DESIGNATION OF APPLICANT'S AGENT FOR STATE/FEMA HAZARD
MITIGATION GI~&NT PROGRAM APPLICATION FOR IRVINE STORM DK&IN
(PROJECT NO. 900024)
SUMMARY: Adoption of Resolution .97-13 and certification of Item No. 26 of the al~plication entitled
"Designation of Applicant's Resolution and Certification" will allow the Public Works Depamnent to
complete the application process for the Hazard Mitigation Grant Program (HMGP) from the Governor's
Office of Emergency Services (OES), Disaster Assistance Program Branch. The application is for
$1,090,721.00 or 75% of the estimated construction costs for the Irvine Boulevard Storm_ Drain Project.
RECOMMENDATION
It is recommended that the City Council at their meeting of February 17, 1.998, designate by resolution the
.
Director of Public Works:City Engineer as the City's agent to provide to the OES all matters Pertaining to the
HMGP and approve Item No. 26 of the application hereon attached.
FISCAL 15{PACT
The construction phase of the Irvine Boulevard Storm Drain project is currently projected in the Capital
Improvement Program for FY 98-99. The estimated construction costs are approximately $1,454,295.00. If
successful, 75% of the elisble project costs ($1,090,721.00) will be received from this grant. The remaining
25% of the project cost ($363,574.00) will be budgeted from Capitol Improvemem Project (CIP) funds and
Redevelopment Agency (RDA) funds.
BACKGROUND
The goal of the HMGP is to provide a one-time financial assistance to municipalities with projects that will
mitigate areas prone to flooding and flood damages. The HMGP will receive applications statewide and will
prioritize and prOvide assistance based on the potential flood damage and need for each particular project.
The City has submitted an application for the Irvine Boulevard Storm Drain Project to the OES on January
30, 1998 to meet the OES deadline. Through verbal discussions with OES, Item No. 26 of the application
was deferred until after February_, 17, 1998, to obtain City Council approval and City'Clerk's certification.
The resolution and Item No. 26 of the application will be forwarded to the OES to finalize the application.

WltEREAS, the City of Tustin desires to apply for grant funding provided for under the
Hazard Mitigation Grant Program (HMGP) achninister through the Governor's Office of
Emergency Services (OES)- Disaster Assistance PrOgrams Branch; and

WHEREAS, upon approval of City Council and City Clerk certification, the application
would be complete.
NOW, TltEREFORE, BE IT RESOLVED that the City Council of the City of Tustin
designates the Director of Public Works as the City's agent and approves and certifies Item No. 26
"Designation of Applicant's Agent Resolution and Certification" hereby attached, and
BE IT FURTHER RESOLVED that the City Clerk is authorized to sign and certify the
aforementioned Item No. 26.

Tustin held on the 17th day of February, 1998.
