HUSTON, CITY MANAGER COMMUNITY DEVELOPMENT DEPARTMENT AMEND ONE-YEAR ACTION PLAN (FY 1997-98) FOR FEDERAL COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) FIINDS RECOMMENDATION That the City Council adopt Resolution No. 98-08 amending the one- year Action Plan for FY 1997-98. FISCAL IMPACT The proposal involves the reallocation or redistribution of CDBG funds between previously approved projects. No impacts to the General Fund are anticipated. PROPOSED AMENDMENTS/FUND REALLOCATIONS The Housing and Community Act of 1974, as amended, created the Community Development Block Grant (CDBG) program to return federal funds to local communities for the purpose of developing viable urban communities by providing .adequate housing and a suitable living environment and by expanding economic opportunities, specifically for low and moderate income persons. Communities are encouraged to obtain citizen suggestions as to'potential uses for these funds priOr to their allocation. A one-year Action Plan detailing the City's use of Fiscal Year 1997-98 Community Development Block Grant (CDBG) funds was submitted to the U. S. Department of Housing and Urban Development (HUD) on May 5, 1997. The Community Development Department is proPosing to amend that Action Plan by reallocating/redistributing funds between several previously approved MCAS-Tustin reuse projects/programs. Proposed amendments are as follows: From Special Economic Development Activity: MCAS Tustin - Marketing of Incentives Programs for Job Creation (Acct. No. City Council Report Amend one-year Action Plan February 2, 1998 Page 2 080-400-3090-9284) to Public Facilities and Improvements Activity: Valencia Avenue/Armstrong Avenue Construction (Acct. No. 080-400-9999-5142-700139) - $20,000 Note: No funds will remain for the Marketing of Incentives Program. . From Planning Activity: MCAS Tustin - Caretaker Maintenance Study (Acct. No. 080-400-3090-9287) to Planning Activity: MCAS Tustin - Marketing Strategy and Media Plan (Acct No. 080- 400-3090-8287) - $16,000 Note: From the original $20,000 al.l°cation, $8,000 will remain for the Caretaker Maintenance Study. , From Planning Activity: MCAS Tustin - Financing Studies (Acct. No. 080-400-3090-9287) to Planning Activity: MCAS Tustin - Marketing Strategy and Media Plan (Acct No. 080-400- 3090-8287) - $12,000 Note: From the original $20,000 allocation, $8,000 will remain for the Financing Studies. . From Planning Activity: MCAS TUstin - Site Plan and Engineering Study (Acct. No. 080-400-3090-9287). to Planning Activity: MCAS Tustin - Marketing Strategy and Media Plan (Acct No. 080-400-3090-8287) - $13,355 Note: From the original $20,000 allocation, $6,645 will remain for the Site Plan and Engineering Study. ANALYSIS In receiving CDBG funds, the City agrees to expend monies in a timely manner. Federal regulations limit the amount of funds that can be carried over each year from previous years' grants. Failure to expend prior funding allocated in earlier grant cycles could jeopardize future year's allocations. The design and construction of Valencia and Armstrong Avenues through the Base property and the MCAS-Tustin Marketing Strategy and Media Plan project are current City priorities. Design of the roadways is well underway; however, there is a funding short-fall for the construction. Further, Redevelopment Agency approval is being sought to authorize staff to enter into an agreement for consultant services for preparation of the strategic marketing City Council Report Amend one-year Action Plan February 2, 1998 Page 3 plan; as with the roadway construction, this project does not yet have full funding. The propOsed reallocation of funds from a variety of less active projects to the Valencia/Armstrong Avenues construction and the strategic marketing plan activities will off-set portions of the project budget short-falls and allow CDBG funds to be expended expeditiously. Director of Community Development PR: \CCReports\Realloc. 1 Enclosures: Resolution No. 98-08 1 RESOLUTION NO. 98-08 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, APPROVING AN AMENDMENT TO THE CITY'S 1997-98 ONE-YEAR ACTION PLAN FOR COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS AND AUTHORIZING SUBMISSION OF THE AMENDMENT TO THE FEDERAL DEPARTMENT OF HOUSING AND URBAN.DEVELOPMENT. WHEREAS, under the Housing and Community Development Act of 1974, as amended, Federal assistance may be provided for the support of community deVelopment activities which are directed toward certain specific objectives as set forth in the Act. as the Community Development Block Grant (CDBG) Program; and WHEREAS, previously funded programs and projects have not been initiated and remain inactive, and a portion of Fiscal Year 1997-98 CDBG funds remain unexpended; and WHEREAS, it is important that the City of Tustin expend CDBG funds as quickly as possible; and WHEREAS, monies must be formally reallocated to other eligible activities prior to expenditure; and WHEREAS, citizens were notified of the proposed changes in use of CDBG funds through an advertisement published in the local newspaper; and WHEREAS, a staff report has been prepared recommending the proposed funding reallocations; and WHEREAS, a public hearing to obtain the view of citizens on the amended one-year Action Plans was held by the City Council on February 2, 1998. NOW THEREFORE BE IT RESOLVED, the City Council of the City of Tustin resolves as follows: Section 1: The Amendment to the City of Tustin one-year Action.Plan shall be as follows: . Section 2: Staff is ~hereby directed to prepare and submit an amended one-year Action Plan to the federal Department of Housing and Urban Development reflecting Council's direction for the City's funding allocations to eligible program activities. Section 3: The City Manager of the City of Tustin or his designated representative, such as the Director of Community Development, is authorized to execute documents, certifications, contracts or other instruments as may be required to carry out the City's Community Development Block Grant Program. Section 4: The City Clerk shall certify to the adoption of this Resolution and shall file a copy of said application with the minutes of this City Council meeting.
