TEMPORARY LIGHTING IN OLD TOWN
RECOMMENDATION:
Approve the proposal to purchase and install additional temporary lights on 28 streetlights in the Old
Town area, and authorize staff to enter into an agreement with Dekra-Lite of Santa Ana to provide
the labor, material and equipment for the installation of power and lighting.
FISCAL IMPACT:
The proposal would Provide that the City purchase the lights and equipment. The proposed cost of
this effort would be approximately $15,000, and include all labor and equipment necessary. Since
the lighting will improve security and temporarily provide additional lighting to the pedestrian
streetscape and Public right-of-way in the Old Town area, Tustin Lighting and Maintenance District
Funds will be used for the purchase and installation.
DISCUSSION:
As part of the Old Town Tustin study conducted for the Tustin Old Town Association by UCI,
specific recommendations for additional lighting in the Old Town area were made. Additional
lighting was recommended to improve the sense of security for pedestrians and to also enhance the
romantic and historic charm of the Old Town area.
Working cooperatively with the Tustin Old Town Association, the Redevelopment Agency and
Public Works staff are currently studying enhanced lighting for the Old Town area. However, until a
more permanent proposal can be developed, it was determined that at least on a temporary basis,
additional lighting could be provided during the holiday season to enhance lighting and safety along
the pedestrian streetscape. A number of options were explored for this type of installation, including
provision of tree lighting and installation of lights on light poles in the Old Town area.
Unfortunately, significant technical difficulties precluded installation of lights in trees since
provision of power was a problem. Battery-powered lights, .even if available, would last no more
than a few hours and were also determined infeasible.

The City was only able to obtain one proposal for installation of lighting for the Old Town area from
Dekra-Lite of Santa Ana. Because of the power limitations that currently exist, the only means of
providing adequate lighting to this area was to prOvide lighting on all of the streetlight poles in the
Old Town area. Streetlights along Main Street between Prospect and "C" Street and along E1
Camino from 6th Street to 3rd Street would be wrapped with holiday garland and white lights.
The proposal from Dekra-Lite would require them to tap into the power at the top of the streetlights
and string lights around the light pole. This xvill allow for some lighting this holiday year and allow
staff the time to address more permanent lighting and power issues. The purchase price for
installation and removal (the first year) of the lights would be approximately $15,000. The lights
would then be available for use each subsequent holiday season. Lights would be installed for the
period of approximately November 15, 1997, through January 15, 1998.
