HUSTON, CITY MANAGER COMMUNITY DEVELOPMENT DEPARTMENT PETERS CANYON HIKING AND RIDING TRAIL RECOMMENDATION Receive and file. BACKGROUND At the. November 3, 1997 City Council meeting, Councilman Potts requested a status update on the Peters Canyon Regional Park and Peters Canyon Hiking and Riding Trail. In April 1995, the County of Orange adopted the Lower Peters Canyon Specific Plan. As an environmental Mitigation Measure of the Specific Plan, developers are required to dedicate and construct a portion of the permanent Peters Canyon Regional trail as part of any development located adjacent to the trail. In April 1997, the City of Irvine annexed the Lower Peters Canyon area and adopted all mitigation measures contained in the Lower Peters Canyon Specific Plan including the requirements for the construction of the Peters Canyon Hiking'& Riding trail. The trail will generally follow the alignment set by the Lower Peters Canyon Specific Plan through the City of Irvine (Exhibit B). Except where dates are identified, much of the construction of the trail is dependent on the phasing of future development. The following is status information on trail facilities by trail linkages: City Council Report Peters Canyon Regional Riding and Hiking Trail December 1, 1997 Page 2 Irvine Regional Park through the City of Tustin Ail portions of the trail from Irvine Regional Park through the City of Tustin have been constructed. The County has informed the City that they will be replacing the wood chips that are presently along a portion of the trail with decomposed granite. The portion of trail under Jamboree Road has been designed and is presently being processed through plan check. East of Jamboree Road undercrossing (City of Irvine) The design of the trail has been completed for Planning Areas 2 & 3 of Lower Peters Canyon. Planning Area 2 is located generally between Portola Parkway and Irvine Boulevard on the east side of Jamboree Road, Planning Area 3 is south of Irvine Boulevard and north of Bryan Avenue approximately 1000 feet east of Jamboree Road. The actual trail will be constructed in phases/segments along with approved residential development. This portion of the trail will start at the Jamboree Road undercrossing, curve around the existing IRWD pump station (Exhibit C), then head south to the future 6 acre neighborhood par~ at Trevino/Jamboree. The trail segment is anticipated to be completed in February/March 1998. From the future park at Trevino/Jamboree, the trail continues south along the east side of Jamboree Road into the existing Irvine Agricultural Headquarters in the vicinity of Irvine Bird/Jamboree Road. The Irvine Family.Homestead Garden and Ranch Headquarters buildings at the Irvine Company Agricultural Headquarters will be retained and incorporated into a 16 1/2 acre Special Use Park. The Irvine Company estimates that the trail to the Agricultural Headquarters will be constructed by December 1998. From the Agricultural Headquarters the trail continues south to Irvine Boulevard. Irvine Boulevard to Interstate 5 (City of Irvine) There will be a grade separated trail undercrossing which is presently under construction located approximately 1/2 mile east of Jamboree Road at Irvine Boulevard. South of Irvine Boulevard the trail will be at grade and turn. easterly toward the Transportation Corridor. The trail will be constructed as an overpass over the Corridor to Peters Canyon Channel where the trail will separate, City Council Report Peters Canyon Regional Riding and Hiking Trail December 1, 1997 Page 3 with the bikeway on the east side of the channel and the hiking/riding trail on the west of the channel. The Transportation Corridor Agency will be responsible to construct the Transportation Corridor overpass and a trail undercrossing at Bryan Avenue. From Bryan Avenue the trail will be above grade behind "The Marketplace". The design and location for the section of trail between E1 Camino Real and Interstate 5 is unknown at this time. The design for an undercrossing of the trail at the I-5 has been completed. Interstate 5 to A.T.S.F. Rail line (City of Irvine) After exiting the I-5 underpass the trail will pass through Planning Area (PA) 10 (West). Planning Area 10-West is bounded by Jamboree Road on the west, existing residential development on the east,Interstate 5 on the north and Walnut Avenue on the south. Two- thirds (2/3) of the trail ramps are constructed as part of the development occurring in PA 10. The bikeway located on .-the easterly side of the Peters Canyon Channel will be constructed first, the hiking' trail on the west will be constructed later with the development on the west side of the channel. There is a planned undercrossing at Walnut Avenue. Plans for an undercrossing at the A.T.S.F. rail line have been reviewed and approved by the County. A.T.S.F. Rail line to Warner Avenue (MCAS, Tustin) At this time there are no plans for trail crossings at Edinger Avenue. The trail follows the Peters Canyon Channel through the base (Exhibit D). As part of the Mitigation Measures for the MCAS Tustin base reuse, applicants for private development projects are required to enter into an agreement with the City of Tustin or Irvine, as applicable, to establish a fair-share funding mechanism to fund the Peters Canyon bike trail. The City of Tustin will consult and coordinate with the County of Orange Harbors, Beaches and Parks in the preparation of trail designs for the Peters Canyon Trail within the Specific Plan area. Improvements for the trail will be installed upon '.completion of flood control channel City Council Report Peters Canyon Regional Riding and Hiking Trail December 1, 1997 Page 4 improvements and approval of their joint use by the Orange County Flood Control District. It is anticipated that the Class 1 Peters CanyOn Regional bikeway trail will be completed in Phase 1 of the MCAS Reuse. Warner Avenue to Newport Back Bay The bikeway and trail at Warner Avenue is existing. The City of Irvine will condition development for a future undercrossing at Barranca Parkway. South of Barranca Parkway the Peters Canyon Channel ends and the trail continues south along the San Diego Creek Channel. Although portions of the trail between Barranca and 1-405 are in place, sections of trail between Main Street and Michelson Drive are still in an interim condition. The trail splits south of Micheison and heads northerly to the Newport Back Bay. The County has obtained a five (5) year recreational license to allow an interim trail over private and public property in the City of Newport Beach. The Community Development Department will continue to monitor the implementation of the Peters Canyon Regional Riding and Hi~ing Trail. As new information becomes available the staff will report back to the City Council. If more information is desired, Mr. Jeff Dickman, County of Orange Harbors, Beaches and Parks, Trail Planning and Implementation Section Chief, has offered to make a presentation to the City Council.
