That the Planning Commission adopt Resolution No. 4242 determining that the location,
purpose, and extent of the proposed disposition of approximately 15 acre site to
accommodate the relocation of Army Reserve Center is in conformance with the Tustin
General Plan.
APPROVAL AUTHORITY
Pursuant to Section 65402(a) of the Government Code, the Planning Commission is
authorized to determine whether the location, purpose, and extent of the proposed
disposition of real property is consistent with the General Plan.

BACKGROUNDMISCUSSION
The City is currently in negotiations with the U.S. Army for a potential relocation from
their current Army Reserve Center located on Barranca Parkway adjacent to The
District shopping center to the future location at the north east corner of Red Hill Avenue
and future Warner Avenue. The future site is currently owned by the City and the City
is entering into a real estate transaction with the Army to allow for the relocation. The
relocation would benefit both the U.S. Army and the City of Tustin.
The project at the future location includes construction and operation of a U.S. Army
Reserve Center (USARC). The new facility would include a 68,696- square -foot Army
Reserve training building, a 9,795- square -foot organizational maintenance shop (OMS),
and a 4,708- square -foot unheated storage building (Figure 1 and Attachment B). The
new training building would include administrative space, educational, assembly, library,
learning center, vault, weapons simulator, and physical fitness areas. Training activities
would include classroom training, light calisthenics, and vehicle maintenance and repair
training. Live weapons training would not be conducted and weapons would not be
discharged at the USARC. Disturbed areas that are not within the footprint of the
proposed buildings or parking areas would be landscaped and used to meet security
setback requirements. Physical security measures or antiterrorism /force protection
measures would be incorporated into the design and would include setbacks from
roads, parking areas, and vehicle unloading areas.

The USAR would continue to employ up to 36 full -time employees during the week and
to support up to 600 reservists with training occurring three weekends a month. The
maximum number of reservists training on one weekend would be 283.
Pursuant to Section 65402(c) of the California Government Code (Planning and
Development Law), a general plan conformity determination from local planning agencies
prior to acquisition or disposition of real property by a local agency is required. The
proposed disposition to accommodate the Army Reserves supports General Plan Land
Use, including the following:
1. Land Use Element Goal 1: Provide for a well - balanced land use pattern that
accommodates existing and future needs for housing, commercial, and
industrial land, open space and community facilities and services, while
maintaining a healthy, diversified economy adequate to provide future City
services.
2. Land Use Element Goal 3: Ensure that new development is compatible with
surrounding land uses in the community, the City's circulation network,
availability of public facilities, existing development constraints, and the City's
unique characteristics and resources.
3. Land Use Goal 6: Improve urban design in Tustin to ensure development that is
both architecturally and functionally compatible, and to create uniquely
identifiable neighborhoods.
4. Land Use Goal 13: Continue to implement the Specific Plan /Reuse for MCAS
Tustin which maximizes the appeal of the site as a mixed use and master
planned development.
5. MICAS Tustin Specific Plan, Neighborhood A, Planning Area 1 -G, allows for
Government Facilities as permitted uses. As such, the proposed relocation
implements both the General Plan and the MICAS Tustin Specific Plan.
Based upon the City's adopted General Plan, the location, purpose, and extent of
the proposed disposition to accommodate the Army Reserve Center relocation is in
conformance with the approved General Plan Land. Accordingly, staff recommends
that the Planning Commission adopt Resolution No. 4242.

A RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF TUSTIN DETERMINING THAT THE
LOCATION, PURPOSE, AND EXTENT OF THE
PROPOSED DISPOSITION OF AN APPROXIMATLEY 15
ACRE SITE WITHIN PLANNING AREA 1
(NEIGHBORHOOD A) OF THE MCAS TUSTIN SPECIFIC
PLAN TO ACCOMMODATE THE RELOCATION OF THE
ARMY RESERVE CENTER IS IN CONFORMANCE WITH
THE APPROVED GENERAL PLAN.
The Planning Commission does hereby resolve as follows:
The Planning Commission finds and determines as follows:
A. That the City of Tustin initiated the application for the proposed relocation of
the Army Reserve Center that is currently located on Barranca Parkway to the
northeast corner of Redhill Avenue and future Warner Avenue on
approximately 15 acre site currently owned by the City of Tustin within Planning
Areas 1 of the MCAS Tustin Specific Plan.
B. That the City wishes to dispose of an approximately 15 acre site within Planning
Areas 15 to accommodate the relocation of the Army Reserve Center.
C. That Section 65402(a) of Government Code provides that no real property shall
be disposed until the location, purpose, and extent of the project has been
reported upon by the local planning agency as to the conformity with the
adopted general plan.
D. The proposed disposition supports several General Plan Land Use Element
goals, including the following:
1. Land Use Element Goal 1: Provide for a well - balanced land use pattern
that accommodates existing and future needs for housing, commercial,
and industrial land, open space and community facilities and services,
while maintaining a healthy, diversified economy adequate to provide
future City services.
2. Land Use Element Goal 3: Ensure that new development is compatible

relocation implements both the General Plan and the MCAS Tustin
Specific Plan.
E. That Section 65402 (a) of the Government Code authorizes the Planning
Commission to determine whether the location, purpose, and extent of the
proposed disposition of real property is consistent with the General Plan.
That the general plan conformity determinations required by Government Code
Section 65402(a) are not "projects" requiring environmental review pursuant to
the California Environmental Quality Act.
The Planning Commission hereby determines that the location, purpose, and extent
of the disposition of the subject parcel to accommodate the relocation so the Army
Reserve Center is in conformance with the approved General Plan.
PASSED AND ADOPTED by the Planning Commission of the City of Tustin at a regular
meeting held on the 10`h day of December, 2013.
