AGENDA R LETOR T ITEM # 5 MEETING DATE: JANUARY 14, 2014 TO: PLANNING COMMISSION FROM: COMMUNITY DEVELOPMENT DEPARTMENT SUBJECT: COMMUNITY DEVELOPMENT DEPARTMENT 2013 YEAR IN REVIEW RECOM MEzNDATDON- That the Planning Commission receive and file the report. DISCUSSION: Throughout the year, staff provides the Planning Commission with a status of projects that the Planning Commission, Zoning Administrator, or Community Development Director approved; major improvement projects; and other items of interest. The Community Development Department's 2013 Year in Review summarizes the Community Development Department's activity throughout 2013 including discretionary permits processed and approved (i.e. Conditional Use Permits, Design Reviews, Subdivision Maps, etc.), major accomplishments for various functional areas within the Department, Code Enforcement activities, and Building Division activities. This year, the Department intends to share a copy of the "Community Development 2013 Year in Review" with those individuals and businesses that are included in the contents of the summary pages. The Planning Division received over 30 new entitlement projects, and the Building Division saw its permit activity increase and valuations double from the previous year. Many development projects were completed this year, ranging from new office spaces, retail development, hotels, and homes. This report contains the Community Development Department's Year in Review for 2013. The contents of this report include: Status updates on current planning activities, development in the Tustin Legacy area, Zoning Administrator actions, amendments adopted, and new businesses which have opened this year; Advanced planning efforts and various special projects, including the management of the Community Development Block Grant program and workshops held for the community and Planning Commission; The Planning Division Activity Summary which provides a snapshot of the Planning Division's activity by the numbers; Code Enforcement activities throughout the year including the abatement of graffiti; b Building Division accomplishments including construction activity, plan checks, permits, and inspections; The Building Division Activity Summary which provides a look at valuations and activity of the Building Division by the numbers. Community Development Department Year in Review 2013 Current Planning The Community Development Department's Current Planning efforts include new permitting and construction activities throughout the City which were approved by the Planning Commission, City Council, or Zoning Administrator. Also included are developments specific to the Tustin Legacy area, the Market Place, the District, and Old Town Tustin. City -wide amendments which went into effect in 2013 are additionally discussed. Mixed -Use Hotel Project (15181 and 15011 Newport Avenue): In 2012 the Planning Commission approved the request for a Marriott Residence Inn and a Fairfield Inn and Suites and associated retail /restaurant spaces within the Pacific Center Fast Specific Plan area. The two hotels were completed this year and the grand opening and ribbon cutting event occurred in August of 2013. Tenants occupying the retail spaces include: Starbucks, FedFx, Subway, and Flame Broiler. A full- service restaurant is anticipated to open on the site in the near future. Fairfield Inn and Suites s Retail spaces at the r:. Community Development Department Year in Review 2013 Kaiser Permanente (2521 Michelle Drive): Kaiser Permanente acquired property in the Irvine Industrial complex, and proceeded to convert the existing industrial building into medical offices. A temporary certificate of occupancy has been issued, and a grand opening event is anticipated to be held in early 2014. It is projected that the new facility will employ approximately 150 individuals. 3ycka CrossFit (14332 Chambers): The Planning Commission approved a request for a new gym to open in an existing tenant space. This gym is now open for business. Residential Remodel (17482 Parker Drive): A Variance request was approved to allow for the construction of a 434 square foot ground -floor addition to be used as a fifth bedroom while maintaining the existing two -car garage. The variance was requested to allow the applicant to reduce the required number of garage spaces from a three -car garage to the existing two -car garage. While variances are typically discouraged, the variance was supported in this instance to provide for reasonable accommodation and access for the elderly. Construction is currently in progress for this project. Granada Plaza 117291 Irvine Boulevard): Reconstruction of this burned -down two - story office building was completed in the beginning of the year with a grand opening to tenants in January 2013. CrossFit Tustin (2682 Walnut Avenue): CrossFit Tustin was granted approval in April 2013 to move from Jamboree Plaza to a larger location to accommodate their growing business. CrossFit Tustin has completed their move and is open for business. St. Paul Cop -Tic Church 13002 Dow Avenue X140): In February 2013 the Planning Commission approved the establishment