SUBJECT: ADOPT RESOLUTION NO. 13 -84 TO ACCEPT IMPROVEMENTS FOR THE
EDINGER AVENUE WELL — PHASE I DRILLING PROJECT CIP 60165 AND
AUTHORIZE THE CITY ENGINEER TO FILE A NOTICE OF COMPLETION
SUMMARY
Construction of the Edinger Avenue Well — Phase I Drilling Project CIP 60165 has been completed
to the satisfaction of the City Engineer and is now ready for City Council acceptance.
RECOMMENDATION
It is recommended that the City Council take the following actions:
1. Adopt Resolution No. 13 -84 accepting the construction of the Edinger Avenue Well Phase I
Drilling Project CIP 60165, and
2. Authorize the City Engineer to execute and file the Notice of Completion with the Orange
County Recorder's Office.
FISCAL IMPACT
The final construction cost for the Edinger Avenue Well - Phase I Drilling Project CIP 60165 is
$1,345,864. The final construction cost is $181,369 below the contract amount of $1,527,233,
primarily due to decreased depth of the well. On October 16, 2012 City Council appropriated
$1,800,000 from the 2011 Water Revenue Bond Fund (Fund 305) for this work.
CORRELATION TO THE STRATEGIC PLAN
Drilling of the water well contributes to the fulfillment of the City's Strategic Plan Goal B: Public
Safety and Protection of Assets. Specifically, the project implements Strategy #3(b), which among
other items, is to ensure continuous maintenance and improvement of public facilities.
DISCUSSION
The construction of the Edinger Avenue Well CIP 60165 was advanced to coordinate with the
construction of the Residence Inn and the Fairfield Inn by RD Olson Company and to complete the
drilling phase of the project before the grand opening and occupancy of the hotels, which was
accomplished. This project will enable the City to improve its groundwater production and
reliability. Phase II Construction /Equipping will include a structure to contain the well that is
approximately 2,000 square feet in size, designed to match and blend with the adjacent
architecture and land use.

The Phase I Drilling Project is deemed complete to the satisfaction of the City Engineer and is now
ready for City Council acceptance.

RESOLUTION NO. 13 -84
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA, ACCEPTING THE WORKS OF IMPROVEMENT AND
AUTHORIZING THE RECORDATION OF THE NOTICE OF
COMPLETION FOR THE EDINGER AVENUE WELL - PHASE I
DRILLING PROJECT CIP NO. 60165
WHEREAS, South West Pump & Drilling, Inc., having a contract with the City of
Tustin to construct the hereinafter described public works and improvement; and
WHEREAS, the City Engineer has duly certified to the construction and
completion of said public improvement hereinafter mentioned in a manner satisfactory
to the City Council of the City of Tustin; and
WHEREAS, the City Council finds that said contractor has completed said public
improvement hereinafter more particularly described in accordance with the provisions
of the contract documents and the Notice of Completion, and acceptance of said public
works and improvement should be filed and payment of the balance due said contract
authorized in accordance with the contract documents;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Tustin
that said public works and improvement is found to be complete, and the same is
hereby accepted. Said public works and improvement is more particularly described as
follows:

CIP No. 60165
BE IT FURTHER RESOLVED that the City Engineer of the City of Tustin is
hereby authorized to execute and file a Notice of Completion for the acceptance of said
public works and improvement described herein as required by law.
PASSED AND ADOPTED at a regular meeting of the City Council of the City of
Tustin held on the 15th day of October 2013.
