HUSTON, CITY MANAGER REDEVELOPMENT AGENCY AND PUBLIC WORKS DEPARTMENT RECONSIDERATION TO AUTHORIZE THE TEMPORARY INSTALLATION DIAGONAL PARKING IN A SECTION OF EL C.a2VIINO REAL IN OLD TOWN OF R~COMMENDATION Pleasure of the City Council. FISCAL IMPACT The cost of installation to create 62 diagonal and 10 parallel parking spaces along E1 Camino will be $6,235.00. Funding for the striping is available from FY 1997-98 budget account 010-400- 4020-6230, (Pavemem Striping and Marking). If the test reveals that diagonal parking has no positive impact on Old Town, an additional cost of $10,200 will be incurred to have the striping removed. Other miscellaneous costs are for technical documentation required for the OCTA Technical Advisory Committee. Funding for the technical study is available in FY 1997-98 budget accoum 590-400-9000-6013 (Town Center Planning Consultant Services). BACKGROUND AND DISCUSSION At the City Council October 20, 1997 meeting, staff from the Tustin Community Redevelopment Agency requested authorization to install diagonal parking along a portion of E1 Camino Real on a temporary test basis. Diagonal parking in similar old town 'areas has been shown to reduce vehicular traffic speeds, thereby enhancing pedestrian safety, and providing the sense of community and charm needed in a downtown area. The City Council requested that staff work with the Tustin Old Town Association to survey business owners in the area proposed for the diagonal parking, perform an evaluation as to whether more parking spaces could be created and conduct an additional meeting with business and property owners to provide an overview of the survey results. William A. Huston Diagonal Parking - E1 Camino Real March 16, 1998 Page 2 Since the meeting on October 20, 1997 additional information has been obtained by Agency staff. A survey of the business owners along E1 Camino Real was conducted by the Tustin Old Town Association. Of the 42 business owners that were surveyed, 28 respondents or 68% were in favor of diagonal parking, 3 respondents or 7 % were not in favor of the proposal, 2 respondents or 5 % had no opinion, and 8 respondents or 20 % did not respond. Staff has also worked on different ways to increase the number of parking spaces along E1 Camino Real. The initial striping plan indicated that there would be a gain of two parking spaces using the diagonal configuration. Staff has been able to identify areas that could have additional parallel as well as diagonal parking spaces. There are currently 64 parallel parking spaces on E1 Camino Real from Second Street to Sixth Street. With the new diagonal parking arrangement, there will be 10 parallel and 62 diagonal parking spaces for total of 72 parking Spaces. a net gain of eight (8) parking spaces. To gauge the physical appearance and community response to diagonal parking, diagonal parking was temporarily striped for one night during the Holiday Tree Lighting ceremony along E1 Camino Real from Main Street to Second Street. The Tustin Old Town Association had antique vehicles placed along this section of the street in the same configuration as the proposed diagonal .parking. Comments received by Agency staff from the attendees at the ceremony indicated that there was strong support for diagonal parking in Old Town. The recent survey, the specifics of the diagonal test program, as well as a discussion of the Old Town area were discussed at a.community meeting on February 24, 1998. The community meeting was attended by fourteen individuals. It was staff's impression from the meeting' that the majority of the business owners that attended the meeting favored having diagonal parking installed on a temporary test basis. Staff is recommending that the City Council authorize the installation of diagonal parking along a portion of E1 Camino Real on a temporary test basis based.on the following: · The survey of business owners in Old Town shows a majority of the 'respondents in favor of diagonal parking. · There was favorable response received from the attendees at the Holiday Tree Lighting Ceremony and from the participants at a community meeting. · There will be an increase in the total number of parking spaces along E1 Camino Real that would result from the diagonal parking test.
