CORRELATION TO THE STRATEGIC PLAN
The construction of Armstrong Avenue and Warner Avenue roadway extension contributes to
the fulfillment of the City's Strategic Plan Goal A: ,Economic and Neighborhood Development.
Specifically, the project implementation of Strategy 1, which among other items, is to develop
critical phases of Tustin Legacy.
DISCUSSION AND BACKGROUND
The construction effort for the entire Armstrong Avenue from Warner Avenue to Barranca
Parkway and Warner Avenue from Red Hill Avenue to Tustin Ranch Road is segregated into
two phases. Project phasing also allows the bifurcation of dewatering costs associated with the
storm drain installation versus those costs associated with recycled water line installation which
will be an IRWD reimbursable expense.
Phase 1 of this project consists of clearing and grubbing, mass grading and storm drain
construction. That phase of the construction was awarded to Sukut Construction on July 24,
2013 and is well underway. Phase 2 will complete construction of the remaining underground
utility work, roadway improvements and landscape improvements, including Red Hill Avenue
and Warner Avenue intersection modifications.
The tentative schedule for construction of Phase 2 of the project is as follows:
