STACK, DIRECTOR OF PUBLIC WORKS /CITY ENGINEER 7 SUBJECT: ADOPT RESOLUTION NO, 13 -73 TO ACCEPT IMPROVEMENTS FOR THE TRAFFIC SIGNAL BATTERY BACKUP SYSTEM INSTALLATIONS — PHASE 2 CIP 40079 AND THE TRAFFIC SIGNAL CONTROLLER EQUIPMENT UPGRADES /REPLACEMENTS — PHASE 2 CIP 40080 SUMMARY Construction of the Traffic Signal Battery Backup System Installations — Phase 2 CIP 40079 and the Traffic Signal Controller Equipment Upgrades /Replacements — Phase 2 CIP 40080 have been completed to the satisfaction of the City Engineer and the projects are now ready for City Council acceptance. RECOMMENDATION It is recommended that the City Council: Adopt Resolution No. 13 -73 accepting the construction of the Traffic Signal Battery Backup System Installations — Phase 2 CIP 40079 and the Traffic Signal Controller Equipment Upgrades /Replacements — Phase 2 CIP 40080; and 2. Authorize the City Engineer to execute and file the Notice of Completion with the County Recorder's Office. FISCAL IMPACT The final construction cost for the Traffic Signal Battery Backup System Installations — Phase 2 CIP 40079 is $125,930 and the Traffic Signal Controller Equipment Upgrades /Replacements — Phase 2 CIP 40080 is $139,070 for a total cost of $265,000. Measure M2 Fair Share Funds were appropriated for the projects in the City's FY 2012/13 Capital Improvement Program in the amount of $390,000. CIP's 40079 and 40080 are being constructed in multiple phases and remaining funds will be applied to upcoming phases. CORRELATION TO THE STRATEGIC PLAN The installation of Battery Backup Systems at traffic signals contributes to the fulfillment of the City's Strategic Plan Goal B: Public Safety and Protection of Assets. Specifically, the project implements or fosters the implementation of strategy #3(b) which, among other items, is to ensure continuous maintenance and improvement of traffic control and transportation facilities. DISCUSSION The installation of Battery Backup Systems (BBS's) at traffic signals is desired in order to maintain safe, normal vehicular operations when planned or unplanned electrical interruptions occur. Although BBS's are currently being installed at all new traffic signals, there is a need to install them Battery Backup Installations and Traffic Signal Controller Upgrades — Phase 2 October 15, 2013 Page 2 at older traffic signals through a retrofit process. Within the current City's Capital Improvement Program CIP 40079 provides four phases of BBS installations spread over four (4) successive fiscal years, thereby ensuring that all city- maintained traffic signals ultimately have operational battery backup systems. Phase 2 of CIP 40079 consisted of thirteen (13) traffic signals along Newport Avenue from Old Irvine Boulevard to Valencia Avenue, excluding Newport Avenue at Irvine Boulevard which has a BBS installed under Phase 1. The project also included installation of three (3) new BBS's on Edinger Avenue and one new BBS on Seventeenth Street. All signals on these three arterial highways now have operational BBS's. CIP 40080 consists of three phases of upgrades or replacements for existing traffic signal controller equipment spread over three (3) fiscal years. Phase 2 of CIP 40080 consisted of the replacement or upgrades of controllers at fifteen (15) intersections along Red Hill Avenue, Newport Avenue, Bryan Avenue, Walnut Avenue and Edinger Avenue. Work on Phase 2 of CIP's 40079 and 40080 was performed simultaneously by one contractor due to the similar nature of the work and the efficiency of utilizing the same contractor. Construction of these projects is deemed complete to the satisfaction of the City Engineer and is now ready for City Council acceptance. Stack, P.E. 'ublic Works /City Engineer Attachment(s): 1. Location Maps S: \City Council Items\2013 Council Items \NOC BBS Installations -Phase 2 (CIP 40079) & Signal Controller Upgrades -Phase 2 (CIP 40080).docx ATTACHMENT 1 Resolution No. 13 -73 RESOLUTION NO. 13 -73 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, ACCEPTING THE WORKS OF IMPROVEMENT AND AUTHORIZING THE RECORDATION OF THE NOTICE OF COMPLETION FOR THE TRAFFIC SIGNAL BATTERY BACKUP SYSTEM INSTALLATIONS — PHASE 2 CIP 40079 AND THE TRAFFIC SIGNAL CONTROLLER EQUIPMENT UPGRADES /REPLACEMENTS — PHASE 2 CIP 40080 WHEREAS, Pelagic Engineering, having a contract with the City of Tustin to construct the hereinafter described public works and improvement; and WHEREAS, the City Engineer has duly certified to the construction and completion of said public improvement hereinafter mentioned in a manner satisfactory to the City Council of the City of Tustin; and WHEREAS, the City Council finds that said contractor has completed said public improvement hereinafter more particularly described in accordance with the provisions of the contract documents and the Notice of Completion, and acceptance of said public works and improvement should be filed and payment of the balance due said contract authorized in accordance with the contract documents; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Tustin that said public works and improvement is found to be complete, and the same is hereby accepted. Said public works and improvement is more particularly described as follows: • Traffic Signal Battery Backup System Installations — Phase 2 CIP 40079 Traffic Signal Controller Equipment Upgrades /Replacements — Phase 2 CIP 40080 BE IT FURTHER RESOLVED that the City Engineer of the City of Tustin is hereby authorized to execute and file a Notice of Completion for the acceptance of said public works and improvement described herein as required by law.
