APPROVAL OF PLANS AND SPECIFICATIONS AND AUTHORIZATION TO
ADVERTISE FOR BIDS FOR THE ANNUAL MAJOR MAINTENANCE PROJECT,
FY 2002-2003 (ClP NO. 7001), AND ANNUAL SIDEWALK, CURB AND GUTTER
REPAIR PROJECT, FY 2002-2003 (PROJECT NO. 402-6235)
SUMMARY
The Annual Major Maintenance Project, and Annual Sidewalk, Curb and Gutter Repair Project will
again be bid as one project. This year's Annual Major Maintenance portion of the project will repair
and resurface El Camino Real in Old Town, First Street, and a section of Tustin Ranch Road. The
Annual Sidewalk, Curb and Gutter Repair portion of the project will include removal and
replacement of sidewalk, curb and gutter at various locations throughout the City. In addition, the
sidewalk project will install missing sections of sidewalk and access ramps to comply with the
Federal Americans with Disabilities Act (ADA). Notices of Exemption have been recorded with the
County of Orange for both projects since they are categorically exempt under CEQA requirements.
RECOMMENDATION
It is recommended that the City Council adopt Resolution No. 02-103, approving the plans and
specifications for the Annual Major Maintenance Project, FY 2002-2003 (CIP 7001), and Annual
Sidewalk, Curb and Gutter Repair Project, FY 2002-2003 (Project No. 402-6235) and authorizing
and directing the City Clerk to advertise for bids.
FISCAL IMPACT
The FY 2002-2003 Capital Improvement Project (CIP) budget provides the funding for all of the
various components in the Annual Major Maintenance Project (CIP No. 7001), including design,
construction and contract administration. The Public' Works Department/Engineering Division
Operating Budget provides the funding to cover all of the costs associated with the Annual
Sidewalk, Curb and Gutter Repair Project (Project No. 402-6235). Both of these projects are part of
the City's on-going Maintenance of Effort (MOE) requirements to maintain eligibility for Measure M
funding. The total engineer's construction cost estimate for both projects is $675,000.00.
DISCUSSION
Last year, the Annual Major Maintenance Project and the Annual Sidewalk, Curb and Gutter Repair
ProjeCt were combined to simplify the contract administration process and to reduce duplication of
effort in coordination of the two projects. Combining the two projects reduced disruption in the
areas where both projects had construction impacts and facilitated the contract administration
efforts by City staff during construction. This year the two projects have again been combined to
achieve the benefits experienced last year.

The FY 2002-2003 Annual Major Maintenance Project consists of asphalt concrete repair, asphalt
concrete resurfacing, crack routing and sealing, and traffic striping and markings on El Camino
Real, First Street, and a portion of Tustin Ranch Road. This year's current phase of the street
maintenance cycle is for streets within Zone 6 of the City's Pavement Maintenance System. Zone 6
is bounded by the northerly City limits, Jamboree Road, Interstate 5 and Browning Avenue. All of
the streets in Zone 6 are in very good condition with the exception of a short stretch of Tustin Ranch
Road south of Portola Parkway, which is uplifted. The project will correct the uplifted section of
Tustin Ranch Road south of Portola Parkway. In addition, El Camino Real from Newport Avenue to
First Street, and First Street from State Route 55 to Newport Avenue, which have been deferred
from previous projects due to other construction activities, will be resurfaced as part of this year's
maintenance program.
The FY 2002-2003 Annual Sidewalk, Curb and Gutter Repair Project consists of removal and
replacement of sidewalk, curb and gutter, and drive aprons to correct tripping hazards at
approximately 120 locations throughout the City. Some of the areas identified for sidewalk
replacement have been reconstructed during the last 5 years due to recurring damage from roots of
adjacent parkway trees uplifting the sidewalk. With the aid of a consultant Arborist, the Engineering
Division has conducted a survey and evaluated locations where tree roots are causing sidewalk
damage. Some of the trees will be removed with the FY 2002-2003 project. These trees will be
replaced either in kind or with a species more suitable to the parkway area available. The City's Tree
Maintenance contractor will perform the tree removals and replacements as managed by the Field
Services Division. The Annual Sidewalk, Curb and Gutter Repair project for FY 2002-2003 will fund
the tree removals and replacements.
The other major function of the Annual Sidewalk, Curb and Gutter Repair project is to provide a means
for addressing improvements throughout the City to comply with the ADA. These locations are
typically requested by citizens and/or are identified by City staff to provide for completion of missing
segments of sidewalk and curb ramps to improve disabled/pedestrian access.
Since both the Annual Major Maintenance Project FY 2002-2003 (CIP No. 7001) and the Annual
Sidewalk and Curb & Gutter Repair Project FY 2002-2003 (Project No. 402-6235) involve the
replacement and repair of existing facilities with minor modifications, they are categorically exempt
under CEQA requirements. Notices of Exemption for both projects have been recorded with the
County of Orange.

RESOLUTION NO. 02-103
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA APPROVING PLANS AND SPECIFICATIONS FOR THE
ANNUAL MAJOR MAINTENANCE PROJECT, FY 2002-2003 (CIP NO.
7001), AND ANNUAL SIDEWALK, CURB AND GUTTER REPAIR
PROJECT, FY 2002-2003 (PROJECT NO. 402-6235), AND AUTHORIZING
ADVERTISEMENT FOR BIDS'
WHEREAS, it is the intention of the City Council of the City of Tustin,
California to contract for the construction of the Annual Major Maintenance
Project, FY 2002-2003 (CIP No. 7001), and the Annual Sidewalk, Curb and
Gutter Repair Project, FY 2002-2003 (Project No. 402-6235); and
WHEREAS, the City Engineer has presented plans and specifications for the
construction of said work; and
WHEREAS, these projects are categorically exempt from the requirements of
the California Environmental Quality Act; Class I' Existing Facilities;
NOW, THEREFORE, BE IT RESOLVED that the plans and specifications
presented by the City Engineer are hereby approved as the plans and
specifications for:
Annual Major Maintenance Project, FY 2002-2003 (CIP No. 7001), and
Annual Sidewalk, Curb and Gutter Repair Project, FY 2002-2003 (Project
No. 402-6235)
BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and
directed to advertise as required by law for the receipt of sealed bids or proposals
for the performance of the work specified in the aforesaid plans and
specifications;
PASSED AND ADOPTED at a regular meeting of the City Council of the City
of Tustin held on the 18th day of November 2002.
