CELANO, JR., INTERIM CHIEF OF POLICE SUBJECT: POLICE DEPARTMENT VEHICLE PURCHASES SUMMARY Five (5) Police Department unmarked vehicles are in need of replacement. The Department has determined the need to purchase five (5) unmarked Ford Police Interceptor vehicles. The newly purchased vehicles will need police equipment conversion services to install the police radios. RECOMMENDATION 1. The purchase of five (5) 2013 Ford Police Interceptor vehicles from Fritts Ford in Riverside, California, in the amount of $124,883.95 (including tax, license, fees and delivery). 2. The purchase of police equipment conversion packages to remove and reinstall police radios in all five (5) 2013 Ford Police Interceptor vehicles from Hi- Standard Automotive in Orange, California, In the amount of $10,032.00 3. The Public Works Department to dispose of the retired surplus vehicles at the next available public auction and credit net proceeds to the applicable City Revenue Fund. FISCAL IMPACT Adequate funds have been budgeted, and are currently available in the Equipment Replacement Fund, in the amount of $134,915.95. CORRELATION TO THE STRATEGIC PLAN: The proposal supports the implementation of Goal B: Public Safety and Protection of Assets: Ensure Tustin is an attractive, safe and well maintained community in which people feel pride. Police Department Vehicle Purchase February 4, 2014 Page 2 of 3 BACKGROUND /DISCUSSION In fiscal year 2013 — 2014, it is necessary to replace the below listed vehicles due to age, mileage, and /or safety history. A breakdown of vehicle replacement is as follows: Unmarked Police Units 3427 — 2006 Chevrolet Impala — Mileage: 22,726 3429 — 2006 Ford Explorer — Mileage: 45,620 3433 — 2006 Dodge Caravan — Mileage: 57,133 3440 — 2006 Dodge Durango — Mileage: 69,024 3451 — 2003 Buick Le Sabre — Mileage: 54,663 The five (5) unmarked and non - emergency equipped police units are scheduled for replacement in fiscal year 2013 — 2014 due to high mileage, safety or scheduled rotation. They will all be replaced by unmarked Ford Police Interceptors factory equipped with emergency lights and siren. There is State Contract pricing for Ford Police Interceptors. Folsom Ford in Northern California holds the state contract with a total price of $28,777.79, which includes tax, license and delivery fees. After contacting more local Ford dealerships for quotations, Fritts Ford in Riverside, California, was selected due to lowest pricing and available inventory. Prices below reflect total cost. Vendor Total Cost Per Vehicle Fritts Ford — Riverside $24,976.79 Chino Hills Ford — Chino Hills $27,113.51 Ed Butts Ford — La Puente $28,256.21 "Tustin Power Ford and Lincoln were invited, but declined to participate in the bid process. Purchase of Police Equipment Conversion Services The purchase of police conversion services is necessary to remove and reinstall the police radios in all five (5) vehicles.
