HUSTON, CITY MANAGER REDEVELOPMENT AGENCY AND PUBLIC WORKS DEPARTMENT AUTHORIZE THE TEMPORARY INSTALLATION OF DIAGONAL PARKING IN A SECTION OF EL CAMINO REAL IN OLD TOWN has'been identi~~d~S ] RECOMMENDATION Authorize the installation of diagonal parking spaces in E1 Camino Real from Sixth Street to Second Street, subject to additional approval of OCTg. FISCAL IMPACT The cost of~tallation to create 66 diagonal parking spaces along E1Camino would be approximately $7,920. Funding for the striping is available from FY 1997-98 budget account 010-4004020-6230, (Pavement Striping and Marking). If the test reveals that diagonal parking has no positive impact on Old Town, an additional cost of $10,200 will be incurred to have the striping removed. Other miscellaneous costs are for technical docmnentation required for the OCTA Technical Advisory Committee. Funding for the technical study is available in FY1997-98 budget account 590-6013, (Town Center Planning Consultant Services). BACKGROUND As the Agency is aware, the Tustin Old Town Association, in collaboration with graduate students from UCI, recently completed a study of Old Town. One of the recommendations previously discussed with the Agency was the re-stripping of portions of E1Camino Real for diagonal parking. E1Camino Real within the Old Town area is currently a secondary arterial highway on the City's General PlaB and while it operates with two lanes in each direction, current traffic volumes indicate that the road is not operating in the Old Town area at traffic volumes normal to a secondary arterial highway. The City's arterial highway plan would permit 2 lanes instead of 4 lanes. Diagonal parking in s'unilar old town areas has been shown to reduce vehicular traffic speeds thereby enhancing pedestrian safety, and providing the sense of community and charm needed in a downtown area. The Tustin Old Town AssOciation has concurred with the results of the study done by the students on Old Town and has endorsed the insta_!!ation of diagonal parking spaces in Old Town. In William A. Huston Diagonal Parking - E1 Camino Real October 20, 1997 Page 2 addition, a meeting has been held with property and business owners in Old Town and the proposal for diagonal parking was well received. A team effort between Public Works and Redevelopment Agency, a staff task force, has studied and examined the implementation of diagonal parking in Old Town. Prior to any permanent irnplementation, the task' force recommended that E1 Camino Real fi.om Second Street to Sixth Street be re-stripped for diagonal parking on a temporary, test basis for approximately six months. A striping plan has been prepared to allow staff to examine the number of parking spaces that could be created and allow staff to examine how diagonal parking will impact the capacity and traffic safety on E1 Camino Real. The proposed re-stripping plan~ which is attached, would create 66 diagonal parking spaces within the test area, an increase of 2 parking spaces over the existing 64 parallel parking spaces available along E1 Camino Real. The number of traffic lanes on E1Camino Real would be reduced fi.om four lanes to two lanes except where intersection treatment necessitates additional mm movements. During the temporary test period, staff will work in conjunction with the Tustin Old Town'Association to perform an analysis of the impact diagonal parking has on Old Town~ Information data staff will use to evaluate the impacts of diagonal parking on E1 Cainino Real and the vicinity will include impacts on occurrences, traffic volumes, and customer and property owner satisfaction. The data will provide the basis for a recommendation that the diagonal parking be retained, altered or removed. Staff has discussed the installation of diagonal parking in E1 Camino Real with the Orange County Transportation Agency (OCTA) due to the stares of E1 Camino Real on the County Master Plan of Arterial Highways (MP~. OCTA requires that a technical study be produced so that they can in mm analyze if there is any negative impact upon the ability of E1 Camino Real to handle the existing and anticipated volume of traffic. Although staff first needs Agency authorization to install the diagonal parking in the test area, the actual ~tallation of the diagonal parking spaces would not take place until OCTA has formally reviewed and approved Tustin's request. OCTA has indicated that they will have made a decision as to whether to allow Tustin to conduct the test after they have reviewed the technical data on this project.