of a church within an existing tenant space. The church is now open. Master Sign Plan Amendment (The Market Place): The Planning Commission approved a request to amend the Master Sign Plan for the Market Place. The amendments Included changes to current signage as well as new types of signage. Granada Plaza Exterior Granada Plaza Interior Community Development Department Year in Review 2013 Veriaon Wireless Telecommunications munications Facility (15001 Red Hill Avenue): An application was administratively approved for a Design Review authorizing the installation of a roof - mounted, minor wireless telecommunications facility for Verizon Wireless. Kiddle Academy (Daycare (14501 Newport Avenue): In December 2012, the Planning Commission approved a request to demolish an existing building and tennis courts, and construct a new child -care facility. In 2013 the project was completed, and the daycare opened for business in October. Vintage Laxly (434 El Camino Real): In 2013, permits were issued to rebuild the burned retail building. The project will restore the building while maintaining historic fagade. The project is currently under construction. Subdivision of Office Complex (15621, 15041, M 15661 Red Gill Avenue): In June 2013, the Planning Commission approved a request to subdivide Centurion Plaza - Lady into three individual parcels and establish joint parking at the site. Development Department anticipates the submittal of the final map during 2014. The Community Wilcox Manor (310 South Pasadena Avenue): On August 20, 2013, the City Council approved request to authorize a maximum of 24 paid or charitable events per year at Wilcox Manor. At this time, additional restrooms are under construction to accommodate guests attending the events. It is anticipated that public events will begin in the first quarter of 2014. Wilcox Manor (front and back. Community Development Department Year in Review 2013 Mixed -Use Development (195 El Camino Veal): Although this mixed - use development project was approved in 2012, in 2013 significant progress was made in construction of this new building. ; The building is proposed to consist of offices, a jewelry shop, and a coffee shop. 6 Residential Remodel (675 !Nest Third Street): The Planning Commission approved a Design Review for the remodel of the subject property in December 2013. The approval included the construction a new two -car garage and a remodel of the existing single family residence for code compliance. The remodel is currently under construction. Goodwill Industries of Orange County (502 E. first Street): A new Goodwill Threads Boutique focusing on high fashion and eco -chic decorating items was approved in 2012, and had its grand opening in May of 2013. General Plan Conformity (Myford Road & Army Reserve Center): Two General Plan Conformity Determinations were approved by the Planning Commission in 2013. The first was a determination that the location, purpose, and extent of the proposed acquisition of the future extension of Myford Road and adjacent land is in conformance with the Tustin General Plan. The second was a determination that the location, purpose, and extent of the proposed disposition of an approximately 15 acre site to accommodate the relocation of the Army Reserve Center was in conformance with the Tustin General Plan. (Pawnbroker Office (17772 E. 171h Street): In December 2013, a request was recently approved by the Planning Commission to allow for the operation of a pawnbroker office within an existing office suite. This office is now open for business. AT &T Utility Cabinets (Various Locations Citywide): In 2013 AT&T brought forward a request for the installation of 25 aboveground utility cabinets in, or adjacent to, the public right -of -way in various locations throughout Tustin to house and operate lightspeed equipment for U -Verse service. This item was continued by the Planning Commission and is anticipated to be brought forward to the Commission again on January 2g, 201It. Community Development Department Year in Review 2013 Tustin Development in Tustin Legacy has significantly progressed in 2013 with new construction projects, along with the completion of the Tustin Ranch Road Extension by the Public Works Department. Current Planning updates specific to the Tustin Legacy area include: Regency Commercial Development (Legacy Disposition Package 1C): Regency Centers has been selected for the commercial development of Legacy Disposition Parcel 1C. Staff continues to work with Regency Centers and is anticipating the commencement of their development in 2014. Legacy Villas Apartments ° now knwnn as Amalfi: (Legacy Disposition Parcel 2A)e The Legacy Villas Apartment Development by the Irvine Company underwent plan check, and began grading work at their site in the year 2013. They have been issued Building permits for the construction of 533 residential apartment units. t � x St. Anton Partners Apartment Development (Legacy Disposition Parcel j,A- N, The St. Anton Partners Apartment Development project underwent plan check, and continues grading at their site. They have additionally been issued building permits to begin construction of 225 affordable multifamily residential apartments, and have already begun foundation work at the site. r, • St. Anton Partners Apartment Development Community Development Department Year in Review 2013 Standard Pacific Residential Development Sheldon, Crawford, GreenlRlood, and Stafford Communities (Legacy Disposition Parcels 1B & 6): Standard Pacific has been selected to develop a new residential community consisting of 375 homes at Legacy Disposition Parcels 113 & 6. On e' December 10, 2013, the Planning Commission recommended approval of this item to the City Council. The City Council will consider this item on January 21, 2014. Sheldon at Tustin r,- South Orange County Community College District (SOCCCD) (Neighborhood A): The SOCCCD proposed an amendment to the MCAS Tustin Specific Plan to add private uses to the Educational Village in Neighborhood A, and land exchanges with the City to allow for a contiguous campus site. This item was considered by the Planning Commission, and approved by the City Council in 2013. Since that time, the land exchanges have been completed, and the SOCCCD has completed demolition and is commencing with grading at the site. OCifA Station 07 (Edinger/Kensington Park Drive): The relocation of OCFA Station X37 to the corner of Edinger and Kensington Park Drive had its groundbreaking ceremony in the beginning of 2013, and continues to progress on schedule with completion of the project anticipated for February of 2014. pop- OCFA Station #37 Community Development Department Year in Review 2013 Columbus Square. In 2013 construction was completed at the Columbus Square community. The following updates are related to each development: Mirabella: The development of 60 attached townhomes at the Mirabella site has been completed and the townhomes are fully occupied. Augusta (formerly Astoria): The development of 64 detached single family homes has been completed and the homes are fully occupied. Tustin Ranch Road Extension: Although the extension of Tustin Ranch Road is a project initiated by the Public Works Department, the completion of this road has provided the infrastructure to pave the way for many new Community Development Department projects. The entire City of Tustin celebrated the completion of the 1.5 mile extension of Tustin Ranch Road with a grand opening and ribbon cutting event on November 23, 2013. Zoning Administrator Actions Future Academy (1442 Irvine [boulevard #208): The Zoning Administrator approved a request to establish a tutoring facility within an existing 1,116 square foot tenant space. No tenant improvements were required, and Future Academy is now open for business. Catalyst Insurance (694 FI Camino Real): A request to establish and operate an insurance office located within FI Camino Plaza was approved. The office is now open for business. CSI Clabanero Mexican Food (17292 McFadden Avenue): The Zoning Administrator approved a request to authorize on- site beer and wine sales in conjunction with the I_I Habanero Restaurant. Recycling Center (1022- 1112 Walnut Avenue Ot 1451014520 Newport Avenue): In May of 2012, the Zoning Administrator approved a request to establish and operate a recycling facility (bulk vending machine) in conjunction with the existing R -Ranch Market located in Park Banc: Plaza. The recycling center was completed in 2013 and is now open to meet the community's recycling needs. M� Community Development Department Year in Review 2013 Schools First Credit Union (1200 Edinger Avenue): In January 2013 a Minor Adjustment was approved to increase the maximum height of a block wall on the south east side of the property by 20 percent and to reduce the front /street side setback by 10 percent. Construction for this project is complete. Young's Market Office Parking (144 02 Franklin Avenue): The zoning Administrator approved a request by Young's Market to reduce the number of required off - street parking spaces by 10 percent to accommodate additional offices within the existing building. Tenant improvements at the site are complete. Residential Remodel (436 W. 6th Street): Approval was granted for the applicant to add a new detached two -car garage, convert the existing single -car garage to a bedroom, and establish a detached guest quarters with no cooking facilities. Pivot's Palette (2479 Park Avenue): A request was approved for Pivot's Pallet to open a commercial recreational facility providing art classes, and additionally allow alcoholic beverage sales of beer and wine for on -site consumption within an existing tenant space in the District. This business is preparing to open soon. Residential Reconstruction (230 S. Prospect Avenue): The residence at 230 S. Prospect Avenue was damaged by a fire. The zoning Administrator approved a request to partially demolish the fire - damaged areas of the residence and reconstruct the existing structure. The zoning Administrator also approved the demolition and reconstruction of a detached single -car garage. This project is currently undergoing plan check. P;nr Adult Daycare (111 Fashion Lane): A request was approved to establish and operate an adult daycare facility utilizing joint -use parking within an existing tenant space. T reehaven Plaza Parking (17601 17th Street): A request was approved for the reduction of required of- street parking through joint use parking to accommodate additional medical uses with the existing building. Permits for tenant improvements have been issued. Community Development Department Year in Review 2013 Orangetheory Fitness (2865 El Camino Real): The Zoning Administrator approved a request to establish and operate a fitness center within an existing tenant space in the Market Place. Orangetheory Fitness is now open for business. Crunch Fitness (520 E. V Street): The Zoning Administrator approved a request on December 16th, 2023, for Crunch Fitness to establish and operate a fitness center within an existing tenant space at Larwin Square. Residential Remodel (175 N. C Street): A request was approved for authorization to decrease the required parking at the property by one garage space; and, approval to reconstruct the rear of the residence including the kitchen, master bedroom and bath, and adding a new 2nd story with two bedrooms and one bathroom. Permits have been issued for this project. This Year in the Market Piace... t° Bonefish Grill (3040 El Camino Real); This 1�,,. ' 4 restaurant specializes in fresh and unique fish from around the globe. A grand opening event was held ,t for the restaurant in November 2013. f Which Wich Superior Sandwiches (2041 El Camino Real): A new sandwich shop has opened which offers a variety of customization options to make your sandwich just the way you like it. Community Development Department Year in Review 2013 Charming Charlie (2891 El Camino ;deal): This new women's fashion accessory store is now open for business. Jaz T ime Time Pieces (2875 El Camino Real): This watch store specializes in buying, selling, trading, and repairing watches. They relocated to a new space in the Market Place and are now open for business. See's Candies (2865 El Camino Real): A new See's Candies store has now opened for business. This happens to be the largest See's outlet in the country. Sheep [Dogs (2510 El Camino heal): This store featuring sheep skin footwear is now open in the Market Place. Party City (2826 El Camino Real): Party City relocated from the Irvine Market Place to the Tustin Market Place and underwent tenant improvements which included a facade remodel Jennifer Convertibles (2866 FI Camino Real): A new furniture store specializing in the retail sale of sofas, sofa beds and companion pieces, *� loveseats, chairs, recliners, and bedroom and dining room sets is now open for business. Mixu Sushi [far and Grill (2881 El Camino Real): A new sushi and Korean 1313Q restaurant offering Asian fusion food began tenant improvements in sheep noL. 2013 and is anticipated to open for business in early 2014. Edward's Theater (2061 El Camino Real): Edwards Theater is currently in plan check for tenant improvements for new management offices within the theater. Jared Jewelers (3017 El Camino Real): A new building will be constructed for a Jared Jeweler store in the Market Place. Plans for the new building are currently in plan check. This ieur ir; the District... F Aki -Home (2857 Park Avenue): This new Japanese home -goods store is now open for business and held its grand opening in October 2013. I► Fashion Camp (2477 Park Avenue): A new skill -based learning camp focusing on fashion design including sketching, draping, creating, and sewing has opened in the District. Camps, classes, and workshops are offered to kids, teens and adults, including private parties, birthdays, or other special events. AKi Community Development Department Year in Review 2013 Cloud 0 Mattress (2441 Park Avenue): This new store features mattresses, beds, massage chairs, pillows and more. Union Market (2403 Park Avenue): A new marketplace -type store featuring independent gourmet food, fashion, and lifestyle businesses will be opening in the District in the former Borders location. Tenant improvements for both the interior and exterior of the building are in plan check. Costco Gas (2437): Costco gas is in the process of expanding their station to include three additional pump islands providing six new dispensers total. Plans for this expansion are Logo for the new Union Market currently in plan check. This Year in Old Town... 1 Elegant Hive — Distinctive Flowers and Gifts (401 El - ;l - Camino Real): This new business opened its doors in April of 2013. DIfTINCTIVr .