APPROVAL OF PLANS AND SPECIFICATIONS AND AUTHORIZATION TO
ADVERTISE FOR BIDS - RED HILL AVENUE AND SAN JUAN STREET
TRAFFIC SIGNAL MODIFICATION / UPGRADE (CIP NO. 4062)
SUMMARY
This project provides for the modification and upgrade of existing traffic signal equipment at Red
Hill Avenue and San Juan Street. The project also includes the modification of curb ramps to
meet the Federal Americans with Disabilities Act (ADA) requirements. A Notice of Exemption has
been recorded with the County of Orange for this project since it is categorically exempt under
California Environmental Quality Act (CEQA) requirements.
RECOMMENDATION
It is recommended that the City Council adopt Resolution No. 02-113 approving plans and
specifications for the Red Hill Avenue and San Juan Street Traffic Signal Modification / Upgrade
(CIP No. 4062), and authorizing and directing the City Clerk to advertise for bids.
FISCAL IMPACT
This project is funded by the City's FY 2002/2003 Capital Improvement Project (ClP) budget. The
engineer's construction estimate for this project is $175,000.00.
BACKGROUND AND DISCUSSION
The original traffic signal equipment at the intersection of Red Hill Avenue and San Juan Street
was installed approximately thirty years ago. In 1989, the traffic signal controller and cabinet were
updated, and traffic detector loops and pedestrian push buttons were installed. In 1991, a
telephone interconnect was installed in order to connect the traffic signal with the City's
coordinated signal system. The intersection was rewired in 1994 to replace deteriorating wiring.
The proposed modifications to this signal will provide for additional safety lighting for intersection
illumination, new signal poles, mast arms and vehicle heads, illuminated street name signs, and
bring existing curb ramps into compliance with ADA requirements. In addition, the modifications
call for the relocation of the traffic signal controller cabinet to a more aesthetically pleasing
location and to meet current City guidelines regarding obstructions by cabinets at intersections.
Over the years there have been increasing maintenance needs at this intersection and this
upgrade is necessary due to the life expectancy of the original traffic signal equipment.
A review of the traffic conditions at the Red Hill Avenue and San Juan Street intersection was
conducted to evaluate operating conditions. An accident analysis for the last three years
determined that there were no significant traffic problems at the intersection. Staff evaluated the

need for left-turn phasing and determined that left-turn phasing is not needed at this time.
However, the traffic signal equipment upgrade includes the installation of signal poles and
foundations to accommodate future left-turn phasing.
Since this project involves the replacement and repair of existing facilities with minor
modifications, it is categorically exempt under CEQA requirements. A Notice of Exemption for this
project has been recorded with the County of Orange.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA, APPROVING PLANS AND SPECIFICATIONS FOR THE
RED HILL AVENUE AND SAN JUAN STREET TRAFFIC SIGNAL
MODIFICATION / UPGRADE (CIP No. 4062), AND AUTHORIZING
ADVERTISEMENT FOR BIDS
WHEREAS, it is the intention of the City Council of the City of Tustin,
California to contract for the construction of the Red Hill Avenue and San Juan
Street Traffic Signal Modification / Upgrade project; and
WHEREAS, the City Engineer has presented plans and specifications for
the construction of said work; and
WHEREAS, this project is categorically exempt from the requirements of
the California Environmental Quality Act: Class I' Existing Facilities;
NOW, THEREFORE, BE IT RESOLVED that the plans and specifications
presented by the City Engineer be and are hereby approved as the plans and
specifications for:
Red Hill Avenue and San Juan Street Traffic Signal Modification / Upgrade
(CIP No. 4062)
BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and
directed to advertise, as required by law, for the receipt of sealed bids or
proposals for the performance of the work specified in the aforesaid plans and
specifications;
PASSED AND ADOPTED at a regular meeting of the City Council of the
City of Tustin held on the 2nd day of December 2002.
