Thi~ would offset a potential cost to the City of Tus~n of $237,000. Background l C ~-} ~ the state-wide Automated Fingerprint Identification System (AFIS) which represents a computer-based technology method to verify the identity of individuals during booings, arrests, warrants, and John and Jane Does for Coroners and identi~es crime suspects through latent prints recovered from crime scenes. Cai-II) began Operation in 1986 and in orange County there have been over 8,000 criminals idend~ed committing crimes. Every 12 hours, another criminal is idend~ed based on their fingerprints left at a crime 'scene. The Orange County system is a network of all California and the western United States. The current generation of equipment is 15 years old. It is physically and technologically obsolete. While the system has continued to meet the expectations of Orange County law enforcement agencies since 1986, the automated fingerprint iden~6cation technology has continued to advance. The new equipment is smaller, smarter, and boasts the capability to automatically receive, search, and register new fingerprint cards taken from live-scan electronic fingerprint devices. The live-scan devices replace the traditional and paper method of capturing fingerprint det_~ls, and instead use an electronic digital camera to photograph City Manager '~ Resolution in Support Cai-ID January 5, 1998 Page 2 the fingerprint detail. This capacity will allow near instantaneous iden~6cafion of suspects without the aid of a human operator. It will identify at least ten percent more criminalS by 6ngerprint traces left at crime scenes. It ~ also be used to speed the background check of school employee applicants to insure that children are protected from those who would bring them harm. There are no funds to replace the current Cai-ID user system in Orange County. The Orange County cities and county 'will be responsible for replacement 'of the system. Based on the Users' Agreement adopted by each city and county, the cost. of the system is based on population. Tustin with 2.37 percent of the population would be responsible for approximately $237,000 of the total replacement cost. The local Remote Access Network Board and the Chiefs, the' governing body for Orange County Cai-ID, and the Chiefs' of Police and Sheriffs Association, the state Sheriff.% Police' Chiefs, and District Attorneys, Sheriff Department members worked with state legislators to adopt a bipartisan plan for the systematic replacement of Cai-ID equipment throughout California. The collection of a dollar per registered vehicle will provide funding to replace the current system, install live-scan capability in all. county law enforcement agencies and insure placement of mobile iden~cation scanners in patrol vehicles. These actions will sig~i~canfly protect the safety of our citizens and officers. The Board of Supervisors asked for an indication that the cities felt a need for adoption of this fee. Approval of this Resolution would provide' tangible signs of support for the Board of 'Supervisors addressing the critical need for the replacement of this system and the need to find funding sources other than city general fund money. STEVE FOSTER Chief of Police SF:et' 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 RESOLUTION NO. 9b-5 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, SUPPORTING IMPOSITION OF A $1 PER VEHICLE FEE IN ORANGE COUNTY ON VEHICLE .REGISTRATIONS, RENEWALS, AND SUPPLEMENTAL APPLICATIONS FOR APPORTIONED REGISTRATIONS WHEREAS, pursuant to legal authorization, Orange County operates a County-wide Automated Fingerprint Identification System known as "Cai-ID"; WHEREAS, Cai-ID greatly enhances the ability of all police agencies in the County to investigate crimes by enabling officers throughout the County to efficiently and accurately identify crime suspects, arrestees, and victims; WHEREAS, the current Cai-ID system is over 13 years~ old, uses 16-year old computer technology, lacks sufficient, capacity · to promptly process all the data submitted by police agencies in the County, frequently is in disrepair, is near memory capacity, and will cease to be operative in the year 2000; WHEREAS, operation of the Cai-ID system currently is funded pursuant to.a User Agreement between the County and cities in the County, which provides that revenue generated by an earmarked penalty assessment is supplemented by contributions by the County and cities; WHEREAS, the earmarked penalty assessment generates insufficient revenue to cover the current costs of operating the Cal-ID system; WHEREAS, no funding source has b~en'identified for replacement or upgrading of the current Cal-ID system; WHEREAS, Statutes 1997, Chapter 587, Section 1, gives the Orange County Board of Supervisors the option of implementing in Orange County a $1 per vehicle fee on vehicle registrations, renewals, and supplemental' applications for apportioned registrations; WHEREAS, upon the recommendation of the Remote Access Network Board, in which the City of Tustin participates, the proceeds of said fee must be used exclusively for the purchase and operation of new Cal-ID automated fingerprint, identification equipment to identify individuals involved in vehicle-related crimes and other crimes committed' while~ operating a motor vehicle; WHEREAS, the Remote Access Network 'Board has made such a recommendation; WHEREAS, implementation of Statutes 1997, Chapter 587, Section 1, would permit the installation of live scan devices at all booking and arrest facilities in city and County law' city Counc Resolution No. 98-5 Page 2 _ 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 2O 21 22 23 24 25 26 27 28 enforcement agencies, enabling the agencies for the foreseeable future, to enter fingerprints into the Cal-ID system to identify crime suspects, arrestees, and victims; WHEREAS, based on the foregoing, this Council finds that there is a public safety need for imposition of the $1 per vehicle fee; WHEREAS, Statutes 1997, Chapter 587, Section 1, requires that the Orange County Board of Supervisors adopt' a resolution prior to collection of said fee, NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Tustin supports imposition of a $1 per vehicle fee in Orange County on vehicle registrations, renewals, and supplemental applications for apportioned registrations. BE IT FURTHER RESOLVED, that the'City Council of the City of Tustin hereby supports repeal of said fee on January 1, 2003,~or at such later date as the statutory authorization for said fee may expire.