�GIRTf Elegant Hive is a boutique -style shopr " selling flowers, home decor, jewelry, and s +her gifts. c Salon Avant Garde (170 N Camino Real): This business is part of a larger mixed -use building project. In 2013, construction was completed for this new beauty salon on the ground floor of the existing mixed -use building. India Snacks and Groceries (725 El Camino Real): A new full- service grocery store and market has opened in May of 2013, featuring an array of frozen foods, fresh produce, dairy products, ready to eat foods, beer and wine, sweets and snacks, and more. Rasoi Curry Point Inc. (678 El Camino Real): This new Indian Cuisine restaurant offers dine -in /carry -out or delivery service locally. Community Development Department Year in Review 2013 The Black Marlin (550 El Camino Real): A new restaurant has opened in the Tustin Garage building featuring seafood, steaks, and regional 1313Q.. 436 Jamestown Collective (486 N Camino Real): A new vintage clothing and apparel store has opened in Jamestown Plaza. Other Items of Interest in Tustin CN [:INNER`- The Black Marlin TUSTIN GARAGE r Monster Sushi (13832 Red Hill Avenue): A new sushi restaurant is now open in Red Hill Plaza. Koki's Teppanyaki Grille (1061 E. Main Street): This restaurant has completed tenant improvements expanding into an adjacent suite. .1 1 Patriot Credit Union (1541 17th Street): A new Patriot Credit Union is close to the completion of their tenant improvements and will be opening in the near future. 1 LabCorp Offices (17772 17th Street): LabCorp has been issued permits to begin tenant improvements to both the interior and exterior of their office building. MM Community Development Department Year in Review 2013 'ode Amendments Zoning Code Update (Code Amendment 2013 -001): In 2013, the City Council adopted a new Zoning Code update which incorporated various text amendments into Articles 4 and 9 of the Tustin City Code. Generally, the Code Amendment: consolidated the site development standards in table format; provided updated terminology, definitions, and standards to reflect changes with California State Law; codified and incorporated uses that are commonly established; included graphics and figures where appropriate; and, clarified duties of the Zoning Administrator for consistency with Council policy and provisions. Subdivision Ordinance (Code Amendment 2013 -002): This code amendment involved an update to the Subdivision Code found in Article 9, Chapter 3, of the Tustin City Code. The adopted amendments were the first comprehensive updates to the Subdivision Code since 1981, and were a part of the Community Development Department's continuing effort to implement City Council policy direction by making government processes and procedures more streamlined. Due to the approval of the streamlined Subdivision Code, five projects have been expedited and have thereby benefited from the new Code. This revision to the Subdivision Code has saved these applicants on average four to six months in development processing. Hearing Officer Guidelines (Code Amendment 2013 -0031: The update to the Clearing Officer guidelines amended Articles 1 and 8 of the Tustin City Code. The code amendment: established Hearing Officer guidelines that are consistent with State Law; implemented a penalty fee for non - payment of citations; updated definitions and procedures; and, incorporated a fixed amount for compensation with a maximum overall amount per hearing to Hearing Officers. Generai Pion Amendments South Orange County Community College District (General Plan Amendment 2013 -01): This General Plan Amendment was part of a larger application package submitted by the South Orange County Community College District, and discussed within the Tustin Legacy section of this report (see page 8). The General Plan Amendment specifically added a new street (Bell Avenue) to service adjacent users. Community Development Department Year in Review 2013 (Housing E- lement Update (General Plan Amendment 2013 -02): On October 1, 2013, the City Council adopted the City of Tustin's Housing Element. The Housing Element of Tustin's General Plan sets forth the City's strategy to preserve and enhance the community's character, expand housing opportunities for the City's various economic segments, and provide policy guidance for local decision making related to housing. The City has received correspondence from the State Department of Housing and Community Development stating that Tustin's Housing Element has been certified for the next eight years. Housing Element TUSTIN GENERAL PLAN Odober 1, 21113 .ldopled by Resolution No. 1386 South Grange County Community College District (Specific Plan Amendment 201301): This Specific Plan Amendment was part of a larger application package submitted by the South Orange County Community College District, and discussed within the Tustin Legacy section of this report (see page 8). The Specific Plan Amendment within the application incorporated text allowing private for - profit noneducational uses within the educational village (Neighborhood A) of the MCAS Tustin Specific Plan. Standard Pacific Residential Development (Specific Plan Amendment 2013 -02): This Specific Plan Amendment was part of a larger application package submitted by Standard Pacific and discussed within the Tustin Legacy section of this report (see page 8). The Specific Plan Amendment within the application requests that an amendment be made to the MCAS Tustin Specific Plan to allow guest parking to be provided on private local streets. The City Council is yet to consider this item on January 21, 2014. _- w W r v° . .. v + I; — •_ . .. % M Conceptualization of Standard Pacific's Focal Park Community Development Department Year in Review 2013 Pluming and Special Project