SUBJECT: AUTHORIZE PURCHASE OF THREE UTILITY TRUCKS, ONE PASSENGER
VAN, ONE ROTARY LAWNMOWER AND DECLARE SURPLUS EQUIPMENT
FOR PUBLIC AUCTION
SUMMARY
Staff is requesting City Council authorization to purchase three utility trucks and one three deck rotary
mower for use by the Public Works Department, and one passenger van for use by the Parks and
Recreation Department. In addition, the City Council is requested to declare certain city equipment no
longer required for public use in accordance with Section 1630a (2) of the Tustin City Code (TCC) and
authorize their sale at public auction.
RECOMMENDATION
It is recommended that the City Council:
Adopt Resolution No. 14 -20 authorizing the State of California Department of General Services
to purchase three utility trucks and one passenger van from Winner Chevrolet in Elk Grove,
CA. in the amount of $130,271.07 and one three deck (16 foot) Toro Groundsmaster rotary
lawnmower in the amount of $89,313.81 to Turf Star in Brea, CA.
2. Declare, in accordance with the Tustin City Code — Section 1630a (2), the attached itemized list
of equipment as surplus and not required for public use and authorize the sale of the
equipment at the next available public auction, crediting net proceeds to applicable City
revenue fund.
FISCAL IMPACT
Sufficient funds have been budgeted and appropriated in the Fiscal Year 2013 -2014 Operating Budget
for the Vehicle Replacement Fund (Account #184 -80 -00 -9710) to purchase three utility trucks with
accessories, one eight - passenger van and one commercial rotary lawnmower with accessories at a
combined cost of $219,584.88.
CORRELATION TO THE STRATEGIC PLAN
The recommended actions contribute to the fulfillment of the City's Strategic Plan Goal B, Public Safety
and Protection of Assets, ensuring that Tustin is an attractive, safe and well maintained community in
which people feel pride, specifically, Strategy 3c, by improving turf and landscape conditions for all
community parks.
DISCUSSION
Three utility trucks within Public Works have reached the end of the useful life and require replacement.
The new fleet purchase consists of three one -ton utility trucks, two for water services and one for park

landscape services. These three new vehicles will replace four older vehicles with an average age of 12
years. As with age, normal wear and tear tends to lead to more frequent repairs and downtime.
Reliability becomes an issue and repairs begin to exceed vehicle value. Each new truck will be
equipped for tool storage, traffic safety vehicle awareness (i.e. traffic control light bar and delineation)
and the capability to carry an array of materials and equipment necessary for water service and park
maintenance activities.
In 2013, the City Council declared the Parks and Recreation van as surplus and the vehicle was sold at
auction. It was well beyond its useful life and required a Class B license. The new passenger van will
have the capacity to transport eight occupants, and requires no special license requirement other than a
Class C.
Lastly, the purchase of one new three deck (16 foot cut width) rotary lawnmower will replace an 18 year
old existing mower in landscape services. This mower has been well maintained to last far beyond its
useful life and well beyond the manufacturer's going out of business. In some instances, repairs parts
were fabricated in -house due to parts being unavailable. The new mower will increase productivity and
be equipped with the latest safety features on the market. Turf mowing equipment has unique
characteristics giving it the capability to maintain turf in a well groomed manner, thereby enhancing all
city parks.
Section 1625c of the TCC allows for the purchase of vehicles and equipment through the California
Department of General Services when pricing is less than that of the local market. Staff contacted local
dealers to obtain pricing for like equipment and found. the local pricing was not competitive when
compared to the State contract. The prices listed below include all taxes, applicable fees, rebates,
delivery, state tire fees, and optional equipment. Winner Chevrolet and Turf Star have submitted
proposals in accordance with the state contract to reflect the following:

In addition to the purchases requested above, staff is also requesting the declaration of certain vehicles
as surplus. Section 1626a (2) of the TCC requires the City Council to find that these surplus items are
not required for public use.
The attached report of surplus equipment to be sold at public auction specifies the estimated value at
$8,000.

RESOLUTION NO. 14 -20
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA AUTHORIZING THE DEPARTMENT OF GENERAL SERVICES
OF THE STATE OF CALIFORNIA TO PURCHASE CERTAIN ITEMS
WHEREAS, the City has need to purchase various material, supplies and
equipment in order to conduct the operations of the City; and
WHEREAS, Section 1625, Item C of the Tustin Municipal Code authorizes the
State of California to purchase materials, supplies, and equipment if it can be acquired
more cheaply or efficiently by the State Department of General Services;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Tustin, California, does hereby authorize the Procurement Division, Department of
General Services of the State of California, to purchase three utility trucks, one
passenger van and rotary lawnmower for and on behalf of the City of Tustin pursuant to
Section 10324 of the California Public Contract Code, and that Mr. Jeffrey C. Parker,
City Manager, is hereby directed to sign and deliver all necessary requests and other
documents in connection therewith and for and on behalf of the City of Tustin.
