HUSTON~ CITY MANAGER COMMUNITY DEVELOPMENT DEPARTMENT 1997-98 FALL SOLICITATION - CALIFOR/NqA TRADE .a~Nq) COMMERCE GRA~T APPLICATION RE COI~L-MENDATION It is recommended that the City Council adopt Resolution No. 97-107 approving the following actions: . Approve the filing of an application to the California Trade and Commerce Agency for $300,000 in California Defense Adjustment Matching Grant funds to offset construction costs associated with the extension of two proposed Phase I roadways through the Marine Corps Air Station (MCAS) Tustin to support the apProved Reuse Plan and rapid redeveloplnent and job creation for the community; and, Appoint the Assistant City Manager or her authorized representative as the agent to apply, approve, si~ and execute in the name of the City of Tustin any documents necessary for applying for funding under the California Trade and Commerce Agency's Defense Adjustment Matching Grant Pro.am and for entering into an agreement, including any amendments thereto, with the Trade and Commerce Agency in the event that funding is awarded under that pro.am. FISCAL 13I~PACT If approved, the proposed grant request would partially reimburse the City of Tustin for up to $300,000 of its estimated matching contribution costs ($2,284,658) associated with the construction of the extension of Valencia Avenue and Anustrong Avenue through closing MCAS Tustin. The roadways would provide much needed access to currently inaccessible portions of the base and would provide traffic congestion relief and new infrastructure to the interior of the base property. The total project cost is $4,284,638. $2.000.000 of that cost is anticipated to be provided through a federal Economic Development Administration (EDA) grant, $1,984,658 provided through other City funding resources such as Community Development Block Grant (CDBG) funds, with the remaining $300,000 provided through the aforementioned CDAM grant. Approval of this grant request represents a significant savings to the CID,' in funding this project. BACKGROUND The California Trade and Commerce Agency created the California Defense Adjustment Matching Grant Pro,am to provide funding for cities and counties impacted by cutbacks in defense spending and military bas~ closure. These funds are intended to offset local government federal grant assistance matching fund requirements associated with the development of military base reuse plans and other defense conversion pro,ams. The maximum grant allowed under the CDAM grant program is $300,000. The City of Tustin has submitted an application for a $2,000,000 grant to the federal Economic Develop~nent Administration to construct two phase I roadways (the extension of Valencia Avenue and Armstrong Avenue)through the base (see attached map). Approval of the grant would require the City to fund the remaining estimated costs of $2,284,658. As noted above, staff anticipates that other federal ~ant funding, redevelopment tax increment, CDBG funding, and other revenue sources will be utilized to fund City Council Report 1997-98 Fall Solicitation November 3, 1997 Page 2 the remaining balance required to complete this project. Should alternative funding sources be slow to materialize, the City is in no manner obligated to funding the remaining cost balance since the project has been designed to be phased only as funding becomes available. A condition of application for CDAM grant funds from the State of California is that the City Council formally authorize the filing of an application for the reimbursement of these costs and appoint an authorized representative to apply, approve, sign and execute documents in the name of the City of Tustin. Shingletop/] Assistant City Managdr/ 1 2 3 4 5 6 ~7 8 9 !0 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 37 38 39 4O 41 42' 43 44 45 46 47 48 49 5O 51 52 RESOLUTION NO. 97-107 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTiN, CALIFORNIA, 'AUTHORIZING THE APPLICATION FOR TRADE AND COMMERCE FUNDS TO OFFSET CONSTRUCTION COSTS ASSOCIATED WITH THE CLOSURE AND REUSE OF MARINE CORPS AIR STATION, TUSTIN The City Council of the City of Tustin, California, DOES HEREBY RESOLVE as follows: WHEREAS, in 1993 the California Trade and Commerce Agency created the California Defense Adjustment Matching Grant Program providing funding for cities, counties and joint powers authorities impacted by cutbacks in defense spending and military base closure; and WHEREAS, these funds are intended to offset local government federal grant assistance matching fund requirements associated with the development of military base reuse plans and other defense conversion pro.ams; and WHEREAS, the City of Tustin has formally applied to the federal Economic Development Administration for a $2,000;000 to fund construction of two new phase I rOadways (Valencia Avenue and Armstrong Avenue) through closing Marine Corps Air Station (MCAS) Tustin to support rapid redevelopment and job creation at the base property; and WHEREAS, the submitted Economic Development Administration grant requires that the City commit to fund at least a 50% match of the cost associated with the proposed construction project, the cost of which is currently estimated at approximately $4,284,638; WHEREAS, a maximum of $300,000 of the City of Tustin's projected $2,284,658 funding' match for the extension of Valencia Avenue and Armstrong Avenue can be offset through the California Defense Adjustment Matching Grant Pro.am; NOW THEREFORE, BE IT RESOLVED that the City.Council: 1. Approves the filing of an application for the reimbursement of these costs from the Califomia Trade and Commerce Agency; and 2. Appoints the Assistant City Manager or her authorized representative as the agent to apply, approve, sign and execute in the name of the City of Tustin any documents necessary for applying for funding under the California Trade and Commerce Agency's Defense Adjustment Matching Grant Prograrn and for entering into an agreement, including any amendments .thereto, with the Trade and Commerce Agency in the event that funding is awarded under that program..
