1. CODE AMENDMENT 97-001 (CITY OF TUSTIN)
Code Amendment 97-001 would identify home occupations as outright permitted
uses within the.Planned Development Zoning District consistent with other residential
zoning districts.
Recommendation by the Community Development Department:
1. Open and close the Public Hearing.
2. AdOpt the following Resolution No. 97-103 approVing the environmental
determination for the project:

ORDINANCE NO. 1189 - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF TUSTIN, CALIFORNIA, APPROVING AN AMENDMENT TO TUSTIN CITY
CODE SECTION 9224b, PLANNED DEVELOPMENT DISTRICT, TO IDENTIFY
HOME OCCUPATIONS AS OUTRIGHT PERMITTED USES CONSISTENT WITH
OTHER RESIDENTIAL ZONING DISTRICTS
ZONE CHANGE 97-003 AND VESTING TENTATIVE TRACT 15420
Application for Zone Change 97-003 is a request to amend the East Tustin Specific
Plan (ETSP) to provide for minimum 10 foot front yard setbacks for side entry
garages in the Low Density Residential Designation within Sectors 8, 9 and 10 of the
Specific Plan area. Vesting Tentative Tract Map 15420 is a request to subdivide a
19.5 acre site within the Low Density Designation of the ETSP to accommodate the
construction of 75 single family detached homes.
Recommendation by the Community Development Department:
1. Open and close the Public Hearing.
2. Adopt the following ResOlution No. 97-104 approving the environmental
determination for the project:

RESOLUTION NO. 97-104 - A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF TUSTIN, CALIFORNIA, FINDING THAT THE FINAL ENVIRONMENTAL
IMPACT REPORT (EIR) PREPARED FOR THE EAST TUSTIN SPECIFIC PLAN
(FINAL EIR 85-2, AS MODIFIED BY SUBSEQUENTLY ADOPTED SUPPLEMENTS
AND ADDENDA) IS ADEQUATE TO SERVE AS THE PROGRAM EIR FOR ZONE
CHANGE 97-003, VESTING TENTATIVE TRACT MAP 15420 AND DESIGN
REVIEW 96-057. APPLICABLE MITIGATION MEASURES HAVE BEEN
INCORPORATED AS REQUIRED BY THE CALIFORNIA ENVIRONMENTAL
QUALITY ACT.

Application for Zone Change 97-002. is a request to amend the Jamboree Plaza
District Regulations to modify the Planning Area boundaries for the undeveloped
portion of the Jamboree Plaza Center located on the northwestern corner of
Jamboree Road and Edinger Avenue. Tentative Parcel Map 97-164 is a request to
subdivide the undeveloped portion of the center into 20 numbered parcels and 3
lettered parcels to accommodate approximately 122,000 square feet of new office,
industrial, retail and auto service development..
Recommendation by the Community Development Department:
1. Open and close the Public Hearing.

AWARD OF CONTRACT FOR THE "B" STREET AND "C" STREET
RECONSTRUCTION BETWEEN FIRST STREET AND IRVINE BOULEVARD (CIP NOS.
700151 AND 700150)
Recommendation: Award subject contract to Sequel Contractors, Inc. in the amount
of $290,872.50 and authorize the Mayor and City Clerk to execute the contract
documents on behalf of the City as recommended by the Public Works Department/
Engineering Division.
RESOLUTION NO. 97-102 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OFTUSTIN, CALIFORNIA, REQUESTING THE ORANGE COUNTY TRANSPORTATION
AUTHORITY TO RELEASE A PORTION OF THE COMBINED TRANSPORTATION
PROGRAM FUNDS FOR THE JAMBOREE ROAD/EDINGER AVENUE INTERCHANGE'
AS A PART OF THE MOULTON PARKWAY SMART STREET PROJECT (PROJECT
NO. 700154)
Recommendation: Adopt Resolution No. 97-102 requesting Orange County
Transportation Authority release a portion of the Combined Transportation Program
Funds for the Jamboree Road/Edinger Avenue Interchange project as recommended
by the Public Works Department/Engineering Division.
RESOLUTION NO. 97-107 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF TUSTIN, CALIFORNIA, AUTHORIZING THE APPLICATION FOR TRADE AND
COMMERCE FUNDS TO OFFSET CONSTRUCTION COSTS ASSOCIATED WITH THE
CLOSURE AND REUSE OF MARINE CORPS AIR STATION, TUSTIN
,Recommendation- Adopt ResolutiOn No. 97-107 approving the following actions:
(1) Approve the filing of an application to the California Trade and Commerce Agency
for 9300,000 in California Defense Adjustment Matching Grant funds to offset
construction costs associated with the extension of two proposed Phase I roadways
through the Marine Corps Air Station Tustin to support the approved Reuse Plan and
rapid redevelopment and job creation for the community; and (2) Appoint the
Assistant City' Manager or her authorized representative as the agent to apply,
approve, sign and execute in the name of the City of Tustin any documents
necessary for applying for funding under the California Trade and Commerce
Agency's Defense Adjustment Matching Grant Program and for entering into an
agreement, including any amendments thereto; with the Trade and Commerce
Agency in the event that funding is awarded under that program as recommended
by the Community Development Department.
AMENDMENT TO REDEVELOPMENT PROJECT AREA AGREEMENT BETWEEN THE
CITY OF TUSTIN, TUSTIN COMMUNITY REDEVELOPMENT AGENCY AND THE CITY
OF IRVINE
Recommendation' Approve Amendment No. 1 to the Agreement between the City
of Tustin, Tustin Community Redevelopment Agency and the City of Irvine as
recommended by the 'Redevelopment staff.

ADJOURNMENT- In memory of John Seymour. The next regular meeting of the City
Council is scheduled for Monday, November 17, 1997, at 7:00 p.m. in the Council
