STACK, DIRECTOR OF PUBLIC WORKS /CITY ENGINEER SUBJECT: APPROPRIATE FUNDS FOR PREPARATION OF VACANT PROPERTY FOR VEHICLE STORAGE AT 15171 DEL AMO AVENUE SUMMARY Staff is requesting an appropriation of $170,000 from the undesignated, unappropriated General Fund Reserve to the Capital Projects Fund (Fund 200) to cover the cost of preparing the vacant portion of the City owned property at 15171 Del Amo Avenue. The improvement of the vacant lot will accommodate storm water quality enhancement and the flexibility to store new vehicle inventory currently being kept at the Tustin Metrolink Station by various auto dealerships in the Tustin Auto Center. New sidewalk along the frontage Del Amo Avenue to Newport Avenue will also be incorporated. RECOMMENDATION It is recommended that the City Council appropriate $170,000 from the undesignated unappropriated General Fund Reserve to the Capital Projects Fund (Fund 200) to provide for site enhancements for the City owned property at 15171 Del Amo Avenue. FISCAL IMPACT The total estimate for the proposed site preparation and sidewalk installation is $170,000. Capital expenditure will be offset by anticipated lease revenue of approximately $10,000 per month. CORRELATION TO THE STRATEGIC PLAN This project contributes to the fulfillment of the City's Strategic Plan Goal C, Strategy #2 to explore opportunities for increased revenues. DISCUSSION The City currently leases parking spaces within the Tustin Metrolink Station Parking Structure to various automobile dealerships in the Tustin Auto Center for storage of new vehicle inventory. Current occupants include Tustin Toyota /Scion, DCH Tustin Acura, Tustin Mazda, and Tustin Hyundai. In an effort to better utilize City owned vacant property, enhance revenue potential and improve parking availability for Metrolink commuters, staff is recommending enhancing this vacant lot to improve water quality and provide for interim vehicle storage to maintain the revenue stream generated by the leasing of the spaces to the auto dealerships. A portion of the City's existing building and parking lot, which abuts the proposed site, is currently being used for the same purpose. In order to prepare the site to be suitable for storage of new vehicles, it is proposed that crushed miscellaneous base material (CMB) be imported from a nearby stockpile located in Tustin Legacy, Appropriate Funds For Vehicle Storage Site At 15171 Del Arno Avenue March 4, 2014 Page 2 placed on the site, and compacted. In addition, an access driveway on Newport Avenue and a perimeter fence with aesthetic green screen are proposed. The requested appropriation also includes funds to construct a sidewalk along the property frontage on Del Arno Avenue to close the gap between the end of the existing sidewalk and the curb ramp at the northeast corner of Newport Avenue and Del Amo Avenue. Following informal bidding procedures, bids were solicited and received from three contractors qualified to perform the work. The lowest bid was received from Hardy & Harper, Inc. in the amount of $128,376, with the additional sidewalk installation conservatively estimated at $26,000. Stack, P.E.
