STACK, DIRECTOR OF PUBLIC WORKS /CITY ENGINEER SUBJECT: APPROVE PLANS AND SPECIFICATIONS AND AUTHORIZE ADVERTISEMENT FOR BIDS FOR THE ARMSTRONG AVENUE AND WARNER AVENUE EXTENSION PHASE 2 STREET IMPROVEMENTS CONSTRUCTION PROJECT, CIP NOS. 70201 & 70202 SUMMARY The plans and specifications for the Armstrong Avenue and Warner Avenue Extension Phase 2 Street Improvements Construction Project, CIP Nos. 70201 & 70202 have been prepared and the project is ready to be bid. RECOMMENDATION It is recommended that the City Council adopt Resolution No. 14 -02 approving the plans and specifications for the Armstrong Avenue and Warner Avenue Extension Phase 2 Street Improvements Construction Project, CIP Nos. 70201 & 70202 , and authorize the City Clerk to advertise to receive bids. FISCAL IMPACT Sufficient funds have been budgeted and appropriated in this Fiscal Year 2013 -2014 Capital Improvement Program for the project in the Armstrong Avenue Extension Project (CIP No. 70201) and Warner Avenue Extension Project (CIP No. 70202). The engineer's estimate for the project is $13,000,000. The project is funded through a combination of sources that includes Measure M2 Regional Capacity Program (RCP) - Project O, Santa Ana - Tustin Transportation System Improvement Authority (TSIA), Legacy Land Proceeds and Backbone Infrastructure Fees and Irvine Ranch Water District (IRWD). Specifically, the project implementation of Strategy 1, which among other items, is to develop critical phases of Tustin Legacy. DISCUSSION AND BACKGROUND The construction effort for the entire Armstrong Avenue from Warner Avenue to Barranca Parkway and Warner Avenue from Red Hill Avenue to Tustin Ranch Road is segregated into two phases. Project phasing also allows the bifurcation of dewatering costs associated with the storm drain installation versus those costs associated with recycled water line installation which will be an IRWD reimbursable expense. Phase 1 of this project consists of clearing and grubbing, mass grading and storm drain construction. That phase of the construction was awarded to Sukut Construction on July 24, 2013 and is well underway. Phase 2 will complete construction of the remaining underground utility work, roadway improvements and landscape improvements, including Red Hill Avenue and Warner Avenue intersection modifications. I .................... 01/07/2014 .. ............................... 01/30/2014 .. ............................... 02/06/2014 .. ............................... 03/18/2014 .. ............................... 04/15/2014 .. ............................... 06/02/2014 .. ............................... 06/01/2015 SACity Council Items12014 Council Itemsb1 -07- 2014T &S for Armstrap and WamerkApprove P &S for Armstrong Avenue and Wamer Avenue Extension Project (CIP 70201 & 70202).docx ATTACHMENT 1 RESOLUTION NO. 14 -02 RESOLUTION NO. 14 -02 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA APPROVING PLANS AND SPECIFICATIONS FOR THE ARMSTRONG AVENUE (CIP NO. 70201) AND WARNER AVENUE (CIP NO. 70202) EXTENSION PHASE 2 STREET IMPROVEMENTS CONSTRUCTION PROJECT AND AUTHORIZING ADVERTISEMENT FOR BIDS WHEREAS, it is the intention of the City Council of the City of Tustin, California to contract for the construction of street improvements within Armstrong Avenue from Warner Avenue to Barranca Parkway (CIP No. 70201) and Warner Avenue from Red Hill Avenue to Tustin Ranch Road (CIP No. 70202); and WHEREAS, the City Engineer has presented plans and specifications for the construction of said work; and That on January 16, 2001, the City of Tustin certified the Program Final Environmental Impact Statement/Environmental Impact Report (FEIS /EIR) for the reuse and disposal of MCAS Tustin. On December 6, 2004, the City Council adopted Resolution No. 04 -76 approving a Supplement to the FEIS /EIR for the extension of Tustin Ranch Road between Walnut Avenue and the future alignment of Valencia North Loop Road. On April 3, 2006, the City Council adopted Resolution No. 06 -43 approving an Addendum to the FEIS /EIR. On May 13, 2013, the City Council adopted Resolution No. 13 -32 approving the 2nd Addendum to the FEIS /EIR. The FEIS /EIR along with its Addendums and Supplement is a program EIR under the California Environmental Quality Act (CEQA). The FEIS /EIR, Addendum and Supplement considered the potential environmental impacts associated with development on the former Marine Corps Air Station, Tustin; and NOW, THEREFORE, BE IT RESOLVED that the plans and specifications presented by the City Engineer are hereby approved as the plans and specifications for: Armstrong Avenue and Warner Avenue Extension Phase 2 Street Improvements Construction Project, Project CIP Nos. 70201 & 70202; BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and directed to advertise as required by law for the receipt of sealed bids or proposals for the performance of the work specified in the aforesaid plans and specifications; PASSED AND ADOPTED at a regular meeting of the City Council of the City of Tustin held on the 7th day of January, 2014.
