HUSTON, CITY MANAGER PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION AWARD OF CONTRACT FOR RED HILL AVENUE PEDESTRIAN IMPROVEMENTS AT OCTA/SCRRA RAILWAY AND F-10 CHANNEL AREA (PROJECT NO. 700144) RECOMMENDATION It is recommended that the City Council, at their meeting of January 5, 1998, award the subject contract to Hondo Company, Inc., in the amount of $67,422.00, and authorize the Mayor and City Clerk to execute the contract documents on behalf of the City. FISCAL IMPACT The contract amount of $67,422.00 is approximately 11% greater than the engineer's estimate of $60,867.50. An analysis of the bids and the engineer's estimate revealed that the difference was due to the contractor performing his work within the confined channel area and the relatively small quantities of material needed for construction. Funding for this project is provided in the City's FY 1997-98 Capital Improvement Program (CIP) budget for this project. BACKGROUND Bids for the subject project were opened December 16, 1997. There were eight (8) bids received with the following results: Hondo Company, Inc., Santa Ana ...................................................................... $67,422.00 Wakeham-Baker, Inc.,Anaheim ......................................................................... $74,747.00 Excel Paving Company, Long Beach ................................................................. $74,861.00 Hillcrest Contracting Inc., Corona ..................................................................... $75,497.50 United Builders, Irvine ....................................................................................... $77,611.55 Cooper Backhoe & Equipment, Inc., Placentia .................................................. $83,472.00 Holand-Lowe Construction, Inc., Corona .......................................................... $87,311.00 Ryco Construction, Inc., Gardena ...................................................................... $92,993.00 Currently, pedestrians using Red Hill Avenue north of Edinger Avenue have to walk within the roadway to travel across the F-10 Channel and the OCTA/SCRRA Railway tracks. These improvements will provide continuous pedestrian access along the west side of Red Hill Avenue thereby relieving pedestrians from having to walk within the roadway. As part of these improvements, the sidewalk on the east side of Red Hill Avenue will be closed to pedestrian traffic and pedestrians will be directed to use the west side of Red Hill Avenue in this area. Award of Contract for Red Hill Avenue Pedestrian Improvements at OCTA/SCRRA Railway and F-10 Channel Area January 5, 1998 Page 2 The removal of on-street parking and restriping of Red Hill Avenue will be considered during the Red Hill Avenue Rehabilitation Project, currently scheduled for FY 1998-99. The references and State Contractors License of Hondo Company has been checked and verified and are appropriate for this project. Hondo Company is currently eomtructing Cedar Grove Park in Tustin and their performance to date has been satisfactory.
