PUBLIC HEARINGS ( ITEMS I THROUGH 3 )
1. ZONE CHANGE 97-004 (RBC AMERICORP, INC.)
Zone Change 97-004 would amend Section 3.1 (B)(3) of the Jamboree Plaza District
Regulations to allow self-service carwashes as permitted uses in Planning Area A.
Recommendation by the Community Development Department'
1. Open and close the Public Hearing.
2. Adopt the following Resolution No. 97-111 approving the environmental
determination for the project:

OF TUSTIN, CALIFORNIA, APPROVING ZONE CHANGE 97-004 AMENDING
SECTION 3.1(B)(3) OF THE JAMBOREE PLAZA DISTRICT REGULATIONS TO
ALLOW SELF-SERVICE CARWASHES AS A PERMITTED USE WITHIN
PLANNING AREA A OF THE JAMBOREE PLAZA PLANNED COMMUNITY ON
THE NORTHWEST CORNER OF EDINGER AVENUE AND JAMBOREE ROAD
APPEAL OF CONDITIONAL USE PERMIT 97-014 AND DESIGN REVIEW 97-023
(DALRYMPLE)
Conditional Use Permit 97-014 and Design Review 97-023 are requests to convert
an existing, detached two-story garage into a guest house and to construct a two-
story garage addition to the existing residence at 340 West 2nd Street.

VESTING TENTATIVE PARCEL MAP 97-117 AND APPEAL OF CONDITIONAL USE
PERMIT 97-005 AND DESIGN REVIEW 97-009 (GREG BENNETT ARCHITECTS)
Vesting Tentative Parcel Map 97-117 is a request to subdivide a 1.6 acre site into
two lots. Conditional USe Permit 97-005 and Design Review 97-009 are requests
to authorize the construction of a self-serve gasoline station, full-service carwash,
750 square foot convenience store and 5,500 square foot retail building located at
535 East Main Street in the Central Commercial-Parking Overlay zoning district.
Recommendation by the Community Development Department:
1. Open and close the Public Hearing.
2. Pleasure of the City Council.

Recommendation: Adopt Resolution No. 97-112 approving the plans and
specifications and authorizing advertisement for bids for subject project as
recommended by the Public Works Department/Engineering Division.
PLANNING COMMISSION ACTION AGENDA- NOVEMBER 24, 1997
All actions of the Planning Commission become final unless appealed by the City
Council or member of the public.
Recommendation: Ratify the Planning Commission Action Agenda of November 24,
1997.

AWARD OF BID - TWO EXTENDED CAB PICKUP TRUCKS
Recommendation: Award the bid for two extended cab pickup trucks to Downey
Ford of Downey, California, for a total cost of $37,949.76~ as recommended by
Public Works Department/Field Services Division.

11. CODE AMENDMENT TO ARTICLE 4, CHAPTER 5 - ABANDONED AND INOPERATIVE
VEHICLES (ORDINANCE NO. 1188)
Proposed amendment to Tustin City Code would streamline the process to abate the
increasing number of nuisance vehicles on private and public property.
Recommendation: Have first reading by title only and introduction of the following
Ordinance No. 1188:

13. PROPOSED BALLOT MEASURE FOR NOVEMBER 1998 ELECTION
Members of the City Council have expressed interest in letting the voters decide
whether or not they wish to fix the General Municipal Election date as the date of the
statewide general election.
Recommendation: Pleasure of the City Council.
14. TUSTIN COMMUNITY FOUNDATION REQUEST FOR FUNDING
The Tustin Community Foundation 'has directed that President Jim McDonald
approach the City Council to request funding for the position of part-time executive
;director for a second year.
Recommendation: Pleasure of the City Council.

ADJOURNMENT - The next regular meeting of the City Council is scheduled for
Monday, December 15, 1997, at 7:00 p.m. in the Council Chambers at 300 Centennial
Way.
