Exchange Overview
• For many years the City and the Army discussed possibilities for the
relocation of the existing Tustin Army Reserve Center to other
properties in the region.
• Discussions regarding a new site at Tustin Legacy commenced in
December 2012 upon the City's request for consideration of
another site at Tustin Legacy.
• The Army found the new site more desirable to their existing site
given its location, access, proximity to similar uses, and vacant
condition.
• City and Army executed a Letter Agreement and Term Sheet in
August 2013, outlining key terms and conditions for negotiating an
Exchange Agreement.
• An exchange agreement has been successfully drafted for the
relocation of the existing Tustin Army Reserve Center.

Exchange Overview
• SUMMARY:
o City of Tustin and the United States Army propose to complete
a no -cost exchange for approximately 15 acres at Tustin
Legacy.
o Army will construct a new Reserve Center at Tustin Legacy prior
to vacating the existing facility.
o City to lease -back existing facility to Army during construction.
o City to begin developing a plan for disposition and
development of the existing Reserve Center site.

the use of, The District (enhance parking and circulation).
• At No Cost in Years 1 through 3
• Market Rate Rent in years 4 and 5
City Obligations:
• Complete Warner Avenue and Utility Facilities
• Install and Maintain Streetscape
• Responsible for Existing Reserve Center Demo
Army Obligations:

Recommendation
• Adopt Resolution 14 -05, approving the Exchange Agreement by
and between the Secretary of the Army and the City of Tustin.
