APPROVAL TO PROCEED 'WITH THE REV HILL AVENUE WIDENING PROJECT
AND AUTHORITY TO PROCEED WITH THE FINAL DESIGN PLANS,
SPECIFICATIONS, ESTIMATES AND LAND ACQUISITION FOR THE PROJECT
(CIP NO 700133)
SUMMARY: The attached resolUtion will approve Proceeding with the Red Hill AVenue Widening
ProjeCt at the I-5 Freeway between E1Camino Real and SoUth °fNissOn Road:
RECOMMENDATION
It is recommended that the City Council at their meeting of October 6, 1997 adopt Resolution No. 97-99
which approves proceeding with the Red Hill Avenue Widening Project and authorizes proceeding with the
final design plans, specifications, estimates and land acquisition.
FISCAL IMPACT
Sufficient funds have been appropriated in the 1997-98 Fiscal Year Capital Improvement Pro,am for
certain phases of the project. Final design will be accomplished this fiscal year with Measure M Tumback
Funds. Right-of-way acquisition is planned to start this fiscal year with Measure M Tumback Funds and
continue into the 1998-99 Fiscal Year with proposed TSIA Funds. Construction is planned for the 1999-
2000 Fiscal Year with approved Measure M Competitive and Turnback Funds.
DISCUSSION
The City Council is hereby requested to approve the Red Hill Avenue Widening Project and to authorize
proceeding with the final design, planS, specifications, estimates and right-of-way acquisition. City Council
is requested via Resolution No. 97-100 to concurrently approve and certify the' Environmental
Documentation of the Red Hill Avenue Project.
Approval to proceed with this project will allow staff to complete the widening of the street to full Major
Arterial Highway standards to relieve traffic congestion, improve the level of service, and improve access to
the 1-5 Freeway area. Proposed improvements include:
· Three through lanes and a Class II bicycle lane in both directions;
· Single "right-turn only" lanes onto both the I-5 Freeway on-ramps and left turn pockets to the
freeway on-romps would be extended;
· Addition of a right-turn pocket on Red Hill Avenue, south of Nisson
Road:

· Retention of the existing dual left turn lanes from northbound Red Hill Avenue to westbound E1
Camino Real:
· Addition of bicycle lane;
· Added parkway dimension; and
· Narrowing the existing raised median under the I-5 Freeway to minimize the height of a needed
retaining wall behind the parkways.
Completion of the final design will result in plans, specifications and estimates which Mil be ready for the
public bid process. The City Council will be asked to approve right-of-way acquisition and the plans and
specifications for public bid at subsequent meetings.
BACKGROUND
As a part of the previously xvidened I-5 Freeway, Caltrans rebuilt the Red Hill Avenue bridge at the I-5
Freeway and widened the roadway between the m,o freexvay on/off ramps. Unfortunately, Caltrans'
widening of Red Hill Avenue was not to the facility's ultimate width for a Major Arterial Highxvay, and did
not allow for bike lanes.
City Council previously authorized City staff to proceed with Preliminary En~neering Studies and
Enviromnental Documentation to investigate feasible alternatives for widening Red Hill Avenue between E1
Cam/no Real and Nisson Road to Major Arterial Highway standards. The Preliminary En~neer/ng Study
and Environmental Documentation have now been completed, resulting in a Project Report, which is
available at the Office of the City Clerk and the Public Works Department' for review, and a Mitigated
Negative Declaration which is concurrently recormnended for approval and certification, by the City
Council.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
TUSTIN, CALIFORNIA TO APPROVE PROCEEDENG WITH
THE FINAL PLANS, SPECIFICATIONS AND LAND
ACQUISITION FOR THE RED HILL AVENUE '~VIDENING
PROJECT AT THE INTERSTATE ROUTE 5 AREA
(C.I.P. NO. 700133)
WltEREAS it is the intention of the City Council of the City of Tustin, California to
proceed with the final design and completion of the improvement plans and rights-of-way
acquisition; and
WHEREAS, the proposed widening and improvement of Red Hill Avenue has been
included in the City's Capital Improvement Program for the current fiscal year as well as
previous/future fiscal years;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Tustin
that said project, along Red Hill Avenue between E1 Camino Real and Nisson Road, is approved
for the completion of the improvement plans and fight-of-way acquisition.
PASSED AND-ADOPTED at a regular meeting of the City Council of the City of
Tustin held on the 6th day of October 1997.