Commercial Design Guidelines: This document is currently being drafted by staff, and a status report on the document was provided at the Planning Commission's December 10, 2013 meeting. The Commercial Design Guidelines serve as a guide to assist property owners, architects, contractors, and other � _ . design professionals in understanding the City s goals for the preservation of historically significant , buildings and Cultural Resources District neighborhoods. A draft Commercial Design Guidelines document is anticipated Community Development -� to be brought before the City of Tustin Planning Commission for their review and comments in early 2014. Old Town Master Plan: As part of the City of Tustin's goal to promote economic development and vitality throughout the City. A draft bequest for Proposal (RFP) for consultant services to assist with the implementation of the Old Town Master Plan is currently being prepared. The goal of the Old Town Master Plan would be to develop a document that would facilitate a greater understanding and "sense of place" for the traditional center of Tustin, define strategies to enhance Old Town, create a pedestrian oriented conYirnunity, revitalize the City's commercial core, protect community resources, improve connecting and access roads, and attract new businesses. Certified Local Government Annual Report: This report summarizes the City's historic preservation efforts and describes how the City met all of the minimum requirements of the Certified Local Government program during the 2012/2013 reporting period. This annual report was transmitted to the State Office of Historic Preservation in December of 2013. The presentation included: an introduction on prioritizing development and revisiting the plan for the area; laying the foundation for existing development; and, development of the remaining neighborhoods. A few of the new vision concepts which were discussed included: the new circulation plan with the incorporation of connectivity and parks in the area; the implementation of transit oriented development; a new senior community, entertainment district, and business park "green rooms;" and, developing a unique identity and sense of place for the Tustin Legacy Area. American Planning Association (APA) Awards: On May 8, 2013, the Community Development Department received three APA Awards for significant planning accomplishments. B Street Commendation Nomination and Historic Register: The City's Commendation Program recognizes an Old Town property of outstanding merit as often as every calendar quarter. In 2013, the property at 138 North R Street was nominated for a commendation as well nominated to participate in the Historic Register Plaque Program. At the City Council's meeting of October 15th, 2013, the property owners were commended and provided with a plaque stating "Primrose House" and "1922" as the most appropriate historical name and date of construction of the property. 138 j I ■ General Plan Annual Report: This progress report to the City Council given on March 5, 2013, provides an update on the status of the City's General Plan and the progress on its implementation, including the progress in meeting the share of regional housing needs and efforts to remove government constraints to housing development, maintenance, and improvement as required by State Law. Community Development Department Year in Review 2013 Environmental: The Community Development Department continued to review and prepare environmental documents and comments for significant projects throughout the county including: the City of Irvine Heritage Fields Revisions Second Supplemental Environmental Impact Report, John Wayne Airport Settlement Agreement Amendment Environmental Impact Report, and the John Wayne Airport Jet Fuel Pipeline Mitigation Negative Declaration which was reviewed in 2013 and will be commented on in 2014. Assembly Bill 2766 - Vehicle Subvention Fee Program: Each year the City Council authorizes the use of the City's annual disbursement of Assembly Rill 2766 funds to offset costs for state mandated vehicle emission reduction programs implemented by the City of Tustin. These workshops included: Second Residential Units: This workshop was provided twice, once as a community forum, and once to the Planning Commission. The workshops addressed the desire that has been expressed by property owners in Old Town to have and rent second residential units. The workshops provided conceptual amendments, discussed the implications of second residential units, and gathered feedback from both the public and Commission. The Planning Commission's direction to staff was for continued outreach to the public and to conduct further research on the subject. The following statistics and chart describe the Code Enforcement Division's activity for 2013: A total of 294 code cases were opened in 2013. The administrative citations program has continued to assist Code Enforcement Officers and Police Officers in resolving code violations in a timely manner. In 2013, $7,650 was collected in administrative citation fees. There are a total of 20 cases open and 13 cases closed this