Proposed improvements include: · Three through lanes and a Class II bicycle lane in both directions; · Single "right-turn only" lanes onto both the I-5 Freeway on-ramps and left turn pockets to the freeway on-romps would be extended; · Addition of a right-turn pocket on Red Hill Avenue, south of Nisson Road: Environmental Determination for the Red Hill Avenue Widening ProJect (El Camino Real to Nisson Road) October 6, 1997 Page 2 · Retention of the existing dual left turn lanes from northbound Red Hill Avenue to westbound E1 Camino Real: · Addition of bicycle lane; · Added parkway dimension; and · Narrowing the existing raised median under the I-5 Freeway to minimize the height of a needed retaining wall behind the parkways. BACKGROUND As a part of the previously xvidened I-5 Freeway, Caltrans rebuilt the Red Hill Avenue bridge at the I-5 Freeway and widened the roadway between the m,o freexvay on/off ramps. Unfortunately, Caltrans' widening of Red Hill Avenue was not to the facility's ultimate width for a Major Arterial Highxvay, and did not allow for bike lanes. City Council previously authorized City staff to proceed with Preliminary En~neering Studies and Enviromnental Documentation to investigate feasible alternatives for widening Red Hill Avenue between E1 Cam/no Real and Nisson Road to Major Arterial Highway standards. The Preliminary En~neer/ng Study and Environmental Documentation have now been completed, resulting in a Project Report, which is available at the Office of the City Clerk and the Public Works Department' for review, and a Mitigated Negative Declaration which is concurrently recormnended for approval and certification, by the City Council.
