STACK, DIRECTOR OF PUBLIC WORKS /CITY ENGINEER SUBJECT: APPROVE PLANS AND SPECIFICATIONS AND AUTHORIZE ADVERTISEMENT FOR BIDS FOR THE ANNUAL ROADWAY REHABILITATION AND CITYWIDE SIDEWALK REPAIR PROJECT CIP NO. 70001 SUMMARY The plans and specifications for the Annual Roadway Rehabilitation and Citywide Sidewalk Repair Project CIP No. 70001 have been prepared and the project is now ready to be bid. IN *q�olJi M F4.I7fffda It is recommended that the City Council adopt Resolution No. 14 -22 approving the plans and specifications for the Annual Roadway Rehabilitation and Citywide Sidewalk Repair Project CIP No. 70001, and authorize the City Clerk to advertise to receive bids. FISCAL IMPACT Funding in the amount of $1,765,000 has been budgeted and appropriated in the Fiscal Year 2013 -2014 Capital Improvement Program for the Annual Roadway Rehabilitation and Citywide Sidewalk Repair Project CIP No. 70001. The project is part of the City's on -going Maintenance of Effort (MOE) obligation to maintain eligibility for Renewed Measure M (M2) funding. The total engineer's estimate is $1,495,000. CORRELATION TO THE STRATEGIC PLAN Rehabilitation of roadways and repair of sidewalks contributes to the fulfillment of the City's Strategic Plan Goal B: Public Safety and Protection of Assets. Specifically, the project implements Strategy #3, which among other items, is to ensure continuous maintenance and improvement of public facilities. DISCUSSION AND BACKGROUND The Annual Roadway Rehabilitation and Citywide Sidewalk Repair Project CIP No. 70001 for Fiscal Year 2013 -2014 includes asphalt concrete pavement repair, asphalt concrete overlay, slurry sealing, and traffic striping on various streets throughout the City within Zone 2 of the City's Pavement Management Program. The City is divided into seven pavement management zones with one zone targeted each year for pavement maintenance. Through a rolling seven year cycle, this program is intended to maintain the integrity of City streets. The current phase, Zone 2 (see attached map), is generally bounded by Irvine Boulevard to the north, the city boundary to the west, the southerly terminus of Newport Avenue at the flood channel to the south, and Newport Avenue to the east. Annual Roadway Rehabilitation and Citywide Sidewalk Repair Project March 18, 2014 Page 2 Currently, staff is coordinating with the Orange County Transportation Authority (OCTA) regarding the Maintenance of Effort (MOE) benchmark adjustment process. The Renewed Measure M Ordinance (Ordinance No. 3) requires each City to maintain a minimum level of local streets and roads expenditures from the City's General Fund, The Ordinance also requires an adjustment to the MOE benchmark every three years, effective July 1, 2014 based on the percent of change in the City's general fund revenue or the Construction Cost Index (CCI), whichever is less. OCTA staff has completed the review of the submitted MOE Benchmark Adjustment Certification, one -time revenues, where applicable, and supporting Comprehensive Annual Financial Report excerpts. The following is OCTA's proposed MOE for the City, which should be considered for preparation of the City's FY 2014 -15 Budget: While the City may exceed the MOE benchmark, any city budgeting less than this amount risks becoming ineligible for M2 funds. The FY 2014 -15 MOE benchmark will be presented to the Technical Advisory Committee on March 26, 2014 and to the OCTA Board of Directors on April 14, 2014. CIP No. 70001 also includes the Annual Sidewalk Repair Project which focuses on removal and replacement of damaged sidewalk to correct tripping hazards at numerous locations throughout the City based on an annual field survey conducted by the Engineering Division. The field survey identifies and evaluates locations where tree roots are causing sidewalk and curb and gutter damage. Under the project, some of these trees will be removed and replaced with trees of an acceptable species more suitable to the parkway area as recommended by the City's Certified Arborist. This project also provides improvements throughout the City to comply with the Americans with Disabilities Act (ADA). These locations are typically requested by citizens or are identified by City staff to provide for completion of missing segments of sidewalk and curb ramps to improve pedestrian access. A Notice of Exemption has been prepared for the project, and will be recorded with the County of Orange.
