WILSON, DIRECTOR, PARKS & RECREATION SERVICES SUBJECT: AWARD OF BID FOR THE PEPPERTREE PARK BOCCE BALL COURTS SUMMARY: The bid opening for the Peppertree Park Bocce Ball Court project was held on February 20, 2014. The Peppertree Park Bocce Ball Courts were identified by the Community Services Commission as the next project to be completed on their Seven -Year Capital Improvement Project Priority List. RECOMMENDATION: 1. Staff recommends that City Council award the construction contract to TED Enterprises from San Clemente, California, in the amount of $116,990.00 subject to the approval of contract requirements by the City Attorney and final execution of the contract. 2. Staff recommends the City Council approve additional funding from Park Development Fund 131, not to exceed $45,000, to complete this project. FISCAL IMPACT: Construction of the Bocce Ball Courts at Peppertree Park is included in the 2013 -2014 Capital Improvement Program as a Community Development Block Grartt (CDBG) funded project. The bids received exceeded the original engineer's estimate of $78,383.00 for this project due to increased costs associated with the site preparation and grading, concrete work, and the synthetic turf playing surface. Current CDBG funding for this project is $89,619.00. Staff is requesting an additional appropriation from Park Development Fund 131, not to exceed $45,000.00, to complete this project. The additional appropriation would fund the balance of the project bid plus an additional ten percent (10 %) contingency to fund any unforeseen field conditions associated with this project. The current balance in Park Development Fund 131 is $3,173,776.00. CORRELATION TO THE STRATEGIC PLAN: This project addresses Goal A of the City of Tustin Strategic Plan regarding Economic and Neighborhood Development. Specifically it relates to Strategy #6 in that the Bocce Ball Courts will expand the recreational opportunities for Old Town Tustin. BACKGROUND: The construction of the Bocce Ball Courts will provide local families, senior citizens, and Bocce Ball enthusiasts a quality facility in which to enjoy the activity. The courts will also provide a unique recreational opportunity for residents who rent the adjacent picnic shelter for parties and other family events. Local non - profit groups and programs may coordinate with the Parks and Recreation Department to use the courts to host fundraising events for their local charities. Improvements will include: two (2) ADA Accessible courts, perimeter pavers, seating areas, shade opportunities, and landscape enhancements. SUMMARY: Sealed bids were opened on February 20, 2014. The five (5) bids were as follows: Contractor Bid 1. TED Enterprises (San Clemente) $11B,990.00 2. Aramexx Construction (Ontario) $141,160.00 3. Dalke and Sons Construction (Riverside) $153,683.00 4. Lehman Construction (Tustin) $159,797.00 5. NORSE (Costa Mesa) $272,709.00 Reference checks of the contractor, review of the bid documents, and a determination that the contractor possesses a valid Contractor's License have been completed. The Risk Manager will complete a review of the required bonds and insurance certificates and the City Attorney will review the contract. Construction is scheduled to begin in March 2014 and the project should be completed by the end of April 2014. ly subm SevId A.
