AUTHORIZATION TO ADVERTISE FOR BIDS
HERITAGE WAY PARK (PROJECT NO. 400042)
RECOMMENDATION:
Approve plans and specifications, and authorize advertisemems for bids for construction
of Heritage Way Park.
FISCAL IMPACT:
The architects' estimated cost of construction of Heritage Way Park is $1,326,000.00.
Funding for the construction of this project is bom the 1997-98 Park Development Fund.
The cost of construction (including bid alternates), project management, expenses, testing
lab, and a contingency fund is estimated at $1,639,575.00. The current budget allocation
for 1997-98 FY is $1,517,057.00. Based upon the overall project estimate of
$1,639,575.00, a supplemental appropriation may need to be considered after bids are
received, as part of the construction bid process.
BACKGROUND:
City staff have recemly co~leted the second plan check of construction plans,
specifications and bid documents for the Heritage Way Park.
The five-acre site will be an active neighborhood park featuring: (Site Plan attached)
· Lighted 70 x 130 ft. roller hockey rink.
· Lighted full court and two (2) half-court basketball courts.
· Theme-oriented children's play area surrounded by a large palm court.
· Architecturally appropriate restroom/storage facility.
· Perimeter jogging/walking path.
· Two (2) large, group picnic areas.
Off-street parking lot for 25 cars, plus parallel parking bays along Kinsman Circle
and Heritage Way, including the frontage of Laurel Glen Park, to. provide 19 parking
spaces.
The bid documems are organized to utilize a unit cost bid process. Bid alternates are
identified separately as unit costs in addition to the base costs. Plan check commems
have been returned to the architect for corrections. The City Attorney is currently
reviewing the bid documents.
The Bid Alternates are budgeted as follows:
'A. Add two (2) half-court basketball extensions $22,200.00
B. Parallel parking at Kinsman Circle (6 parking spaces) $30,000.00
C. Parallel parking at Heritage Way (7 parking spaces) $30,000.00
D. Parallel parking at Laurel Glen Park (6 parking spaces) $30,000.00
E. Restroom motion detectors . $2,000.00
Total Estimate - $114,200.00
