997 by adopting Resolution No. 97-105. These
approvals included numerous conditiom to be met prior to approval of the Final Map. Tentative
Tract 15420 includes 75 numbered lots and 18 lettered lots to accommodate the development of
75 single family dwellings on a 19.5 gross acre site. The site is located on Lot 4 of Tract 12780
0ETSP Sector 8) on the west side of Township Drive opposite Cleary Court (Attachmem A).

Staff has determined that the Final Map is in substantial conformance with the Vesting Tentative
Tract Map approvals, the City's Zoning Code and Subdivision Code, and the State Subdivision
Map Act. Based upon this conformance, staff recommends that the City Council approve Final
Tract Map 15420.

TUSTIN, CALIFORNIA, APPROVING FINAL TRACT MAP 15420
LOCATED ON LOT 4 OF TRACT 12870, NORTH OF TOWNSHIP
DRIVE OPPOSITE OF CLEARY COURT.
The City Council of the City of Tustin does hereby resolve as
follows:

The City. Council finds and determines as follows:

That Final Tract Map 15420 has been submitted by
John Laing Homes ("the Subdivider");
That a public hearing was held by the Planning
Commission on October 27, 1997. At this hearing,
the Planning Commission recommended that the City
Council approve Vesting Tentative Tract Map 15420.
Subsequently, the City Council. approved Vesting
Tentative Tract Map 15420 on November 3, 1997;
Pursuant to Section 15268(b) (Ministerial Projects)
of the California Environmental Quality Act (CEQA),
the Final Map is considered statutorily exempt from
the requirements of CEQA.

That the proposed subdivision is in substantial
conformance with the Tustin General Plan, the
Tustin Zoning Code and Subdivision Map Act;
E .
The 0.9450 acres of parkland required for this
development was previously dedicated with
recordation of Tract 12870;
F .
That the City has reviewed the status of the School
Facilities Agreements between the Irvine Company
and the Tustin Unified School District for the
impact of Vesting Tentative Tract 15420 on School
District facilities, and changes in state law.
Impacts associated with this approval on School
District facilities are adequately addressed;

easements acquired by the public-at-large, for
access through or use of the property within the
proposed subdivision;
That the design of the subdivision or the types of
improvements proposed are not likely to cause
serious public health problems; and,
That the Final Map is in substantial conformance
with the Vesting Tentative Tract Map.
II. The City Council hereby approves Final Tract Map 15420,
subject to final approval by the City Engineer.
PASSED AND ADOPTED at a regular meeting of the Tustin City
Council, held on the 16th day of March, 1998.
