AUTHORIZATION TO ADVERTISE FOR BIDS FOR WATER MAIN REPLACEMENT
PROJECT (CITY PROJECT NO. 600137)
RECOMMENDATION:
It is recommended that the Tustin City Council, at their regular meeting of March 16, 1998, adopt the
attached resolution approving plans and specifications and authorizing advertisement for bids for the
subject project.
FISCAL IMPACT:
The engineerg estimate for this project is $370,700. There is currently $425,000 remaining in the 1997/98
budget allocated for completion of this project.
BACKGROUND: '
The subject water main replacements were budgeted as Water Capital Improvement Program projects
within the current Fiscal Year and are the second of the Phase II projects to be advertised for
construction under the Program Management Contract with ASL Consulting Engineers. City Project No.
600137 consists of the rePlacement of water mains on Lemona Lane, southerly of La Colina Drive;
Windsor Place between Vanderlip Avenue and 174 Street; Cameron Lane, southerly of Vanderlip
Avenue; Ehlen Way, Brenan Way, Harp Court, and Manning Drive northerly of Warren Avenue; and
Fairmount Way, southerly of Fairhaven Avenue.
All of the above water lines will be installed using 6 and 8-inch PVC pipe and will include the necessary
fire hydrants, valves, blowoffs, services and connections.
DISCUSSION.:
On February 3, 1997 the Tustin City Council authorized SA Associates (SA) to prepare plans and
specifications for the subject water main replacements. SA has completed the plans and specifications,
and submitted them to the County of Orange for review.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA, APPROVING PLANS AND SPECIFICATIONS FOR
WATER MAIN REPLACEMENT ON LEMONA LANrE, SOUTHERLY
OF LA COLINA DRIVE; WINDSOR PLACE BETX,\~EN VANDERLIP
AND 17TM STREET; CAMERON LANE SOUTHERLY OF VANDERLIP
AVENUE; EHLEN WAY, BRENAN WAY, HARP COURT, AND
MANNING DRIVE NORTHERLY OF WARREN AVENUE; AND
FAIRMOUNT WAY, SOUTHERLY OF FAIRHAVEN AVENLrE (CITY
PROJECT NO. 600137), AND AUTHORIZING ADVERTISEMENT
FOR BIDS
%rItEREAS, it is the intention of the City Council of the City of Tustin,
California to contract construction for replacement of various water mains; and
IVHEREAS, the City En~neer has presented plans and specifications for the
construction of said work;
NOW, THEREFORE, BE IT RESOLVED that the plans and specifications
presented by the City Engineer are .hereby approved as the plans and specifications for:
Water Main Replacement on Lemona Lane, southerly.' of La Colina Drive:
Windsor Place between Vanderlip Avenue and 17th Street; Cameron Lane,
southerly of Vanderlip Avenue; Ehlen Way, Brenan Way, Harp Court, and
Manning Drive northerly of Warren Avenue; and Fairmount Way, southerly
of Fairhaven Avenue, City Project No. 600137.
BE IT FURTHER RESOLVED that the City Clerk is hereby, authorized and
directed to advertise as required by law for the receipt of sealed bids or proposals for the
doing of the work specified in the aforesaid plans and specifications: '-
BE IT FURTHER RESOLVED that this project is categorically exempt from
the requirements of the California Environmental Qualit)' Act: Class I' Existing
Facilities.
PASSED AND ADOPTED at a regular meeting of the City Council of the City
of Tustin, held on the 16th' day of March 1998.
