SUBJECT: ADOPT RESOLUTION NO. 14 -01 DESIGNATING THE CITY'S AUTHORIZED
AGENT FOR THE PURPOSE OF OBTAINING EMERGENCY MANAGEMENT
PERFORMANCE GRANT FUNDING PROVIDED BY THE FEDERAL
DEPARTMENT OF HOMELAND SECURITY THROUGH THE CALIFORNIA
OFFICE OF EMERGENCY SERVICES
SUMMARY
The California Office of Emergency Services (CalOES) requires a City resolution on file to
designate the City's representative for the 2013 Emergency Management Performance Grant.
Funds will be utilized to make various improvements to the City's Emergency Preparedness
Program.
RECOMMENDATION
It is recommended that the City Council Adopt Resolution No. 14 -01 designating the Chief of Police
as the City's authorized agent for the Emergency Management Program Grant.
FISCAL IMPACT
The City is currently eligible for a minimum of $12,104. The grant program requires a 100% match
which will be provided through the Adopted FY 2013 -2014 Police Department Operating Budget.
CORRELATION TO THE STRATEGIC PLAN
The recommendation correlates to the City's strategic plan by implementing Goal B, item number
two to provide additional emergency preparedness training for staff and create a new emergency
operations center.
BACKGROUND
The CalOES and the Orange County Sheriff's Department are requesting local agencies to apply
for the Department of Homeland Security Emergency Management Program Grant (EMPG). This
annual grant program provides funding to local agencies on a per capita basis for emergency
management staff, programs and equipment. This year the City is entitled to receive a minimum of
$12,104. Staff intends to utilize these funds to make improvements to the City's Emergency
Operations Center (EOC) in the Police Department. The improvements will include computers and
multimedia capabilities required for EOC training and response.

The CalOES requires that the grant application and other related documents must be signed by an
authorized agent designated by the City Council. Approval of this resolution will designate and
authorize the Chief of Police as the City's agent for this grant program.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
TUSTIN, CALIFORNIA, DESIGNATING THE CITY'S
AUTHORIZED AGENT FOR THE PURPOSE OF OBTAINING
EMERGENCY MANAGEMENT PROGRAM GRANT FUNDING
PROVIDED BY THE FEDERAL DEPARTMENT OF HOMELAND
SECURITY THROUGH THE CALIFORNIA OFFICE OF
EMERGENCY SERVICES
WHEREAS, The Federal Department of Homeland Security provides funding for
State and Local Emergency Planning, Preparedness and Response Programs; and
WHEREAS, The State of California Emergency Management Agency requires
local agencies to designate an agent(s) to represent the local agency in matters
pertaining to the Emergency Management Program Grant (EMPG) program; and
WHEREAS, The City of Tustin desires to participate in the 2013 Emergency
Management Program Grant program; and
WHEREAS, The Tustin Police Department is responsible for management of the
City's Emergency Preparedness programs.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Tustin
that it determines and orders as follows:
That the City Council of the City of Tustin, hereby designates and
authorizes the Chief of Police to execute for and on behalf of the City of
Tustin, a public entity established under the laws of the State of California,
any actions necessary for the purpose of obtaining federal financial
assistance provided by the Federal Department of Homeland Security and
subgranted through the State of California through the County of Orange.

Tustin, California, held on the 4th day of February, 2014.