year. Code Enforcement Officers, Police Safety Officers, and the City's graffiti removal contractor actively responded to and removed a total of 4,176 incidents of graffiti. Approximately $176,000 was spent in 2013 on the removal of graffiti. The number of graffiti incidents reported each month for the past three fiscal years as well as this current fiscal year, can be seen in the chart below. This represents a 10 percent increase in large trash items removed compared to last year. The NI T F has also identified three main project areas in which the needs of the area are assessed, outreach is conducted, and improvements are made. The three areas include Mitchell Avenue, Estero Circle /Andrews Street, and Altadena Drive /Bliss Lane. In 2013 progress was made on the Mitchell Avenue and Estero /Andrews projects. The outreach that was conducted included: the Substation for a Day event, a town hall meeting, Neighborhood Watch groups, crime impact, crime statistics survey, and crime free multi - housing. The improvements that were made included: upgrading street lighting, street tree trimming /removal of trees blocking lights /replanting (if necessary), sidewalk repair, street slurry, painting red curbs, code enforcement for property maintenance issues and large trash pick -up, and implementation of crime -free multi - housing. The next upcoming project area will be the Altadena /Bliss area which will begin in 2014. The photos below display the street slurry project that was completed on Mitchell Avenue in 2013. After Community Development Department Year in Review 2013 Building DiO71or The Building Division is responsible for the acceptance, review, and approval of all applications for building, electrical, mechanical, plumbing and grading permits, and for performing all required inspections during construction. The Building Division actively and cooperatively coordinates with the Orange County Fire Authority, various utility companies, and other -i regulatory agencies such as the State Department of Health Services, Orange County Health Care Agency, the Public 77W Works Department, and the Regional Water Quality Control Board to ensure storm water runoff is well controlled during construction. The following are the ' major accomplishments and highlights from the Building Division in 2013: f Construction Activities: In 2013, the Building Division saw a continued increase in construction activities associated with the regional recovery from the recent economic recession. Building permit activity has risen by 17 percent from the previous calendar year, while construction valuation has doubled from the previous calendar year. This increase in permit activity and construction valuation is primarily the result of permitting the 533 apartment units by the Irvine Company, and 225 apartment units by St. Anton Partners. Construction of major residential projects includes: I. Plan check has been expedited to be completed and returned to the applicant within 10 working days (1st submittal), and 5 working days for subsequent submittals. In addition, the Building Division has initiated expedited plan check services ensuring a 2 -3 day plan check upon request. Errnergencil Response: Building Division staff continued to support the Police Department and OCFA's emergency responses when fires or vehicular collisions involve a structure. These activities included after -hour responses on weekends and evenings. Through November of 2013, the Building Division staff responded to 16 auto - structure collisions, structural fires, and structural or other damages due to high wind. Building Code Update: The Building Division completed its triennial, State - required adoption and amendments to the California Building Standards Codes (2013) that were approved by the City Council in November of 2013. Approved revisions and State - required findings were forwarded to the State's Building Standards Commission as required. b Community Development Department Year in Review 2013 Storm -Water Inspections: Building Inspectors continued to be responsible for ensuring storm water runoff control is maintained at construction sites. This includes the inspection of construction sites prior to the beginning of the rainy season to ensure that approved preventative measures are in place, and that they are effective. Following a storm, inspectors reinspect the site to ensure that the preventative measures were effective, and that uncontrolled runoff or mud is not allowed to leave the site. Business Licenses & Design Reviews: Building Division staff review business license applications to ensure that the new or proposed change of use of buildings are acceptable for their intended uses. Staff also participates in the Department's Design Review process and provides proactive input to ensure proposed development complies with City - adopted building Codes and other regulations. This effort also involves coordinating with OCFA on occupancies regulated by the Fire Code. Code Enforcement: Building Division staff members are often called upon to assist Code Enforcement officers on investigation and enforcement of construction - related cases.
