SUBJECT: ADOPT RESOLUTION NO. 13 -77 TO ACCEPT IMPROVEMENTS FOR THE
ROBINSON DRIVE / KELLER DRIVE PEDESTRIAN ENHANCEMENTS (CIP
40083) AND BROWNING AVENUE / PARKVIEW WAY PEDESTRIAN
ENHANCEMENTS (CIP 40084)
SUMMARY
Construction of the Robinson Drive /Keller Drive Pedestrian Enhancements (CIP 40083) and
Browning Avenue /Parkview Way Pedestrian Enhancements (CIP 40084) has been completed to
the satisfaction of the City Engineer and the projects are now ready for City Council acceptance.
RECOMMENDATION
It is recommended that the City Council:
Adopt Resolution No. 13 -77 accepting the construction of the Robinson Drive /Keller Drive
Pedestrian Enhancements (CIP 40083) and the Browning Avenue /Parkview Way
Pedestrian Enhancements (CIP 40084); and
2. Authorize the City Engineer to execute and file the Notice of Completion with the County
Recorder's Office.
FISCAL IMPACT
The final construction cost for the Robinson Drive /Keller Drive Pedestrian Enhancements (CIP
40083) is $103,994 and the cost for the Browning Avenue /Parkview Way Pedestrian
Enhancements (CIP 40084) is $133,829, for a total construction cost of $237,823. Construction
funds are available through a State Safe Routes to Schools (SR2S) grant for a maximum of
$251,310, or 90% of the actual project cost, whichever is less. Ninety percent (90 %) of the total
construction cost is $214,040 for which a reimbursement will be requested from the State. The
City's ten percent (10 %) share of the construction costs will be paid from gas tax funds which have
been appropriated for the two projects within the adopted Capital Improvement Program.
CORRELATION TO THE STRATEGIC PLAN
The installation of pedestrian enhancements contributes to the fulfillment of the City's Strategic
Plan Goal A: Economic and Neighborhood Development, strategy #7 creating linkage between
parts of the community and Plan Goal B: Public Safety and Protection of Assets; specifically, the
project implements or fosters the implementation of strategy #3(b) which, among other items, is to
ensure continuous maintenance and improvement of traffic control and transportation facilities.

DISCUSSION
The work included installation of In- Roadway Warning Lights (IRWL's) on Robinson Drive at Keller
Drive, adjacent to Tustin Ranch Elementary School, and on Browning Avenue at Parkview Way,
adjacent to Utt Middle School. It also included flashers, signs, sidewalk, curb & gutter, and ADA
ramp improvements. Power is being delivered at each location using solar panels.
Work on CIP's 40083 and 40084 was performed simultaneously by one contractor due to the
similar nature of the work and the efficiency of utilizing the same contractor. Construction of these
projects is deemed complete to the satisfaction of the City Engineer and is now ready for City
Council acceptance.

RESOLUTION NO. 13 -77
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA, ACCEPTING THE WORKS OF IMPROVEMENT AND
AUTHORIZING THE RECORDATION OF THE NOTICE OF
COMPLETION FOR THE ROBINSON DRIVE / KELLER DRIVE
PEDESTRIAN ENHANCEMENTS (CIP 40083) AND THE BROWNING
AVENUE / PARKVIEW WAY PEDESTRIAN ENHANCEMENTS (CIP
40084)
WHEREAS, Asplundh Construction Company, having a contract with the City of
Tustin to construct the hereinafter described public works and improvement; and
WHEREAS, the City Engineer has duly certified to the construction and
completion of said public improvement hereinafter mentioned in a manner satisfactory
to the City Council of the City of Tustin; and
WHEREAS, the City Council finds that said contractor has completed said public
improvement hereinafter more particularly described in accordance with the provisions
of the contract documents and the Notice of Completion, and acceptance of said public
works and improvement should be filed and payment of the balance due said contract
authorized in accordance with the contract documents;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Tustin
that said public works and improvement is found to be complete, and the same is
hereby accepted.
Said public works and improvement is more particularly described as follows:
• Robinson Drive / Keller Drive Pedestrian Enhancements (CIP 40083)
• Browning Avenue/ Parkview Way Pedestrian Enhancements (CIP 40084)
BE IT FURTHER RESOLVED that the City Engineer of the City of Tustin is
hereby authorized to execute and file a Notice of Completion for the acceptance of said
public works and improvement described herein as required by law.
