HUSTON, CITY MANAGER PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION APPROVAL OF PLANS AND SPECIFICATIONS AND AUTHORIZATION TO ADVERTISE FOR BIDS - ANNUAL ASPHALT CONCRETE REHABILITATION AND SLURRY SEAL PROJECT, FY 1997-98 (CIP NO. 700001) SUMMARY: This project will repair and resurface or slurry seal various City streets as part of the FY 199%I 98 Major Maintenance Program. This project implements the current phase in the City-wide PavementI' Management System (PMS). I RECOMMENDATION It is recommended that the City Council, at their meeting of December 1, 1997, adopt Resolution No. 97-112 approving the plans and specifications and authorizing advertisement for bids for the subject project. FISCAL IMPACT The FY 1997-98 Capital Improvement Project (CIP) budget provides $600,000 for the Annual Major Maintenance Program. The Major Maintenance Program is part of the City's on-going Maintenance of Effort (MOE) requirements for Measure M. BACKGROUND The FY 1997-98 Major Maintenance Program consists of asphalt concrete rehabilitation and slurry seal operations in the Tustin Ranch area. This project includes repair and resurfacing or slurry seal of various City. streets between Browning Avenue and the easterly City limits and between the I-5 Freeway and the northerly City limits as shown on the attached location maps. This sector of the City is the current phase in the maintenance cycle recommended for implementation by the City's Pavement Management System (PMS). The Engineer's estimate for the subject project is $515,000.00, including monumentation and engineering services. APPROVING PLANS AND SPECIFICATIONS FOR THE ANNUAL ASPHALT CONCRETE REHABILITATION AND SLURRY SEAL PROJECT, FY 1997-98, CIP NO. 700001 · WHEREAS, it is the intention of the City Council of the City of Tustin, California to contract for construction of the Asphalt Rehabilitation and Slurry Seal Project, FY 1997-98; and WllEREAS, the City Engineer presented' plans and specifications for the construction of said work; and NOW, THEREFORE, BE IT RESOLVED that the plans and specifications presented by the City Engineer be, and are hereby approved, as the plans and specifications for: The Annual Asphalt Concrete Rehabilitation and Slurry Seal Project, FY 1997-98, CIP No. 700001 AND BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and directed to advertise as required by law for the receipt of sealed bids or proposals for the performance of the work specified in the plans and specifications; AND BE IT FURTHER RESOLVED that this project is categorically exempt from the requirements of the California Environmental Quality Act; Class I: Existing Facilities.
