SUBJECT: GRANT APPLICATION FOR HOUSING RELATED PARKS PROGRAM
SUMMARY:
The State Department of Housing and Community Development (HCD) recently
announced the availability of $25 million in grant funds that may be used by eligible
local governments to fund park - related capital asset projects though the Housing -
Related Parks (HRP) Program. The HRP Program, funded by Proposition IC, provides
grant funds based on the number of bedrooms in qualifying affordable housing units
permitted between January 1, 2010, and June 30, 2013.
The grant funds are required to be used for the costs of park and recreation facility
creation, development, or rehabilitation, including the acquisition of land and the
construction, rehabilitation, and acquisition of park equipment and physical property.
Staff recommends that the estimated grant funds of up to $259,800 be allocated to
proposed improvements at Frontier Park.
One of the requirements of the HRP Program is a resolution from the City Council,
authorizing the submittal of the application to HCD and the execution of an agreement with
the State of California to secure the grant from HCD.
RECOMMENDATION:
Adopt Resolution No. 14 -11, authorizing the submittal of a grant application for the
Housing - Related Parks Program to HCD, and the execution of an agreement with the
State of California to secure the grant from HCD if the application is approved.
FISCAL IMPACT:
The City of Tustin is eligible to receive up to $259,800 to fund park - related capital asset
projects through the Housing - Related Parks Program in this funding cycle. There is no
requirement for local matching funds or in -kind services. The fiscal impact related. to the
administration of the grant funds is insignificant.

CORRELATION TO THE STRATEGIC PLAN:
The submittal of a grant application for the HRP Program supports Goal B (Public
Safety and Protection of Assets) by providing funding related to capital improvement
planning to ensure continuous maintenance and improvement of park facilities.
BACKGROUND:
The State Department of Housing and Community Development (HCD) recently
announced the availability of $25 million in grant funds that may be used by eligible
local governments to fund park - related capital asset projects though the HRP Program.
To be eligible for the HRP Program, local governments must have a housing element
that has been determined by HCD to comply with State Housing Element law and must
have submitted the required General Plan Annual Progress Reports to HCD for the
applicable program years. The City of Tustin has satisfied both of these requirements
by receiving certification of its Housing Element on November 6, 2013, and by
submitting Annual Progress Reports on March 17, 2010, March 21, 2011, March 21,
2012, and March 12, 2013.
The HRP Program, funded by Proposition IC, provides grant funds based on the
number of bedrooms in qualifying affordable housing units permitted between January
1, 2010, and June 30, 2013. Eligible applicants may receive between $500 and $2,200
per bedroom for qualifying low- income housing units, and between $750 and $2,725 per
bedroom for qualifying very low- income housing units, depending on the number of
applicable bonus awards. Grant funds are not awarded for moderate - income housing
units. Bonus awards are provided for,newly constructed units, extremely low- income
units, infill projects, disadvantaged and park- deficient communities, parks that support
infill development, and Regional Housing Needs Allocation achievement.
It is estimated that the City of Tustin is eligible to receive up to $259,800 in grant funds.
All of the qualifying affordable housing units for this funding cycle are located within
Coventry Court at Columbus Square in Tustin Legacy. There are 36 one - bedroom very
low- income housing units, 44 one - bedroom low- income housing units, and 17 two -
bedroom low- income housing units at Coventry Court. Other affordable housing units in
Tustin Legacy or citywide were either permitted before 2010 or after June 30, 2013.
The City of Tustin would be eligible for future funding cycles of the HRP Program, if
such funding is made available, based on the qualifying affordable housing units that
were permitted at Tustin Legacy in the third and fourth quarters of 2013, and for future
low and very low- income housing units.
The grant funds are required to be used for the costs of park and recreation facility
creation, development, or rehabilitation, including the acquisition of land and the
construction, rehabilitation, and acquisition of equipment and physical property.

Infrastructure and other improvements that support these facilities are also eligible for
funding. However, park projects do not need to be related to the affordable housing
units on which the grant is based. Funds must be requested by April 30, 2016, and fully
expended by June 30, 2016.
If funding is secured, it is proposed that the funds be used for improvements at Frontier
Park, such as sprayground recycled water equipment, replacement play equipment,
and /or the construction, acquisition, rehabilitation, or major maintenance of other park
equipment or assets.
One of the requirements of the HRP Program is a resolution from the City Council,
authorizing the submittal of the application to HCD and the execution of an agreement with
the State of California to secure the grant from HCD. The Community Development
Department requests Council authorization for participation in the HRP Program.

RESOLUTION NO. 14 -11
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
TUSTIN, CALIFORNIA, AUTHORIZING THE SUBMITTAL OF AN
APPLICATION FOR THE HOUSING RELATED PARKS
PROGRAM TO THE STATE DEPARTMENT OF HOUSING AND
COMMUNITY DEVELOPMENT
The City Council of the City of Tustin does hereby resolve as follows:
The City Council finds and determines as follows:
A. That the State Department of Housing and Community Development
(HCD) issued a Notice of Funding Availability dated October 2, 2013
(NOFA), under its Housing - Related Parks (HRP) Program.
B. That the City of Tustin desires to apply for a HRP Program grant and
submit the 2013 Designated Program Year Application Package released
by the Department for the HRP Program.
C. That the City of Tustin has satisfied the eligibility requirements of the HRP
Program by receiving certification of its Housing Element on November 6,
2013, and by submitting General Plan Annual Progress Reports on March
17, 2010, March 21, 2011, March 21, 2012, and March 12, 2013.
D. That HCD is authorized to approve funding allocations for the HRP
Program, subject to the terms and conditions of the NOFA, Program
Guidelines, Application Package, and Standard Agreement.
E. That the grant funds would be used to fund capital projects at Frontier Park
located at 1400 Mitchell Avenue. Frontier Park serves a Disadvantaged
Community and is located in an area that qualifies as a Park - Deficient
Community.
II. The City of Tustin is hereby authorized and directed to apply for and submit to
HCD the HRP Program Application Package released October 2013 for the 2013
Designated Program Year. If the application is approved, the City of Tustin is
hereby authorized and directed to enter into, execute, and deliver a State of
California Standard Agreement (Standard Agreement), and any and all other
documents required or deemed necessary or appropriate to secure the HRP
Program Grant from HCD, and all amendments thereto (collectively, the "HRP
Grant Documents ").
III. The City of Tustin shall be subject to the terms and conditions as specified in the
Standard Agreement. Funds are to be used for allowable capital asset project
expenditures to be identified in the Standard Agreement. The application in full is
incorporated as part of the Standard Agreement. Any and all activities funded,

information provided, and timelines represented in the application are
enforceable through the Standard Agreement. The City of Tustin hereby agrees
to use the funds for eligible capital asset(s) in the manner presented in the
application as approved by HCD and in accordance with the NOFA and Program
Guidelines and Application Package.
IV. The City Council authorizes the Director of Community Development to execute
in the name of the City of Tustin the HRP Program Application Package and the
HRP Grant Documents as required by HCD for participation in the HRP Program.

on the 21St day of January, 2014.
