APPROVAL OF THE PROFESSIONAL SERVICES AGREEMENT FOR
CONSULTING ENGINEERING SERVICES FOR THE RED HILL AVENUE
WIDENING PROJECT AT THE I-5 FREEWAY AREA (C.I.P. NO. 700133)
ISUMMARY: Approval of the Professional Services Agreement between the City of Tustin and IWA
Engineers will initiate the Final Design Phase of the Red Hill .Avenue Widening Project at the I-5 Freeway
between E1 Camino Real and south of Nisson Road. IWA Engineers will prepare and process the plans,
speCifications and estimates through Encroachment Permit approval by Caltrans and the City of Tustin.
RECOMMENDATION
It is recommended that the City Council m their meeting of March 2, 1998 authorize the Mayor and City
Clerk to execute a Professional Services Agreement subject to approval by the City Attorney with the firm of
IWA Ensneers to prepare and process the final design plans, specifications and estimates throu~
Encroachment Permit approval by Caltrans for the Red Hill Avenue Widening Project at the I-5 Freeway
between E1Camino Real and south of Nisson Road in the amount of $83,775.00.
FISCAL IMPACT
Sufficient funds have been appropriated in the 1997-98 Fiscal Year Capital Improvement Prograrn for
certain phases of the project. Final design will be accomplished this fiscal year with Measure M. Tumback
Funds. Right-of-way acquisition is planned to start this fiscal year with Measure M Tumback Funds and
continue into the 1998-99 Fiscal Year with proposed TSIA Funds. Construction is planned ~ for the 1999-
2000 Fiscal Year with approved Measure M Competitive and Tumback Funds.
DISCUSSION
'The City Council is herebY requested to approve the Professional Sen, ices Agreement between the City of
Tustin and IWA Engineers for the final design, plans, specifications, estimates, right-of-way acquisition and
processing of an encroachment permit through Caltrans.
Approval of the Professional Services Agreement for this project will allow staff to complete the widening
of the street to full Major Arterial. Highway standards to relieve traffic congestion, improve the level of
service, and improve access to the I-5 Freeway area. Proposed improvements include:
Three through lanes and a Class II bicycle lane in both directions;
Single "right-turn only" lanes onto both the I-5 Freeway on-ramps and left turn pockets to the
freeway on-ramps would be extended;
Addition of a right-mm pocket on Red Hill Avenue south of Nisson Road;
Retention of the existing dual left-mm lanes from northbound Red Hill Avenue to westbound
E1 Camino Real;
Addition of bicycle lane;
Added parkway dimension; and
Approval of Professional Services Agreement for the Red Hill Avenue Widening Project

Narrowing the existing raised median under the I-5 Freeway to minimize the height of a
needed retaining wall behind the parkways.
Completion of the final design will result in plans, specifications and estimates which will be ready for the
public bid process. The City Council will be asked to approve right-of-way acquisition and the plans and
specifications for public bid at subsequent meetings.
The Scope of Work for the Professional Services Agreement includes:
Appraisal and documentation to transfer needed right-of-way;
Preparation of Final Design Plans, Profile, Cross-sections and Cost Estimates;
Coordination with utility companies for relocation of facilities;
Foundation Report and design plans of the proposed retaining wall;
Traffic Signal~ Striping and Ramp Metering Modification Plans, and
Processing encroachment permit through Caltrans.
The negotiated fee for the Professional Services Agreement is felt to be fair and reasonable for the project.
BACKGROUND
As a part of the previously widened 1-5 Freeway, Caltrans rebuilt the Red Hill Avenue bridge at the I-5
Freeway and widened the roadway between the two freeway on/off ramps. Unfortunately, Caltrans'
widening of Red Hill Avenue was not to the facility's ultimate width for a Major Arterial Highway, and did
not allow for bike lanes.
The City Council.on October 6, 1997 approved a Project Report which resulted from the Preliminary
Engineering Studies completed by IWA Engineers to investigate feasible alternatives for the widening of
Red Hill Avenue between El Camino Real and Nisson Road to Major Arterial Highway standards. The City
Council on October 6, 1997 also approved and certified a Mitigated Negative Declaration as adequate
pursuant to California Environmental Quality Act (CEQA) requirements for the widening project. For
continuity purposes, it is felt to be beneficial to retain IWA Engineers to complete the Final Design phase
due to their expertise and excellent performance during the Preliminary Engineering and Environmental
Documentation phase.
