HUSTON, CITY MANAGER PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION APPROVAL OF PLANS ANI) SPECIFICATIONS AND AUTHORIZATION TO ADVERTISE FOR BIDS FOR THE MITCHELL AVENUE WIDENING PROJECT BETWEEN "B" STREET ANI) NEXVPORT AVENUE (C.I.P. Project No. 200032) SUMMARY: This project provides for the widening of the north side of Mitchell AvenUe between "B" Street and Newport Avenue. The plans and specifications are ready for appr°Val and the project is ready to be advertised for bids. RECOlVIMENDATION It is recommended that the CiB, Council, at their meeting of October 6, 1997, adopt Resolution No. 97-96 approving the plans and specifications for the Mitchell Avenue Widening Project between "B" Street and Newport Avenue and authorizing the City Clerk to advertise for bids. FISCAL IMPACT The Engineer's construction estimate for this project is $73,150.00. The 1997-98 FY Capital Improvement Program Budget allocates $65,000.00 for the construction of the Mitchell Avenue widening from CDBG funds. Although the current Engineer's estimate indicates a shortfall of $8,150.00, the actual shortfall, if any, xvill not be known until the bids are opened. In the event that the lowest responsive bidder's price is above the amount budgeted for construction, funds can be transferred between project tasks with authorization from the City Council. The fight-of-way .task is expected to end with a surplus of nearly $60,000, which in whole, or part, can be transferred into the construction task account: BACKGROUND This project will widen the north side of Mitchell Avenue by several feet, beginning at Newport Avenue and continuing approximately 30 feet north westerly of "B" Street. The new improvements will include: curb, gutter, sidewalk, drive entrances, curb access ramps, storm drain improvements and a street light. Also included is the removal and replacement of failed pavement areas and a complete asphalt pavement overlay. On February 3rd and June 2nd 1997 the City Council approved the three (3) purchase agreements for part- takes of the private property which was needed to construct the street improvements. Council had also previously approved a total compensation of $22,900 for the purchase of the 3 portions of private property. As of September 26, 1997, all three properties had been successfully acquired, thus providing the additional public right-of-way necessary for construction of the proposed improvements. Gestiffee ff"- Assistant Civil Engineer TDS:MJG:klb/COUNCIL:Plans & Slx:cs Mitchell Ave Widening Attachments Associate Civil Engineer 1 9 4 5 6 10 11 12 13 14 15 16 17 18 '19 20 21 22 72 25 26 27 28 RESOLUTION NO. 97-96 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA APPROVING PLANS AND SPECIFICATIONS FOR THE MITCHELL AVENUE WIDENING PROJECT BETWEEN "B" STREET AND NEWPORT AVENUE (CIP NO. 200032) WltEREAS, it is the intention of the City Council of the City of Tustin, California to contract for the Mitchell Avenue Widening project between "B" Street and Newport Avenue; and WHEREAS, the City Engineer has presented plans and specifications for the construction of said work; and NOW, THEREFORE, BE IT RESOLVED that the plans and specifications presented by the City Engineer be; and are hereby approved as the plans and specifications for: MITCHELL AVENUE WIDENING PROJECT BETWEEN "B" STREET AND NEWPORT AVENUE (CIP NO. 200032) BE IT FURTHER RESOLVED that the City Clerk is herebY authorized and directed to advertise, as required by. law, for the receipt of sealed bids for the performance of the work specified in the plans and specifications. BE IT FURTHER RESOLVED that this project had a final finding of No Significant Impact/Negative Declaration, pUrsuam to the California Environmental Quality Act requirements.
