HUSTON, CITY MANAGER PUBLIC WORKS DEPARTMENT/FIELD SERVICES DIVISION APPROVAL OF PLANS AND SPECIFICATIONS AND AUTHORIZATION TO ADVERTISE FOR BIDS- EAST TUSTIN LANDSCAPE REPLACEMENT PROJECT iSUMMARY: This Landscape Replacement Project will provide for removal and replacement of approximately 10-,000 diseased plants and upgrade the irrigation system throughout the East Tustin Area RECOMMENDATION: It is recommended that the City Council at their meeting of February 17, 1998, adopt Resolution No. 98- 15, approving the plans and specifications and authorizing advertisement for bids for the project subject to approval of the FY 1997-98 mid-year budget. FISCAL IMPACT: The estimated cost for this project is $260,000. Funds for this project will be appropriated as part of the FY 1997-98 mid-year budget review. (FY 1997-98 mid-year budget adjustments will be considered under the regular business section of this meeting.) DISCUSSION: With the development of the Tustin Ranch area, an extensive system of landscaping was installed to provide an aesthetically' pleasing environment along with a visual and auditory screening for the residents from individuals utilizing the sidewalks, bikeways and roadways. A variety of plants were utilized throughout the area to achieve the above-mentioned result. One of the plants utilized extensively throughout this area was the Nerium oleander, a large evergreen shrub reaching a height of 12 feet. Staff estimates there were approximately 8,700 Nerium oleander plants planted throughout the Tustin Ranch landscaping area. During the last three years the Oleander plants have been infected with a disease, (Oleander Leaf Scorch) that attacks the plants and kills them ~-ithin two years, by slowly reducing the plant's ability to transmit water through the stems. This disease is transmitted from 151ant to plant by an insect (Glassy-Winged Sharpshooter) and has infected plants throughout the State. Recently Escallonia shrubs have 'been also dying. An analysis by a plant laboratoo? has indicated a pathogen that may be suceptible to commercial treatment is affecting this plant. Staff is currently treating a test area to detenmne the effectiveness of this chemical fung/cide and whether the wholesale application will save the remaining plants Previous projects have replaced 2,200 Oleanders at intersections and entryways into Tustin Ranch. The proposed project will replace 6,500 diseased Oleanders and 1,500 dead Escallonias. If the chemical treatment of the Escallonia is not effective, the remaining 1,700 Escallonia plants will also be replaced. Additionally, as part of the overall district planting scheme an additional 1000 plants would be removed or relocated to achieve a variety of plants with various colors and textures. Approval of Plans and Specifications for East Tustin Landscape Replacement Project February 17, 1'998 Page 2 Staff has worked with Robert Goto, Landscape Architect, on the approphate variety and sizes of plants that can be utilized to replace the remaining Oleanders, and other plants. Mr. Goto is very familiar with the landscape design in the Tustin Ranch area, having prepared the landscaping plans for numerous developments in Tustin Ranch. The design' of this project required the architect to actually field verify the condition and quantity of the plant material, provide construction drawings for the new landscaping, and incorporate this information into bid documents. Staff has also identified a number of improvements to the existing irrigation systems which will enable the system to function more effectively and efficiently. These improvements consist of replacing eight irrigation controllers along with a substantial number of irrigation spray nozzles with heads more specifically suited to existing turf areas. Additional irrigation is also needed in order to provide proper irrigation coverage for the newly planted areas. Staff anticipates requesting award of the construction contract at the regular meeting of April 2, 1998 with construction to begin in May and be completed by July 1998. Tim D. 'Serlet Director of Public Works/City Engineer IVl~in Pastucha ; Manager, Field Services TDS:klb/COUNCIL: Plans and Specs Landscape Replacement 1 2 $ 4 5 6 7' 8 9 10 11 12 13 14 15 16 17 18 19 21 22 23 25 26 27 RESOLUTION NO 98-15 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNLSt APPROVING PLANS AND SPECIFICATIONS FOR THE EAST TUSTIN LANDSCAPE REPLACEMENT PROJECT WHEREAS, it is the intentiOn of the City Council of the City of Tustin, California to contract for the East Tustin landscape Replacement Project, and WHEREAS, the City Engineer has presented plans and specifications for the construction of said work; NOW, THEREFORE, BE IT RESOLVED that the plans and specifications presented by the City Engineer are hereby approved as the plans and specifications for: EAST TUSTIN LANDSCAPE REPLACEMENT PROJECT AND BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and directed to advertise, as required by law, for the receipt of sealed bids for the performance of the work specified in the plans and specifications; AND BE IT FURTHER RESOLVED that this project is categorically exempt from the requirements of the California Environmental Quality Act; Class 1' Existing Facilities.
