RECOMMENq)ATION
It is recommended that the Tustin City Councill at their meeting of November 17, 1997, adopt the attached Resolution
No. 97-110 approving plans and specifications and authorizing advertisement for bids for the subject project.
FISCAL IMPACT
The engineers estimate for these projects is $1,207,650. There is currently $1,065,000 remaining in the 1997/98
budget allocated for completion of this project. Upon opening of bids, if additional funds are needed, the City Council
will be requested to allocate additional funds from unappropriated reserves.
BACKGROUND
The subject water main replacements were budgeted as Water Capital Improvement Program projects within the
current Fiscal Year and are the first of the Phase II projects to be advertised for construction under the Program
Management contract with ASL Consulting Engineers. City PrOject No. 600138 consists of the replacement of water
mains on Fairhaven Avenue between Hewes Avenue and Esplanade Avenue, and installation of a new water main on
Esplanade Avenue between Fakhaven Avenue and an existing main, terminating 1,200 feet north of 17~' Street; and
Santa Clara Avenue water main from Prospect Avenue to Esplanade Avenue..
All of the above water lines will be installed using 6 and 8-inch PVC pipe and 12 and 16-inch Duc/ile Iron pipe and will
include the necessary fire hydrants, valves, blowoffs, services and connections.
DISCUSSION
· On February 3, 1997, the Tustin City Council authorized Daniel Boyle Engineering Inc., (DBE) to prepare plans and
specifications for the subject water main replacement. DBE has completed the plans and specifications, and submitted
them to the County of Orange for review.

A KESOLUTION OF THE CITY COUNCIL OF THE CITY OF
TUSTIN, . CALIFORNIA, APPROVING PLANS AND
SPECIFICATIONS FOR WATER MAIN REPLACEME~ ON
FAIRHAVEN AVENUE BETWEEN HEWES AVENUE ESPLANADE
AVENUE AND INSTALLATION OF A NEW WATER MAIN ON
ESPLANADE AVENUE BETWEEN FAIRHAVEN AVENUE AND AN
'EXISTING MAIN TERMINATING 1,200 FEET NORTH OF 17TM
STREET; AND SANTA CLARA AVENUE WATER MAIN FROM
PROSPECT AVENUE TO ESPLANADE AVENUE (CITY PROJECT
NO. 600138), AND AUTHORIZING ADVERTISEMENT FOR BIDS
WHEREAS, it is the intention of the City Council of the City of Tustin California
to contract construction for replacement of various water mains; and
WHEREAS, the City Engineer has presented plans and specifications for the
construction of said work;
NOW, THEREFORE, BE IT RESOLVED that the plans and specifications
presented by the City Engineer be and are hereby approved as the plans and specifications
for:
Water Main Replacements on'Fairhaven Avenue between Hewes
Avenue and Esplanade Avenue, and installation of a new water main
on Esplanade Avenue between Falrhaven Avenue and an existing
main, terminating 1,200 feet north of 17t~ Street; and Santa Clara
Avenue water main from Prospect Avenue to Esplanade Avenue, City
Project No. 600138
BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and
. .
directed t° advertise as required by law for the receipt of sealed bids or proposals for the
doing of the work specified in the aforesaid plans and specifications; -
BE IT FURTHER RESOLVED that this project is categorically exempt from the
requirement of the California Environmental Quality Act; Class I: Existing Facilities.
PASSED AND ADOPTED at a regular meeting of the City Council of the City of
Tustin, held on the 17a~ day of November 1997.
