ENVIRONMENTAL DETERMINATION AND APPROVAL OF PLANS AND
SPECIFICATIONS AND AUTHORIZATION TO CALL FOR BIDS - RED HILL AVENUE
PEDESTRIAN IMPROVEMENTS AT OCTA/SCRRA RAILWAY AND SANTA ANA-
SANTA FE (F-10) FLOOD CONTROL CHANNEL AREA (CIP NO. 700144)
RECOMMENDATION:
It is recommended that the City Council at their meeting of' October 6, 1997, take the following
actions:

Adopt Resolution No. 97-97 approving the final Mitigated Negative Decimation for the
project pursuant to the California Environmental Quality Act (CEQA).

Adopt Resolution No. 97-98 approving the plans and specifications for the project and
authorizing the City Clerk to advertise for bids.
FISCAL IMPACT:
The Engineer's estimate indicates that construction of this project will cost approximately
$68,000.00. Additional costs, not exceeding $5,000.00 will be incurred for the work being done
within the OCTA/SCRRA right-of-way since the Railway will be doing project-related construction
within this area with its own forces. Sufficient funding has been provided in the City's '1997-98
Capital hnprovement Program (CIP) budget for this project.
BACKGROUND:
The project is located along Red Hill Avenue north of Edinger Avenue as shown in attached Figure
1. The project will construct a pedestrian bridge across the Santa Ana-Santa Fe (F-10) Channel
along the west side of Red Hill Avenue and an all-weather pedestrian walkway across the Orange
County Transportation Authority/Southern California Regional Rail Authority (OCTA/SCRRA)
Railway tracks as shown in attached Figure 2.
Red Hill Avenue in the vicinity of the proposed improvements is designated as a Major Arterial
Highway in the Circulation Element of the Tustin General Plan and in the County's Master Plan of
Arterial Highways. Red Hill Avenue has a right-of-way width of l l0-feet north of the F-10
Channel and 120-feet south of the OCTA/SCRRA Railway tracks. Where the roadway crosses the
channel and the railroad tracks, it has a curb-to-curb width of 84-feet. This section of Red Hill
Avenue has a 14-foot raised center median and is striped for three through lanes in the southbound
direction and two through lanes in the northbound direction.
Current pedestrian access through the narrowed section of Red Hill Avenue requires pedestrians to
walk within the street along both sides of Red Hill Avenue to maneuver around these facilities.
DISCUSSION:
The pedestrian bridge is proposed for construction across the F-10 Channel along the west side of
Red Hill Avenue, approximately 400-feet north of Edinger Avenue. The bridge will provide
pedestrian 'acCess from the existing sidewalk across the channel, connecting a flood Control service
road on the north side of the channel with the OCTA/SCRRA Railway right-of-way to the south.
The service road along the north side of the channel connects to an existing sidewalk along the west
side of Red Hill Avenue. To the south of the proposed bridge, a walkway across the railroad tracks
will be constructed to provide an improved pedestrian connection with an existing sidewalk along
the west side of Red Hill Avenue south of the railroad tracks.
A subsequent project phase will consider the removal of on-street parking and the restriping of Red
Hill Avenue to provide a consistent three through travel lanes between Edinger Avenue and
Mitchell Avenue. However, due to concerns and the need for pedestrian improvements at the F-
10/Railway location, the current project provides only for the pedestrian improvements. The
parking issue will be addressed at a later date along with consideration of restriping the roadway to
provide additional through travel lanes.
Pursuant to the Califomia Environmental Quality Act (CEQA), a Mitigated Negative Declaration
has been prepared for the project. A public review period was provided and public comments were
received and responses .prepared. The Mitigated Negative Declaration adequately discussed the
environmental effects of the proposed project. A copy of the environmental document is available
for review in the Public Works Department.

Based on the initial study, there is no substantial evidence that the project
will have a significant effect on the environment.
A Mitigated Negative Declaration was prepared for this project and
public notice has been given.
A public review period was provided and public comments were received
and responses prepared.

NOW, THF. REFORE, BE IT RESOLVED by the City Council of the City of Tustin as
follows:

That a .Mitigated Negative Declaration has been completed in compliance with
CEQA and state guidelines. The City Council has received and considered the
information contained in the proposed Negative Declaration and any public
comments which may have been received prior to approving the project and
found that the Negative Declaration adequately discussed the environmental
effects of the proposed project.
That after deciding to approve the environmental determination for the'Red Hill
Avenue Pedestrian Improvements at OCTA/SCRRA Railway tracks and Santa
Ana-Santa Fe (F-10) Flood Control Channel Area, staff is directed to prepare and
file a Notice of Determination for the project.
PASSED AND ADOPTED at a regular meeting of the City cotmcil of the city of.

WHEREAS, it is the intention of the City Council of the City of Tustin, Califomia to
construct a pedestrian bridge across the F-10 Channel west of Red Hill Avenue, and an all-weather
pedestrian walkway across the OCTA/SCRRA Railway tracks at Red Hill Avenue; and
WHEREAS, the City Engineer has presented plans and specifications for the
construction of said works; and
NOW, THEREFORE, BE IT RESOLVED that the plans and specifications presented
by the City Engineer be and are hereby approved as the plans and specifications for;
