I · APPROVAL OF MINUTES- NOVEMBER 3, 1997 REGULAR MEETING Recommendation: Approve the City Council Minutes of November 3, 1997. 1 APPROVAL OF DEMANDS AND RATIFICATION OF PAYROLL Recommendation: Approve Demands in the amount of $588,877.14 and ratify Payroll in the amount of $371,944.81. m AWARD OF CONTRACT FOR SYCAMORE AVENUE STORM DRAIN AND BLOCK WALL PROJECT BETWEEN NEWPORT AVENUE AND SR-55 FREEWAY (ClP NO. 700149 RDA) Recommendation: Award construction contract to Brongo Construction, Inc. in the amount of $317,615.28 and authorize the Mayor and City Clerk to execute the City Council Agenda November 17, 1997 1 . . . 0 contract document,'~"~r~ behalf of the City as recom--~nded by the Public Works Department/Engine g Division. ACCEPTANCE OF PUBLIC IMPROVEMENTS AND RELEASE OF THE WARRANTY BOND FOR TRACT NO. 14447 (RANCHO MONTEREY APARTMENTS) Recommendation: Accept all public improvements within Tract No. 14447 and authorize the release of Warranty Bond No. 16-51-65 in the amount of 93,067.00 as recommended by the Public Works Department/Engineering Division. PROGRESS REPORT ON CEDAR GROVE PARK AND HERITAGE PARK (PROJECT NOS. 400041 AND 400042) Recommendation: Receive and file subject report~as recommended by Parks and Recreation Services. LEAVE OF. ABSENCE - IDA HARRIS Recommendation: Authorize the City Manager to grant a 90-day leave of absence to Ida Harris per Section 8, H(b) of the Rules and Regulations as recommended by personnel Services. RESOLUTION NO. 97-110 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, APPROVING PLANS AND SPECIFICATIONS FOR WATER MAIN REPLACEMENT ON FAIRHAVEN AVENUE BETWEEN HEWES AVENUE AND ESPLANADE AVENUE AND INSTALLATION OF A NEW WATER MAIN ON ESPLANADE AVENUE BETWEEN FAIRHAVEN AVENUE AND AN EXISTING MAIN TERMINATING 1,200 FEET NORTH OF 17TH STREET, AND SANTA CLARA AVENUE WATER MAIN FROM PROSPECT AVENUE TO ESPLANADE AVENUE (CITY PROJECT NO. 600138) AND AUTHORIZING ADVERTISEMENT FOR BIDS Recommendation: Adopt Resolution No. 97-110 approving plans and specifications and authorizing advertisement for bids for subject project as recommended by the Public Works Department/Water Division. .~ AWARD OF BID FOR CONSTRUCTION OF HERITAGE PARK (PROJECT NO. 400042) Recommendation: Award contract for construction of Heritage Park, Project No. 400042, to Valley Crest Landscape of Santa Aha as recommended by Parks and Recreation Services. PLANNING COMMISSION ACTION AGENDA- NOVEMBER 10, 1997 All actions of the Planning Commission become final unless appealed by the City Council or member of the Public. Recommendation: Ratify the Planning Commission Action Agenda of November 10, 1997. REGULAR BUSINESS ( ITEMS 10 THROUGH 14 ) 10. ORDINANCE NO. 1189, CODE AMENDMENT 97-001 (CITY OF TUSTIN) Ordinance No. 1189 had first reading by title only and introduction at the November 3, 1997 City Council meeting. With a roll call Vote, adopt the following Ordinance No. 1189: ORDINANCE NO. 1189 - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, APPROVING AN AMENDMENT TO TUSTIN CITY CODE SECTION 9224b, PLANNED DEVELOPMENT DISTRICT, TO IDENTIFY HOME OCCUPATIONS AS OUTRIGHT PERMITTED USES CONSISTENT WITH OTHER RESIDENTIAL ZONING DISTRICTS 11. ORDINANCE NO. 1190, ZONE CHANGE 97-003 Ordinance No. 1190' had first reading by title only and introduction at the November 3, 1997 City Council meeting. Recommendation by the City Clerk's Office: 1. HaVe second reading by title only of Ordinance No. 1190. 2. With a roll call vote, adopt the following Ordinance No. 1190: ORDINANCE NO. 1190 - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, APPROVING ZONE CHANGE 97-003 TO AMEND SECTION 3.6.3.A OF THE EAST TUSTIN SPECIFIC PLAN TO ACCOMMODATE SIDE ENTRY GARAGE SETBACKS WITHIN THE LOW DENSITY LAND USE DESIGNATIONS WITHIN SECTORS $, 9 AND 10 OF THE EAST TUSTIN SPECIFIC PLAN AREA 12. ORDINANCE NO. 1191, ZONE CHANGE 97-002 Ordinance No. 1191 had first reading by title only and introduction at the November 3, 1997 City Council meeting. Recommendation by the City Clerk's Office: 1. Have second reading by title only of Ordinance No. 1191. 2. With a roll call vote, adopt the following Ordinance No. 1191: ORDINANCE NO. 1191 - AN ORDINANCE OF THE CITY COUNCIL OF THE CiTY OF TUSTIN, CALIFORNIA, APPROVING ZONE CHANGE 97-002 TO AMEND SECTION 2.0 AND EXHIBIT 1 OF THE JAMBOREE PLAZA DISTRICT REGULATIONS TO MODIFY THE PLANNING AREA BOUNDARIES WITH THE JAMBOREE PLAZA DEVELOPMENT LOCATED ON THE NORTHWEST CORNER OF EDINGER AVENUE AND JAMBOREE ROAD 13. PROPOSED BALLOT MEASURE FOR THE NOVEMBER 1998 ELECTION Members of the City Council have expressed interest in letting the voters decide whether or not they wish to fix the General Municipal Election date as the date of the statewide General Election. TUSTIN COMMUNI1 r FOUNDATION REQUEST FOR I-UNDING The Tustin Community Foundation has directed that President Jim McDonald approach the City Council to request funding for the position of part-time Executive Director for a second year. Recommendation: Pleasure of the City Council.
