AWARD CONTRACT FOR THE TRAFFIC SIGNAL BATTERY BACKUP
SYSTEM INSTALLATIONS CIP 40079 (PHASE 3)
SUMMARY
Staff is requesting that the City Council award the construction contract for the Traffic Signal
Battery Backup System Installations CIP 40079 (Phase 3) to the lowest responsive /responsible
bidder.
RECOMMENDATION
It is recommended that the City Council award the construction contract for the Battery Backup
System Installations CIP 40079 (Phase 3) to the lowest responsive /responsible bidder, Pelagic
Engineering, in the amount of $169,614.00, and authorize the Mayor and the City Clerk to execute
the contract documents on behalf of the City.
FISCAL IMPACT
Sufficient funds have been budgeted and appropriated in this fiscal year's Capital Improvement
Program utilizing Measure M2 — Fair Share (Fund 139) in the amount $235,000 for CIP 40079
(Phase 3).
CORRELATION TO THE STRATEGIC PLAN
The installation of Battery Backup Systems at traffic signals contributes to the fulfillment of the
City's Strategic Plan Goal B: Public Safety and Protection of Assets. Specifically, the project
implements or fosters the implementation of strategy #3, which among other items, is to ensure
continuous maintenance and improvement of traffic control and transportation facilities.
DISCUSSION AND BACKGROUND
The installation of Battery Backup Systems (BBS's) at traffic signals is desired in order to maintain
safe, normal vehicular operations when planned or unplanned electrical interruptions occur.
Although BBS's are currently being installed with all new traffic signals, there is a need to install
them at older traffic signals through a retrofit process.
The project currently shown in the Capital Improvement Program (CIP) includes four phases
spread over four (4) successive fiscal years, thereby ensuring that all City- maintained traffic signals
have operational battery backup systems. CIP 40079 Phases 1 and 2 are now complete with the
installation of BBS's at 33 traffic signals on Irvine Boulevard, Tustin Ranch Road, Newport Avenue,
Edinger Avenue and Seventeenth Street.
Phase 3 of CIP 40079 consists of BBS installations at eighteen (18) intersections, including the
intersection of Walnut Avenue /Browning Avenue, five (5) intersections on First Street, five (5)

intersections on McFadden Avenue, and seven (7) intersections on Red Hill Avenue, as shown on
the attached location map. Upon completion of Phase 3, all existing traffic signals on First Street,
McFadden Avenue and Red Hill Avenue will have BBS protection.
Formal bids were publicly opened on November 12, 2013. The engineer's estimate was $164,000.
There were five (5) bids received and the results are summarized below by order of least dollar
amount as follows:
