SUBJECT: AMENDING THE CITY'S CLASSIFICATION AND COMPENSATION PLANS
SUMMARY
Approval of the following actions will amend the City's Classification Plan and Compensation
Plan to establish the Director of Finance as the City Treasurer and adjust the position's salary
range, as approved by the City Council at the November 19, 2013 City Council meeting.
RECOMMENDATION
Adopt Resolution 13 -94 to amend the City's Classification and Compensation Plans.
FISCAL IMPACT
On an annualized basis, appointing the Director of Finance as the City Treasurer (with a 5%
salary increase) yields a savings of approximately $39,700 compared to the salary paid to the
previous City Treasurer.
CORRELATION TO THE STRATEGIC PLAN
This action correlates to the City's strategic plan for Financial Strength (Goal C).
BACKGROUND AND DISCUSSION
On November 19 2013, the City Council approved the appointment of the Director of Finance as
the City Treasurer, with the additional responsibility for investing City funds in accordance with
the City's investment policy that is adopted by the City Council on an annual basis. In
recognition of these additional duties and responsibilities, the City Council also authorized a 5%
increase to the position's salary, resulting in a new annual range of $165,652 to $173,934.

RESOLUTION NO. 13 -94
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
TUSTIN, CALIFORNIA, AMENDING THE CLASSIFICATION
AND COMPENSATION PLANS FOR THE CITY OF TUSTIN
WHEREAS, the City Council of the City of Tustin, California (the "City ") has
authorized and directed, under the provisions of the City's Personnel Rules, Resolution
No. 10 -94, the preparation of a Classification and Compensation Plan for all employees
in the City service; and
WHEREAS, Resolution No. 10 -94 requires that amendments or revisions to the
Classification and Compensation Plan be approved by resolution of the City Council;
and
WHEREAS, the City Council has periodically amended the Classification and
Compensation Plans when appropriate; and
WHEREAS, the City has determined the need to amend the Classification and
Compensation Plans by modifying the classification with the corresponding salary range
listed in Appendix A and hereby incorporated by reference.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Tustin authorizes staff to implement the provisions of this Resolution and modify the
City's Classification and Compensation Plans to reflect the changes approved in this
Resolution.
PASSED AND ADOPTED at a regular meeting of the City Council of the City of
Tustin held on the 3rd day of December 2013.
