WILSON, DIRECTOR, PARKS & RECREATION SERVICES SUBJECT: AWARD OF BID FOR THE FRONTIER PARK WATER PLAY ELEMENT (CIP NO. 20074) SUMMARY: The bid opening for the Frontier Park Water Play Element project was held on November 18, 2013. The Frontier Park Water Play Element was identified by the Community Services Commission as the next project to be completed on their Seven - Year Capital Improvement Project Priority List. RECOMMENDATION: 1. Staff recommends that City Council award the construction contract to International Computing Systems of Buena Park, California, in the amount of $148,500 subject to the approval of contract requirements by the City Attorney and final execution of the contract. FISCAL IMPACT: Construction of the Water Play Element at Frontier Park is included in the 2013 -2014 Capital Improvement Program as a Community Development Block Grant (CDBG) funded project. The bids received were higher than the original engineer's estimate for this project, which was $115,000, but staff has secured an additional appropriation from CDBG to fully fund this project. CORRELATION TO THE STRATEGIC PLAN: This project addresses Goal A of the City of Tustin Strategic Plan regarding Economic and Neighborhood Development. Specifically it relates to Strategy #6 in that the water play element will expand the recreational opportunities for Southwest Tustin. BACKGROUND: . For the past several years, the small concrete amphitheater at Frontier Park (1400 Mitchell Avenue) has been an under - utilized park amenity. Originally constructed to hold meetings and activities for local youth serving organizations, the amphitheater has become a location for loitering and undesirable activities. To address this issue, the idea of changing the facility to encourage healthier activities was identified. A water play element provides a fun, family - friendly option that will increase the attractiveness of the park. Similar to the water play element at Pioneer Road Park, this "splash pad" will only be turned on during the hotter summer months (June- September) each year. It will also feature an activation pad and timer that will ensure that the system only runs during the daytime when park visitors are actually using the amenity. The scope of work for this project includes the demolition and removal of the existing concrete and block wall amphitheater, construction of a concrete pad, ADA entry ramp, retaining wall, and installation of water play system, guard rail, bench seating, and landscaping. SUMMARY: Sealed bids were opened on November 18, 2013. The seven (7) bids were as follows: Contractor Bid 1. ICS International Computing Systems (Buena Park) $148,500.00 2. Fleming Environmental Inc. (Fullerton) $148,761.00 3. Micon Construction (Placentia) $162,452.00 4. Unique Performance Construction Inc. (Anaheim) $169,900.00 5. New Dynasty Construction Co. (Tustin) $176,592.00 6. Y &M Construction Inc. (Gardena) $202,697.00 7. JRH Construction Inc. (Tustin) $204,586.00 Reference checks of the contractor, review of the bid documents, and a determination that the contractor possesses a valid Contractor's License have been completed. The Risk Manager will complete a review of the required bonds and insurance certificates and the City Attorney will review the contract.
