adequate pursUant to California Envir°nmental Quality Act (cEQA) requirements for the Red Hill Avenue

widening project,
RECOMMENDATION
It is recommended that the Tustin City Council, at their meeting of October 6, 1997, adopt Resolution No.
97-100 which approves the final Mitigated Negative Declaration pursuant to the California Environmental
Quality Act (CEQA) and direct staff to file a Notice of Determination for the Red Hill Avenue Widening
Project after the project is approved via separate resolution.
FISCAL IMPACT
No fiscal impact.
DISCUSSION
The City Council is hereby requested to consider the proposed Mitigated Negative Declaration, including the
Responses to Comments received during the public review period. The City Council is further requested to
approve the Mitigated Negative Declaration on the basis that the initial study finds that there is no substantial
evidence that the project Mll have a significant effect on the environment, that a public review period was
provided for and that adequate response to public comments were prepared.
BACKGROUND
The proposed project will widen Red Hill Avenue from El Camino Real to Nisson Road to full Major
Arterial Highway standards to relieve the traffic congestion, improve the level of service and improve access
to the I-5 Freeway area. Proposed improvements include:
· Three through lanes and a Class 11 bicycle lane in both directions;
· Single "right-turn only" lanes onto both the I-5 Freeway on-ramps and left mm pockets to the freeway
on-ramps would be extended;
· Addition of a right-mm pocket on Red Hill Avenue, south of Nisson Road:
· Retention of the existing dual left mm lanes from northbound Red Hill Avenue to westbound El
Camino Real:

· Addition of bicycle lane;
· Added parkway dimension; and
· Narrowing the existing raised median under the I-5 Freeway to minimize the height of a needed
retaining wall behind the parkways.
Approval of the Mitigated Negative Declaration must be completed prior to initiation of right-of-way
acquisition which is needed for the street widening work. The City Council will be asked to approve the
plans and specifications at subsequent meetings. A copy of the Mitigated Negative Declaration is available
for review at the Office of the City Clerk and at the Public Works Department.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
TUSTIN, CALIFORNIA APPROVING THE FINAL
ENVIRONMENTAL DETERMINATION FOR THE RED
HILL AVENUE WIDENING PROJECT (CIP NO. 700133)
WHEREAS, the City Council of the City of Tustin does.hereby resolve as follows:
I. That the City Council finds and determines that:
A. Based on the initial study there is' no substantial evidence that the project will have a
significant effect on the environment.
B. A proposed Mitigated Negative Declaration was prepared for this project and public
notice has been given.
C. A public review period was provided and public comments were received and
responded to adequately.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Tustin as
follows:
That a Final Mitigated Negative Declaration has been completed in compliance with CEQA
and state guidelines. The City Council has received and considered the information
contained in the proposed Mitigated Negative Declaration and any public comments which
may have been received prior to approving the project and found that the Negative
Declaration adequately discussed the environmental effects of the proposed project..
2. That after deciding to carry out or approve the Red Hill Avenue Widening Project, staff is
directed to prepare and file a Notice of Detenuination for the project.
PASSED AND ADOPTED at a regular meeting of the City Council of the City of
Tustin held on the 6u~ day of October 1997.
