SUBJECT: APPROVAL OF PLANS & SPECIFICATIONS AND AUTHORIZATION TO
ADVERTISE FOR BIDS FOR FRONTIER PARK WATER PLAY
ELEMENT (CIP No. 20074)
SUMMARY:
This project includes changing the use of the existing amphitheater area at Frontier
Park into a "splash pad" water play element.
RECOMMENDATION:
Staff recommends that the City Council approve Resolution No. 13 -88, approving
specifications for the construction of a water play element at Frontier Park (CIP No.
20074), and authorizing the City Clerk to advertise for bids.
FISCAL IMPACT:
The Frontier Park Water Play Element is funded with Community Development Block
Grant (CDBG) dollars as part of the 2013 -2014 Capital Improvement Program. The total
estimated cost for the project is $115,000.
BACKGROUND:
For the past several years the small concrete amphitheater at Frontier Park (1400
Mitchell Avenue) has been an under - utilized park amenity. Originally constructed to
hold meetings and activities for local youth serving organizations, the amphitheater has
become a location for loitering and undesirable activities. To address this issue and
make the park more useable for the surrounding community, the idea of changing the
facility to encourage healthier activities was identified. A water play element provides a
fun, family - friendly option that will increase the attractiveness of the park. Similar to the
water play element at Pioneer Road Park on the north side of Tustin, this "splash pad"
will only be turned on during the hotter summer months (June- September) each year.
The project includes above and below ground water spray elements, an ADA entry
ramp, bench seating and landscaping.
The Community Services Commission has identified the addition of the water play
element at Frontier Park as the next project to be completed on their seven -year CIP
priority list.

RESOLUTION NO. 13 -88
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA, APPROVING PLANS AND SPECIFICATIONS AND
AUTHORIZATION TO ADVERTISE FOR BIDS FOR THE
CONSTRUCTION OF A WATER PLAY ELEMENT AT FRONTIER
PARK (CIP No. 20074)
WHEREAS, it is the intention of the City of Tustin to construct a water play
element at Frontier Park, 1400 Mitchell Avenue, and;
WHEREAS, the Parks and Recreation Services Department has presented
plans and specifications for the construction of said works;
NOW, THEREFORE, BE IT RESOLVED that the plans and specifications
presented by the Parks and Recreation Services Department are hereby approved as
the plans and specifications for Construction of a Water Play Element at Frontier Park
(CIP No. 20074);
BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and
directed to advertise as required by law for the receipt of sealed bids or proposals for
the completion of work specified in the aforesaid plans and specifications.
PASSED AND ADOPTED by the City Council of the City of Tustin at a regular
meeting held on the 15th day of October 2013.
